    Roving Senior Digital and Innovation Officer

    Responsibilties

    • The Roving Senior Digital and Innovation Officer will lead and coordinate innovative and digital components of the infrastructure project across the four target states.
    • The role will support the identification, design, testing, implementation, and scaling of practical digital and innovation solutions that strengthen infrastructure management, accountability, market access, climate resilience, communication, monitoring, and community engagement.
    • The position will also support field coordination, promote adaptive learning, and strengthen the overall effectiveness and visibility of the programme through innovative approaches and technology-enabled systems.

    Digital Innovation and Technology Integration:

    • Lead the identification and implementation of innovative and digital solutions that improve project delivery, monitoring, infrastructure management, and community engagement.
    • Support integration of digital systems such as GIS mapping, digital monitoring tools, mobile data collection platforms, asset tracking systems, and smart infrastructure solutions where feasible.
    • Explore innovative approaches related to renewable energy systems, prepaid metering, digital payment systems, climate-smart technologies, and market information systems.
    • Promote technology-driven approaches that strengthen women and youth participation in economic activities and infrastructure governance.

    Programme Coordination and Field Support:

    • Provide technical and operational support across all four project states to ensure effective coordination and implementation of innovative project activities.
    • Conduct regular field visits to monitor progress, troubleshoot implementation challenges, and support adaptive management.
    • Work closely with Infrastructure Officers, MEAL teams, Communication/advocacy Officer, and field coordinators to ensure integration of innovation across outputs.
    • Support implementation of pilot initiatives and document lessons learned for scale-up.

    Data, Learning, and Adaptive Management:

    • Support digital data management, analysis, visualization, and reporting systems for programme implementation.
    • Promote evidence-based decision-making through real-time data tracking and innovative learning approaches.
    • Coordinate innovation learning reviews and support documentation of best practices, case studies, and success stories.
    • Contribute to programme reviews, planning meetings, donor reporting, and learning events.

    Stakeholder Engagement and Capacity Building:

    • Engage with government institutions, private sector actors, technology providers, financial institutions, and innovation partners to strengthen collaboration and identify scalable solutions.
    • Provide training and mentorship to project staff and community structures on digital tools, innovation practices, and technology use.
    • Support community awareness and sensitisation on innovative systems introduced under the project.

    Communication and Visibility:

    • Work closely with the Communication and Advocacy Officer to support digital storytelling, visibility products, and dissemination of innovation successes.
    • Contribute to development of digital content, photos, videos, dashboards, and field updates that demonstrate project impact and learning.

    Expected Deliverables:

    • Functional digital and innovation systems integrated into project implementation.
    • Regular field support and coordination visits conducted across all states.
    • Innovation pilots documented and lessons learned shared.
    • Digital monitoring and reporting tools operationalized.
    • Capacity building sessions conducted for staff and community stakeholders.
    • Timely submission of technical reports, updates, and innovation briefs.

    Qualifications and Experience
    Education:

    • Bachelor’s degree in Information Technology, Engineering, Innovation Management, GIS, Development Studies, Data Management, or related field.
    • Postgraduate qualification is an added advantage.

    Experience:

    • Minimum of 5 years of relevant experience in digital innovation, technology integration, programme coordination, or ICT for development.
    • Experience working in humanitarian, resilience, infrastructure, or development programmes.
    • Demonstrated experience managing digital tools and innovative approaches in field-based programmes.
    • Experience in fragile or conflict-affected settings is desirable.

    Skills and Competencies:

    • Strong understanding of digital tools, innovation systems, and adaptive programming.
    • Experience with mobile data collection platforms, GIS tools, dashboards, and digital reporting systems.
    • Strong coordination, facilitation, and stakeholder engagement skills.

    Infrastructure Development Engineers / Officers

    Main Responsibilities

    • The Infrastructure Development Engineer / Officer will lead the technical implementation and supervision of infrastructure activities at state level, ensuring quality delivery, compliance with engineering standards, environmental and safeguarding requirements, and alignment with project objectives, timelines, and budgets.
    • The role will support feasibility assessments, infrastructure design review, contractor supervision, stakeholder coordination, quality assurance, and community engagement to ensure sustainable and conflict-sensitive delivery of project assets.

    Infrastructure Planning and Design:

    • Support feasibility studies, technical assessments, site verification, and infrastructure prioritisation processes.
    • Conduct technical surveys and support preparation/review of engineering designs, drawings, specifications, and Bills of Quantities (BoQs).
    • Ensure infrastructure designs comply with national standards, climate-resilient approaches, environmental safeguards, and project specific requirements.
    • Provide technical inputs into procurement documentation and contractor selection processes.

    Construction Supervision and Quality Assurance:

    • Supervise contractors and monitor infrastructure works to ensure compliance with approved designs, technical standards, timelines, and safety requirements.
    • Conduct routine site inspections and verify quality and quantities of works completed.
    • Monitor contractor performance and flag delays, technical issues, or non-compliance.
    • Ensure implementation of health, safety, environmental, and safeguarding standards on all sites.
    • Certify completed works and support infrastructure commissioning and handover processes.

    Stakeholder Coordination and Community Engagement:

    • Coordinate with community leaders, local authorities, relevant MDAs, contractors, and project stakeholders during implementation.
    • Support establishment and strengthening of community asset management committees.
    • Ensure infrastructure implementation follows conflict-sensitive and Do No Harm approaches.
    • Participate in community sensitisation meetings and technical consultations.

    Monitoring, Reporting, and Documentation:

    • Prepare regular progress reports, site inspection reports, and technical updates.
    • Maintain proper infrastructure documentation, including drawings, site records, approvals, certificates, and contractor documentation.
    • Support monitoring, learning, accountability, and reporting processes.
    • Identify implementation risks and propose mitigation measures.

    Compliance and Risk Management:

    • Ensure compliance with COOPI policies, donor requirements, engineering standards, and national regulations.
    • Support implementation of safeguarding, accountability, fraud prevention, and environmental risk mitigation measures.
    • Monitor risks related to quality, timelines, security, inflation, and sustainability of infrastructure investments.

    Other Responsibilities:

    • This ToR shall be inclusive of any other task specifically assigned by the Area Coordinator, and/or Project Managers related to the implementation of program activities.

    Qualifications and Experience
    Education:

    • Bachelor’s Degree in Civil Engineering, Agricultural Engineering, Water Resources Engineering, Construction Management, or related field.
    • Professional certification or registration with relevant engineering bodies is an added advantage.

    Experience:

    • Minimum of 3–5 years of relevant professional experience in infrastructure development, construction supervision, or engineering project management.
    • Experience working on donor-funded infrastructure or resilience projects is highly desirable.
    • Demonstrated experience in the supervision of contractors and community-based infrastructure projects.
    • Experience in irrigation systems, solar-powered water systems, agro-processing infrastructure, or rural infrastructure is an advantage.
    • Experience working in conflict-affected or fragile contexts is desirable.

    Skills and Competencies:

    • Strong technical knowledge of infrastructure planning, construction, and quality assurance.
    • Ability to interpret engineering drawings, designs, and BoQs.

    Senior MEAL Officer

    Main Responsibilities
    COOPI Nigeria MEAL system strengthening:

    • Support the implementation of COOPI Nigeria MEAL systems in compliance with COOPI MEAL policies and procedures, project management standards, and donor requirements;
    • Support the setup and maintenance of simple systems to manage information generated by MEAL activities (databases, beneficiary lists, tracking sheets, etc.);
    • Ensure proper documentation and filing of all MEAL-related tools, reports, datasets, and evidence in line with COOPI standards.

    MEAL planning:

    • Support the MEAL Manager and project teams in developing and updating project MEAL plans and workplans;
    • Support program staff in the development of log frames, indicator tracking tools, and MEAL frameworks;
    • Support the development of data collection plans and schedules for baseline, monitoring, and endline activities.

    MEAL implementation:

    • Support implementation of all MEAL activities including data collection, data cleaning, data analysis, learning mechanisms, and data management;
    • Conduct regular monitoring visits to project sites to ensure quality implementation and compliance with donor and internal standards;
    • Support and coordinate Baseline Surveys, Needs Assessments, KAP Surveys, Post Distribution Monitoring (PDM), outcome monitoring, and Endline surveys in collaboration with program teams;
    • Support planning and implementation of evaluations and internal reviews including preparing tools, coordinating logistics, and participating in review workshops;
    • Ensure that all collected data is accurate, validated, and properly archived for reporting and audit purposes.

    Accountability:

    • Support program staff to incorporate participatory approaches into project monitoring and reporting;
    • Support awareness and sensitization of communities on COOPI feedback and complaint mechanisms (CFM);
    • Support collection, documentation, referral, and follow-up of complaints and feedback received through accountability channels;
    • Ensure that beneficiary feedback is properly recorded, tracked, analyzed, and shared with program teams for corrective action;
    • Support the roll-out of AAP/CRM tools such as satisfaction surveys, helpdesk registers, and community consultation formats.

    Internal and external reporting:

    • Support timely provision of quality data for donor reports, sitreps, and internal reporting;
    • Prepare and submit monitoring visit reports, data summaries, dashboards, and analysis notes for management decision-making;
    • Support preparation of MEAL products including monitoring reports, assessment reports, PDM reports, and evaluation summaries;

    Learning:

    • Support learning-to-action processes through documentation of lessons learned and best practices;
    • Participate in project review meetings, After Action Reviews (AARs), and reflection sessions to generate recommendations for improvement.

    Other Responsibilities:

    • This ToR shall be inclusive of any other task specifically assigned by the MEAL Manager, Head of Programs, Regional Area Coordinator, and/or Project Managers related to the implementation of program activities.

    Qualification, Experience and Skills

    • Minimum of 4 years of relevant professional experience working in a humanitarian organization or with displacement affected populations.
    • Have excellent communication, writing and analytical skills.
    • Be excellent in communication skills and proficient in report writing
    • Be resident and familiar with the terrain in Nigeria.
    • Experience designing and leading capacity building and training for national teams.
    • Excellent working knowledge of M&E Tools and Microsoft Office programming (Access, Outlook, Excel, Power Point, and Word).

    Infrastructures Construction Sites Supervisor / Engineers

    Main Responsibilities

    • The Infrastructure Supervisor will support the implementation, supervision, and monitoring of construction and rehabilitation works under the project.
    • The role will ensure that infrastructure activities are implemented according to approved designs, technical standards, work plans, budgets, and safety requirements while maintaining close coordination with contractors, communities, and local authorities.

    Responsibilities
    Site Supervision and Monitoring:

    • Conduct daily supervision and monitoring of infrastructure works at project sites.
    • Ensure contractors implement works according to approved designs, specifications, quantities, and timelines.
    • Monitor quality of materials and workmanship used during construction.
    • Track implementation progress and identify delays or technical issues requiring attention.
    • Support verification of completed works before approval of payments.

    Technical Support:

    • Assist in site assessments, measurements, and verification activities.
    • Support review and interpretation of technical drawings, BoQs, and work plans.
    • Provide routine technical guidance to contractors and skilled labourers at site level.
    • Ensure infrastructure activities comply with safety, environmental, and quality standards.

    Community and Stakeholder Engagement:

    • Liaise with community leaders, asset management committees, local authorities, and beneficiaries during implementation.
    • Support community mobilisation and sensitisation activities related to infrastructure works.
    • Promote conflict-sensitive implementation and ensure community concerns are reported and addressed promptly.

    Documentation and Reporting:

    • Maintain accurate site records, progress updates, attendance records, and photo documentation.
    • Prepare weekly and monthly infrastructure progress reports.
    • Report implementation challenges, risks, or incidents to the Project Manager promptly.
    • Support handover and commissioning processes for completed infrastructure.

    Compliance and Accountability:

    • Ensure adherence to COOPI policies, donor requirements, safeguarding principles, and code of conduct.
    • Promote accountability and transparency during implementation.
    • Support complaint and feedback mechanisms at community level.

    Qualifications and Experience
    Education:

    • Minimum of a Bachelor’s Degree in Civil Engineering, Building Technology, Construction Technology, Water Engineering, or related field.
    • Professional certification or registration with relevant engineering bodies is an added advantage.
    • A Post Graduate Diploma in Project Management would be an added advantage.

    Experience:

    • Minimum of 5 years of relevant experience in construction supervision or infrastructure project implementation.
    • Experience supervising community or donor-funded infrastructure projects is desirable.
    • Experience in rural infrastructure, irrigation systems, water systems, storage facilities, or similar projects is an advantage.
    • Experience working in fragile or conflict-affected settings is desirable.

    Skills and Competencies:

    • Basic understanding of construction supervision and quality control.
    • Ability to read and interpret technical drawings and BoQs.
