    State Training Officers (STOs)

    Role Summary

    The State Training Officers (STO) oversee state-level planning, implementation, monitoring, and reporting for the Skills & Enterprise component of SEPTP.

    • The role is responsible for ensuring equitable, safe, and meaningful participation of women, youth, and other marginalized groups across all training, enterprise, and market linkage activities within the state. The role ensures high-quality outreach, curriculum delivery, enterprise advisors' [FK1] supervision, and post-training enterprise support across designated LGAs within the States.
    • This is a field-intensive, coordination-heavy position requiring strong leadership, technical knowledge, and excellent stakeholder management.

     Key Responsibilities

    Training Coordination & Delivery Oversight

    • Lead state-level planning for all outreach, training, and enterprise activities.
    • Design and oversee training delivery in ways that proactively address gender, disability, and other inclusion barriers to participation and learning.
    • Develop state training calendars, cluster schedules, and venue arrangements.
    • Supervise and support Poultry Enterprise Advisors (PEAs) to ensure training quality.
    • Conduct spot-checks during training to ensure curriculum fidelity.
    • Ensure inclusion, safeguarding, and gender requirements are integrated into all training activities.

    Outreach & Gap Assessment

    • Participate in community entry meetings with Christian Aid and local leaders.
    • Coordinate and monitor the implementation of gap assessments during outreach.
    • Ensure gap assessments systematically capture gender, disability, and other inclusion-related constraints and opportunities affecting participation, skills uptake, and enterprise viability.
    • Consolidate PEA data into a state-level gap analysis report.
    • Present findings to Sahel Technical and Entrepreneurship Experts to inform curriculum customization.

    PEAs (Poultry Enterprise Advisor) Supervision & Performance Management

    • Directly supervise PEAs in assigned state.
    • Conduct weekly check-ins and review weekly training and enterprise logs.
    • Track performance using Sahel’s PEAs scorecard (attendance, delivery quality, reporting, coaching efficiency).
    • Hold PEAs accountable for gender-responsive, inclusive, and respectful facilitation practices, and reflect this in performance reviews, feedback, and corrective actions.
    • Recommend sanctions, replacements, or additional training for underperforming PEAs.
    • Support certification and recertification of PSEAs.

    Enterprise Support & Market Linkages

    • Support PEAs to form and strengthen Youth/Women Enterprise Clusters (5–15 members).
    • Ensure enterprise clustering and market linkages are inclusive of women and marginalized youth and address gender-specific constraints to enterprise growth.
    • Monitor early-stage enterprise performance (recordkeeping, input access, sales).
    • Facilitate linkages with aggregators, input suppliers, financial services, and processors.
    • Coordinate state-level market systems engagements with Christian Aid teams.

    Stakeholder & Partner Engagement

    • Serve as the primary Sahel representative in the state.
    • Coordinate with Christian Aid State Coordinators for alignment on outreach, safeguarding, MEL, and reporting.
    • Promote inclusive engagement of women and youth in coordination with government, associations, and market partners.
    • Liaise with PAN, PIFAN, SMEDAN, and LGA agricultural departments for institutional strengthening.
    • Provide field data to support policy advocacy and CoP thematic discussions.

    Monitoring, Reporting & Compliance

    • Ensure PEAs collect accurate attendance, pre/post-tests, enterprise coaching logs, and market linkage data.
    • Submit weekly state progress reports to Sahel Technical Expert.
    • Update state risk registers weekly and escalate urgent red flags immediately.
    • Ensure sex- and age-disaggregated reporting, timely identification of gender and inclusion risks, and survivor-centered safeguarding compliance.
    • Support MEL processes led by Christian Aid (baseline, midline, endline, learning assessments).

    Qualifications & Experience

    • Minimum OND/HND; B.Sc. in Agriculture, Animal Science, Agribusiness, Veterinary Medicine or related field preferred.
    • Minimum 3 years’ experience in training coordination, community development, extension services, or field project management.
    • Experience working with women, youth, and marginalized groups.
    • Experience working in rural communities
    • Strong digital literacy: WhatsApp, data collection tools (Kobo, ODK), Excel.
    • Fluency in the relevant local language(s).
    • Strong facilitation, communication, and stakeholder engagement skills.

    Desirable

    • Experience with donor-funded projects, INGOs or private sector agribusiness.
    • Prior experience managing extension agents or field officers.
    • Knowledge of livestock management.
    • Experience with micro-enterprise development, coaching, or value chain interventions.
    • Experience supporting women, youth, or other marginalized groups in community-based or enterprise-focused programming.

    Policy and Partnerships Officer

    Project Scope 

    • The RISE (Resilient, Inclusive, Sustainable Economies) project, funded by Global Affairs Canada (GAC), is a five-year initiative aimed at promoting climate-resilient, inclusive, and sustainable economic growth in Nigeria. The project will be implemented by MEDA (Mennonite Economic Development Associates) in partnership with Sahel Consulting Agriculture and Nutrition Ltd. Together, the two organizations will work to improve the livelihoods of smallholder farmers and small-scale entrepreneurs within the Rice, Maize, Groundnut and Soybean value chains, particularly women and youth in Bauchi, Kaduna and Kano states. The initiative aligns with Canada’s aim to address gender equality, human rights, and environmental sustainability throughout its implementation.

    Overview

    • The Policy and Partnerships Advisor will lead engagement with government and private stakeholders and relevant partners to shape and influence policy dialogues on the RISE program. The Advisor will ensure alignment between project objectives and national/regional priorities and champion evidence-based advocacy to enhance systemic impact and sustainability.

    Role Responsibilities

    Policy Analysis and Strategic Engagement

    • Analyze national and sub-national policies, frameworks, and institutional landscapes relevant to agriculture (in focus value chains), trade, gender, and climate change.
    • Identify policy opportunities and constraints limiting smallholder farmers, agri-SMEs, women, and youth in value chains.
    • Design and implement advocacy strategies that elevate the voices of women’s groups and youth-led enterprises in relevant policy forums and decision-making spaces.

    Stakeholder Relations and Partnership

    • Build and maintain strong relationships with government ministries, regulatory bodies, regional institutions, and civil society actors.
    • Represent the RISE project in policy forums, working groups, and multi-stakeholder platforms.
    • Coordinate with MEDA and other consortium partners to ensure unified and strategic external positioning.

    Advocacy and Influence

    • Lead the design and execution of advocacy campaigns to promote evidence-based recommendations from project learnings.
    • Prepare and disseminate policy briefs, position papers, and stakeholder communication materials.
    • Facilitate dialogue between grassroots stakeholders and policy actors to ensure inclusive policymaking.

    Knowledge Translation and Learning

    • Translate research and MEL findings into actionable policy insights and influence strategies.
    • Organize learning events, policy roundtables, and knowledge-sharing workshops.
    • Contribute to documentation of lessons learned, case studies, and policy impact narratives.

    Role Requirements

    • Master’s degree in public policy, Development Studies, Agricultural Economics, International Relations, or a related field.
    • At least 5 years of progressive experience in policy engagement, advocacy, or stakeholder relations in development or public sector settings.
    • Proven track record of influencing public policies and coordinating multi-stakeholder advocacy efforts.
    • Strong understanding of Nigeria’s policy environment in agriculture, trade, gender, and climate resilience.
    • Demonstrated ability to advocate for gender-responsive policies and build partnerships that promote women's and youth participation in agricultural and economic systems..
    • Exceptional communication and relationship-building skills, with political acumen and diplomacy.
    • Experience working on donor-funded projects is desirable
    • Proficiency in producing high-quality policy content (briefs, reports, talking points).
    • Knowledge of participatory and inclusive policy development processes.
