    Technical Officer-PSM & Logistics

     Job Description

    • under the supervision of the STO-HSS/CD, the TO-PSL will assist in the development of AHNi in-house capacity among the various departments, implementing agencies (IAs) and in all aspects of logistics and supply chain management of health commodities. S/he will provide technical support and leadership to Nigeria’s efforts to strengthen the procurement and supply chain management system of health commodities using evidence-based data from the Logistics Management Information System, to reduce stock-outs, lower costs and eliminate wastage. Provide technical support to facility focal persons in logistics to ensure completeness, accuracy and timeliness of LMIS reports. Support facilities to maintain excellent inventory of commodities, ensuring proper documentation of expired commodities, separated from useable ones. Periodically support the health facilities to carry out stock audit exercise to ensure accountability and transparency.

    Minimum Recruitment Standard:

    • B.Sc. Laboratory Sciences, biological science, pharmacy or related degree 4-6 years post-national youth service experience with a minimum of 2 years’ experience in provision of logistics support for HIV/AIDS
    • Sound understanding of HIV/AIDS technical areas
    • Familiarity with Nigerian public sector health system and NGOs and CBOs highly desirable.

    Senior Technical Advisor-AMERL

    Job Description

    • Is responsible for the design and implementation of monitoring and evaluation for the ACE Project. S/he will work with the State Team Leader to provide oversight role over Sub-recipients and Field Offices to ensure that monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs and requirements. Provide oversight technical support to the designated Offices including interacting with M&E leads, Implementing Agencies and local research groups on needs and ensuring that locally employed Monitoring and Evaluation staff, consultants and AHNI partners understand and can support these requirements. Manage the M&E reporting cycle to ensure high quality and complete datasets are sent on a periodic basis, or when required, work with local partners to develop their project monitoring and evaluation plans, support the correct implementation and use of routine data collection tools, conduct monthly routine monitoring visits to project sites and provide supportive supervision, provide the strategic guidance, vision, and management for successful monitoring and evaluation of project, work closely with subsequent key personnel and supervise M&E staff ensuring the strategic and functional integration of all M&E activities as well as active collaboration with donors, other implementers, and local counterparts.

    Minimum Recruitment Standard:

    • MB.BS/MD/PHD or similar degree with 7 to 9 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives,
    • Or MPH or MS/MA in relevant degree with 5 to 7 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives,
    • BS/BA in statistics, pharmacy, microbiology, monitoring and evaluation or in relevant degree with 7 to 9 years relevant experience in project-level or state/national-level monitoring and evaluation system implementation for Global Health Initiatives,
    • Familiarity with Nigerian public sector health systems and NGOs and CBOs is highly desirable.

    Technical Officer-Health Informatics

    will support the development, implementation and supervision of all AHNi’s Electronic Information Systems at the State and facility levels. S/He will provide technical assistance for the design and content development for electronic information systems (LAMIS, DHIS, GIS and any other AHNi package or database tools) used for M&E operations. This function will include assisting the software programming team in developing actual logic statements for the coding of M&E indicators and software business rules where necessary and checking that all software development is done according to already established standards and procedures. Also, the position will support on-site implementation of solutions and capacity building of users on the packages, assist in the developing of software and database tools and ensure that developed tools meet the intended reporting and data output requirements for both internal use, donors, GoN and other stakeholders. 

    Minimum Recruitment Standard:

    • Bachelor’s degree in mathematics, Physics, Chemistry, Computer Science or other relevant field with 3-5 years’ experience in software development, DHIS 2 configuration. Deployment skills will be an added advantage.
    • MB.BS/MPH/MSc or similar degree in Public Health, Epidemiology, General Statistics or Biostatistics, Health Informatics and/or Management with 2 to 3 years’ relevant experience in project-level or state/national-level monitoring and evaluation system implementation.
    • Experience working at the national level on health programs with knowledge and experience in data collection and analysis.
    • Familiarity with Nigerian public sector health systems such as NGOs and CBOs is highly desirable.

    Assistant Technical Officer-Health Informatics

    The Assistant Technical Officer – HI will be engaged to ensure the optimization and full functionality of all supported databases (LAMIS inclusive) across all ACE supported facilities while also coordinating all Health Informatics related activities in the State.     Assistant Technical Officer-Monitoring & Evaluation

    • The ASSISTANT TECHNICAL OFFICER – M&E: will support the project’s M&E systems towards ensuring quality data and information management and reporting of the project and other deliverables. S/he will work with program and technical staff to support the correct implementation and use of monitoring and evaluation tools, and adherence to complete, correct and timely reporting, ensuring that the quality of program/project activities adheres to SOPs by supporting the development and implementation of appropriate mechanisms to ensure quality. S/He will work with others and local implementing partners to ensure the monitoring and evaluation activities are appropriate and meet the donor and project’s M&E needs.

    Minimum Recruitment Standard:

    • MB.BS/MD/PHD or similar degree with 1 to 3 years relevant experience in monitoring and evaluation with a sound understanding of HIV/AIDS with the provision of PMTCT and anti-retroviral therapy (ART) in resource-constrained settings.
    • Or MPH or MS/MA in relevant degree with 3 to 5 years of relevant experience in monitoring and evaluation with a sound understanding of HIV/AIDS with the provision of PMTCT and anti-retroviral therapy (ART) in resource-constrained settings.
    • Or BS/BA in statistics, pharmacy, microbiology, monitoring and evaluation or in relevant degree with 3 to 5 years relevant experience in monitoring and evaluation with a sound understanding of HIV/AIDS with the provision of PMTCT and anti-retroviral therapy (ART) in resource-constrained settings.

    Assistant Technical Officer – PMTCT/Pediatrics

    • The ASSISTANT TECHNICAL OFFICER – PMTCT & PEDIATRICS: will be responsible for providing technical support to all HIV-related prevention, care and treatment activities for children, adolescents, pregnant and breastfeeding women. S/he will support interventions related to integrated services for triple elimination of HIV, Hepatitis and Syphilis among pregnant women, retention and early infant diagnosis. The successful candidate will provide technical support to ensure facilities provide integrated and holistic PMTCT and Pediatrics care and treatment, provide support for quality pediatric HIV care including diagnosis and management of Opportunistic Infections, ARV Optimization, and monitoring children on ART for drug resistance. The ATO will also coordinate facility and community level strategies to ensure tracking mother baby pairs, and adherence and retention activities for children on ART and provide technical support in viral load testing, monitoring and coverage for children on ART as well as pregnant and breastfeeding women.

    Minimum Recruitment Standard:

    • Medical Degree (MD, MBBS, Nursing, Public Health), with 2-3 years of proven experience in implementation of PMTCT programs.
    • Master of Public Health (MPH) is an added advantage.
    • Experience in providing mentorship and training.
    • Self-motivated and demonstrated success in building effective programs in resource-limited settings.
    • Extensive clinical experience in care of HIV infected adults, pregnant and breastfeeding women in resource limited settings.
