    Programme Officer

    Job purpose

    The job purpose is to work with State Project Manager (SPM) to effectively manage project activities and resources., provide leadership and stewardship to the project team and maintain collaborative links with the project’s key stakeholders at the LGA level.

    Scope of work

    The Program Officer (PO) while reporting to the State Project Manager (SPM) and based at the state office, will line mange the LGA Field Assistants within his area of coverage.

    Key working relationships

    The PO would be line managed by the SPM and would line manage the LGA Field Assistants in-charge of the assigned LGAs (presumably within a specific senatorial zone of a state). S/he would also maintain relationships with the country office departments, including Finance and Logistics. Key external relationships would be with staff at the LGA and State Malaria Elimination Programme (SMEP), LGA health staff and leading community members and gatekeepers. S/he would lead micro-planning, training and coordination, through drug administration and supportive supervision, to reporting of activities at the LGA level. S/he would maintain close communication with stakeholders and influential persons in the assigned LGAs through the agreed frameworks.

    Key accountabilities

    Programme Management (70%)

    Support the SPM and the state management team to lead activities for smooth programme management in the assigned LGAs in the following areas:

    • Line management – build and performance manage an effective and technically fit SMC project team in the assigned LGAs.
    • Be conversant with and guided by Malaria Consortium, policies, guidelines and the SMC Handbook towards the delivery of SMC in assigned LGAs.
    • Planning (microplanning, selection of implementers at the local levels, training, database finalization, last mile distribution, SPAQ admin and reverse logistics);
    • Engagement of stakeholders including government, communities and beneficiaries.
    • Implementation (SPAQ admin) including QA and innovations, including the use of technology.
    • General management including security, HR including line management, risk management, work planning and budgeting, VFM, optimization of grant, etc.;
    • Risk Free operations including ensuring that all staff comply with MC values and start-to-finish (SFG) policies; and
    • Coordination with other levels of government and internally, all MC functions.

    Technical (20%)

    • Support M&E activities, including reporting of SPAQ admin and lot quality assurance sampling (LQAS); and
    • Support programme review including end of cycle (EoC) reviews, end of round (EoR) reviews and EoR coverage survey.

    Representations & Knowledge Management (10%)

    • Lesson identification and use including adaptive management;
    • Harmonisation with other partners; and
    • Representation especially at the LGA levels.

    Qualifications and experience:

    Essential          

    • Training in Nursing or Public Health;
    • Five years’ experience of working in the Public Health sector;
    • Experience in programme management at the LGA/state level;
    • Excellent project planning, management and monitoring & evaluation skills.
    • Experience managing project budgets;
    • Experience in using digital data collection tools in SMC campaigns and other health programmes; 
    • Some practical experience in Health Information and Disease Surveillance Systems, interoperability, and international standards; open Global Health Information System software and open data sources, such as, but not limited to, DHIS2, ODK, KoboCollect;
    • Experience working at the LGA and community levels;
    • Experience working on campaign style interventions (delivery of interventions or social mobilization and SMC would be an added advantage).

    Work-based skills and competencies:

    • Good understanding of the Nigeria health system;
    • Understanding of communication for behaviour change and social mobilisation;
    • Team player and demonstrated ability to work within a team as well as individually;
    • Ability to travel to LGAs outside of state capital at least 80% of the time;

    Campaign Project Director

    Job purpose

    To manage suppport to ITN Campaign programme activities, resources as well as provide leadership, stewardship and maintain collaborative links with the project’s key stakeholders at national and FCT  levels.

    Scope of work

    The Programme Director will provide overall leadership to the ITN Campaign team and be responsible for managing the project activities. The position will be based in the country office, with regular travel within implementing locations at FCT. It will support the ITN Campaign project team through providing managerial, technical support and direct implementation of ITN campaign and distribution, the community engagement and waste management.   S/he will work clsely with the country-level   Senior Management Team (SMT).

    Key working relationships

    The post holder will report to the West and Central Africa Programmes Director and work closely with the wider Technical and management team  at country and state level, especially the Country Programmes Manager, Country Operations Manager, as well as other senior technical, research, M&E, operational and external relations colleagues at project level. The role will also work with major stakeholders and partners at the national level, including the National Malaria Elimination Project (NMEP) Prevention , integrated vector control, ACSM , supply chain managers , as relevant to the project. S/he will line manage key project staff in the country.

    Key accountabilities (percent of time spent on each area)

    Strategic Planning and Project Management (60%)

    • Build and manage a high-performing country-level and state-level ITN Campaign  project team;
    • Line manage the Technical leads and Finance and Administration and Campaign managers
    • Be responsible for the coordination and implementation of ITN project activities for all ITN projects within Malaria Consortium on a time and within budget, ensuring targets and milestone are met including performance based targets.
    • Liaise regularly with the West and Central Programme Director, Senior Country Technical Coordinator and other Country Office SMT to provide timely and comprehensive updates and reports as required.
    • Work with the country-level and state-level project team to develop and implement annual work plans.
    • Work closely with the Country Office M&E Manager and ITN project M&E team to prepare the project monitoring and evaluation framework and research strategy, taking project-level frameworks and strategies into account.
    • Work with the country finance team to track progress of project and activity budgets
    • Work with relevant country office staff to ensure they are aware of the project needs and support is provided adequately to the project team.
    • Be responsible for project budget management including the preparation of annual budget and forecasts, implementation as planned, tracking and reforecasting, as well as liaise with project-level colleagues to ensure accurate tracking and reporting of Nigeria finance information at project level
    • Lead in the preparation of semi-annual report and other supporting documents required for meeting performance milestones and liaising with the donor to ensure the payments are made timely.
    • Be responsible for preparing country-level project progress and quarterly narrative reports on time.
    • Liaise with project-level colleagues to ensure accurate tracking and reporting of Nigeria project and operations information at project level

    • Contribute to the development and be responsible for the implementation of a communications and advocacy plan in line with the communications and advocacy strategy of the project and NG office, which will include, for example, the production of case studies, reviews of lessons learnt and general documentation for internal and external dissemination.

    Person specification

    Qualifications and experience: 

    Essential:      

    • Master’s Degree in a relevant field (e.g., Epidemiology, Public Health, Tropical Medicine, Parasitology or Equivalent);
    •  At least 10 years of experience managing development projects, preferably in African countries with a strong focus on field implementation;
    • Experience managing projects with a mix of facility and community-based interventions is required.
    •  Experience managing projects with a focus on behavior change would be an asset;
    • Demonstrated track-record with project management, monitoring and evaluation,
    • Strong communication skills (oral and written) in English

    Campaign Finance Manager

    The Finance Manager will be responsible for all financial aspects of country office as delegated by the Country Finance Manager and all financial aspects project sub-award contracts, partner and project financial reporting, financial accounting and budget management ensuring good value for money is achieved on the project. They will ensure compliance within the project of both the donor regulations and Malaria Consortium’s policies and processes.

    Scope of Work

    They will provide a proactive, efficient, timely and relevant finance service to the project team including budget preparation with the appropriate mapping of financial transactions to be able to measure value for money and achievement of deliverables. They will drive project financial reporting at a level of detail necessary to manage budgets effectively, checking financial transactions are recorded accurately.

    Key working relationships

    The role will report to the Country Finance Manager and will work closely with the Country Finance staff and Project Managers to provide support to the project teams and local partners and with the Finance Support Manager (West and Central Africa) for the global partners on financial management, budgeting and forecasting activities.

    Key accountabilities

    Management Accounting (40%)

    • Understand and implement grant management policies, procedures, and practices, and provide policy, guidance, and interpretation to project staff and partners
    • Manage sub-granting mechanism to partner organisations
    • Ensure smooth operation of technical efforts and field activities by providing accounting, management and logistical support to facilitate the implementation of project activities.
    • Oversee the budgeting, reporting and accounting for the project for the Abuja office and the six states of operation to ensure timely and accurate reporting
    • Issue Budget versus actuals and transaction listings on a monthly basis, and review them with the Project Manager to ensure prompt correction of errors and resolution of problems
    • Prepare for review by the Country Finance Manager, Project Manager and the Finance Support Manager, the Donor Budget versus Actual report, which must be submitted within two weeks of each quarter end.
    • Develop the annual financial plan and quarterly forecasts for the project based on the work plans to be submitted within two weeks of the quarter end to the donor after review

    Financial Accounting (40%)

    • Oversee all administrative, operational and financial management systems according to Malaria Consortium’s standard operating procedures
    • Prepare Balance Sheet checklist each month for review by the Country Finance Manager
    • Evaluate the financial impact of management decisions, ensuring that the donor receives value for money and that all financial transactions undertaken are in line with Malaria Consortium’s and the donor’s policies
    • Compile and prepare routine financial reports for the management team
    • Prepare project financial invoices for review by the Finance Support Manager: West & Central Africa in good time to meet the monthly and quarterly deadlines
    • Identify financial risks of the projects and prepare and keep updated with the Project Manager the projects’ risk register
    • Support the state offices on month end processing.
    • Make regular visits to the states of operation to ensure compliance with Malaria Consortium’s and the donor’s policies
    • Actively support the Country Finance Manager with the required country and project audits
    • Follow-up on issues with the state offices raised by the Country Finance Manager on the month-end checklists for resolution and those raised as a result of audits

    Value for Money (15%)

    • Assist the Project Manager in preparing a Value for Money (VFM) Action Plan, acceptable to the donor, with time bound deliverable examples of economy, efficiency, and effectiveness. The Action Plan should be agreed with the donor within six months of the start of the project.
    • Create a mapping of project costs (including unit costs) that will enable the programme to control cost, convert inputs efficiently into outputs, and obtain the maximum possible outcomes.

    Human Resources (5%)

    • Provide finance induction to new State Finance Officers and non-finance staff in the project providing on-going support to the same people
    • Feed into the performance reviews of finance staff in the project
    • Highlight any financial capacity issues to the Country Finance Manager and Project Manager, making recommendations of any action required
    • Provide a gap fill service for the financial management in the project as required due to staff absence from leave or resignation

    Campaign Admin & Procurement Manager

    Job purpose

    Oversees strategic procurement of goods and services, supplier sourcing and supply chain management, in Malaria Consortium Nigeria offices and for all MC programmes / projects implementation. This will include providing oversight, monitoring, and managing all of Malaria Consortium’s procurement processes at state and country level with strict compliance to the procurement policy, value for money and management processes. This will also involve contract management, supplier performance evaluation and procurement risk management. The role will be line managed by the Country Operations Manager to ensure procurement service, and other operations functions are efficiently delivered to all Malaria Consortium projects / programmes.

    Scope of work

    The Admin & Procurement Manager provides procurement services support to MC Nigeria Country Office Programmes / Projects in line with the Organisation’s policies, processes, and guidelines as well as local Nigerian policies and guidelines. This includes procurement planning, strategic supplier sourcing, supplier management, procurement of goods and services, effective supply chain management, and market analysis to ensure cost savings and value for money. The role will collaborate with the program teams to understand the various project needs, the timeline to meet the needs and provide relevant procurement support.

    The role includes running tenders, negotiating, and managing contracts, maintaining a database of all contracts in all ITN MC offices in Nigeria, which will be done directly by the jobholder or through the core procurement team (senior procurement officers) depending on the agreed threshold.  

    The role will also line manage the senior procurement officer on the ITN Projects. Lead and mentor them to develop an effective procurement team for MC ITN NG offices including periodic review of quality of procurement services delivered to the projects and programmes and discuss improvements with Country Operations Manager.

    Key working relationships

    Reporting to the Country Operations Manager (COM), the Admin & Procurement Manager will be a member of the Operations team, providing procurement support to MC programme / project implementation, which include support to development of procurement plans for all MC NG office, its implementation and periodic review. Based on the procurement plan, the PM will finalise procurement strategy in consultation with the Country Operations Manager, which will be reviewed along with the procurement plan. The Admin & Procurement Manager will also work with the procurement team to ensure effective and efficient service delivery. The Procurement Manager will provide line management to Senior Procurement officers in Abuja and day-to-day supervision, including training as needed.

    The Admin & Procurement manager also works closely with Programme / Project team, Zonal Admin Manager, State Admin officers and MC supply chain team to ensure timely delivery of required goods or services.

    Key accountabilities

    Procurement Strategy and planning (45 %)

    • Ensure effective and efficient workflow of procurement processes in MC NG offices
    • Line-manage assigned operations staff and provides oversight, capacity building and management support whilst ensuring staff objectives are set and monitored in line with HR guidelines
    • Conduct annual demand planning and market assessment exercises to generate the Country Procurement Strategy with support from the COM and Programme and Project teams
    • Ensure the Malaria Consortium Procurement Policy is followed for all procurements in the country
    • Support the Programme teams with the design of project / programme procurement plans for all projects to allow all procurements to be delivered on time at value for money following compliant process.

    Campaign External Comms & SBC Specialist

    Job purpose

    The Campaigns, External Communications and SBCC Specialist) is responsible for developing and overseeing the implementation of all communications-related programmes and activities for Malaria Consortium’s Nigeria (MCN) Country Office. In collaboration with relevant team members, the incumbent will develop and apply evidence based strategies to achieve the purpose of programme communication, knowledge management, advocacy, and external relations.  A key aspect of this purpose is to ensure an appropriate level of visibility for Malaria Consortium among stakeholders and partners

    Scope of work

    The SCM is responsible for communication efforts of the organisation including public health communications (PHC), external communications(ER) and knowledge management (KM). The SCM support is embedded at the country and project levels, and it is evident in the outcome of strategic behaviour change communication, how knowledge generated by the organisation is documented and shared, and how the organisation is seen externally, by donors, partners and stakeholders.

    Key working relationships

    The SCM works internally in Nigeria with the Country Director, the Country Programme Manager, the Country Technical Coordinator, Project Managers, and senior technical and programme staff of projects. The SCM is particularly key to ensuring smooth productive relationship and technical support to the country technical team and communication lead person on MCN supported projects and programmes.  At the regional and global level, the SCM works with the PHC cluster, and the ER teams of MCN respectively. Key external relationships include selected donors, partners, and networks as relevant, international and local NGOs.

    Key accountabilities

    Team oversight and Influence (20%)

    • Oversee all PHC, advocacy and external communication efforts relevant to the Nigeria programme, including timely and responsive technical advice both remotely and by on-site visits to country and project teams, as required
    • Participate as member of the MC/PHC cluster at the global level to ensure documentation and exchange of learning, results and experiences within the PHC community of practice
    • In collaboration with MC/UK ER team, ensure effective positioning of the organisation, as a leader of thought in relation to MCN’s vision and mission, including sharing organisational knowledge and learning

    Strategic Design and Management (65%)

    • Develop, review, and coordinate implementation an organizational communications strategies for Malaria Consortium’s Nigeria Country Office

    Campaign Senior Procurement Officer

    Job purpose

    Support the strategic procurement of goods and services, supplier sourcing and logistics/supply chain requirements for programme implementation in Nigeria. This will include providing monitoring and managing Malaria Consortium’s procurement processes at country level with strict compliance to the procurement policy, value for money and management processes. Job will also involve contract management, supplier performance evaluation and procurement risk management.

    Scope of work

    The Senior Procurement Officer will support the programme procurement plan development and implementation.     Campaign Research Specialist

    Job purpose

    The Campaign Research Coordinator (ITN Campaign) will be responsible for planning, coordinating, and implementing ITN distribution activities and financial management in the implementation state.

    Scope of work

    The role involves ensuring the proper planning and coordination of all activities related to the delivery of ITNs to households in the implementation state, including macro and microplanning, advocacy, procurement, supply chain management, household mobilization, demand creation, as well as monitoring, evaluation, and reporting of the process.     Campaign Supply Chain & Logistics Officer

    Job purpose

    To provide technical support on the supply chain management of campaign ITNs across the mass campaign implementing States.

    Scope of work

    The Supply chain officer will be actively responsible for maintaining an effective and efficient logistic management, inventory control and accountability of ITNs across implementing states and provide technical assistance to State Malaria Elimination Program (SMEP) and Logistics Management Coordinating Unit (LMCU) to implement the mass campaign and related data management. S/he will work directly with the campaign implantation team and State Logistic Management Coordinating Unit in each state to ensure proper ITN inventory management and accountability.

    Campaign Digital Health Officer

    Job purpose

    The Digital Health Senior Technical Officer will support the design, conceptualization and implementation of innovative digital solutions targeted at addressing challenges with malaria surveillance, inefficiencies in programme implementation and evidence gathering for decision making.

    Scope of work

    The position will be responsible for the specification, compatibility assessment and maintenance of both hard and software for MC health digitization interventions. S/he will provide capacity building to national and sub-national government stakeholders on the management of community-based digital health platforms, as well as providing leadership and technical operational guidance in relation to its development and integration with other national systems.

    Key working relationships

    The Digital Health Senior Technical Officer will be based  in the Nigeria office and will report to the  Digital Health Manager. The Digital Senior Technical Officer will work directly with other project staff, in particular the CO MEL manager, Public Health Specialist, Digital Health Specialist, Knowledge and Communications Specialists, and Data Managers in  Nigeria.

    Campaign Programme Officer

    Job purpose

    The job purpose is to support the Programme Director (PD) to effectively manage all ITN Campaign project activities and resources, and provide leadership and stewardship to the project team in maintaining collaborative links with the project’s key stakeholders at both national and state levels.

    Scope of work

    The position holder would provide activity management, operational and administrative support towards the successful preparation and delivery of the Terms of Reference (ToR) of the ITNs project. These may involve field travel and direct/hands-on support as may be required in selected states and Local Government Areas.

    The PO would be line managed by the PD and would work with the campaign personnel at both the National and state levels.     Campaign Security Officer

    Scope of Work

    The Security Officer role (SO) will cover different zones, one in the North-East (Borno), one in the North-Central (Kogi) and one in the South (Abia) as well as FCT where Malaria Consortium’s ITN activities in Nigeria are implemented, managing the day-to-day safety and security operations to ensure the achievement of project goal and objectives. The position holder will report to the Security Manager (SM) serving as his or her designate in their location of operation.     The Security Officer will, under the supervision and guidance of the Security Manager, work closely with Malaria Consortium staff (especially the state team leads), peer NGO security focal points, security agencies, within the International NGO sector at the State and LGA levels in the states within their zones. S/he will closely interact with the State Safety and Security Focal Persons (SSFPs) across states within their zone and projects ensuring safety and security of MC staff and properties. The SSFPs will be the first recipient of security information from the SO, with copy to other senior colleagues at the national (Country Director, Country Operations Manager, Security Manager and Programme Directors).

    Key accountabilities

    General Security Management of MC Zonal security hubs operations – 40%

    • Create the zonal security communications tree for their zones and ensure that it is always updated.
    • Ensure that all states’ offices within their zones have a designated fire warden, and that fire equipment checks, and fire drills are done at least once every 6 months.
    • Establish and maintain an active information network within their zones, which includes state security actors, peer NGO security focal points and relevant security alert sources to obtain daily reliable and credible and relevant safety information.
    • Ensure that all state SSFPs are conducting Security Briefings for all new state staff and visitors to the states within their zones (national and international).
    • Embed all safety and security SOPs within the office environment and ensure all staff comply.
    • Work with the SM and operations staff to ensure that all Malaria Consortium vehicles, offices and rented vehicles (within their zones) have the right equipment and tools to support good safety and security, and that all such equipment is regularly checked and tested.
    • Conduct quarterly physical security assessments of states with their respective zones.
    • Conduct fire safety checks in all projects’ offices within their zones during quarterly visits and make budgeted recommendations for improvements.
    • Ensure that all staff working in MC offices in their zones complete the required online security trainings.
    • Provide weekly security reports to the SM and SSFPs, copying senior colleagues at the national level, including with a risk map by LGA and LGAs with planned activities for the following week, highlighting relevant risks and mitigation plans.
    • Intervention/Project-specific security management – 60%
    • Conduct security risk assessment prior to the commencement of all community-level project intervention, especially ITN Campaigns. When necessary, SMC campaign within their zones, and ensure recommendations from the assessment feed into the planning and design of implementation strategies.
    • Review the security profile of each state within each zone at the end of each ITN Campaign/distribution and SMC cycle and submit updated risk profile at least two weeks to commencement of the next cycle.
    • Conduct post-implementation security status review of each state within their zones after each ITN distribution and after each cycle (in case of SMC) and completion of phased out implementation, for level of compliance with security protocol in previous cycle and make recommendations accordingly, for the next cycle / next phase of project activities.
    • Input daily and weekly into all project activity plans in the states within their zones, the LGAs, Wards and community ensuring that all activities are planned based on the principle of ‘staff safety first’.
    • Along with the SSFPs, Operations and Project staff, make daily decisions on project activities in states within their zones, from a security perspective, approving, restricting, or delaying activities and/or movements where needed, monitoring the security alerts and tracking all staff movement during the project activities implementation
    • Maintain a movement tracker for the movement of all staff and temporary employees in states within their zones, related to activity planning, implementation, and evaluation, ensuring that it is updated daily and accurate at all times, and includes start and end locations, estimated start and end times, driver and passenger names and contact details, as well as vehicle details.
    • Provide security clearance for all project and operations related trips for staff and locations within their zone.
    • Support the SM and SSFPs within their zones, to draft, implement and continually update (at least every 6 months) the location specific SSPs, with associated SOPs, using the standard template which includes communications and movement protocols, security communication tree, information flows, training of staff etc.

    Qualifications and experience:        

    Essential

    • Minimum of five years’ experience in security management of operations in diverse situations, including stable and conflict-riddled and security-challenged environment, with extensive experience of security management in Nigeria
    • Demonstrated courses in security management
    • Has previous experience as a Security Officer in an international NGO within the last 3-5 years
    • Experience in risk analysis and management
    • Ability to demonstrate their links with relevant security networks in Nigeria
    • Conversant with the geography of the zone of interest and speaks the local language(s) of the zone
