    Safety and Security Officer

    JOB PURPOSE

    The Safety and Security Officer is responsible for supporting the implementation of organizational safety and security policies, procedures, and risk management measures across all field locations. The role holder provides hands-on support to ensure staff safety, asset protection, and operational continuity through effective security planning, monitoring, reporting, and capacity building. The position supports field teams to operate safely in line with STSI security standards, local laws, and humanitarian best practices, while contributing to the organization’s overall risk management and duty of care obligations.

    DUTIES AND RESPONSIBILITIES

    Safety and Security Management

    • Support the implementation of STSI Safety and Security policies, procedures, and guidelines across all project locations.
    • Conduct regular security risk assessments and contribute to the development and updating of Security Risk Assessments (SRAs).
    • Monitor the security situation in project areas and provide timely security updates, alerts, and advisories to staff and management.
    • Support the development, review, and dissemination of Security Management Plans, contingency plans, and evacuation plans.
    • Ensure staff compliance with security procedures, movement tracking, and communication protocols.

    Incident Management and Reporting

    • Act as a focal point for reporting, documenting, and following up on security incidents and near-misses.
    • Support investigations into security incidents and contribute to incident analysis and lessons learned.
    • Maintain accurate and confidential security incident records and trackers.
    • Escalate security concerns and incidents promptly to the line manager and senior management as required.

    Field Support and Monitoring

    • Conduct regular field visits to assess compliance with safety and security standards.
    • Support field teams in implementing risk mitigation measures during program activities and field movements.
    • Monitor office, guesthouse, and warehouse safety arrangements, including access control and physical security measures.
    • Liaise with drivers and logistics staff to ensure vehicle safety, journey management, and road safety compliance.

    Capacity Building and Staff Awareness

    • Support the training and capacity building of staff on safety and security awareness, including personal safety, travel safety, and incident reporting.
    • Deliver security briefings and inductions for new staff, visitors, and consultants.
    • Support the organization of drills (fire drills, evacuation drills) and simulation exercises as required.
    • Promote a strong safety culture across the organization through regular engagement with staff.

    Coordination and External Liaison

    • Liaise with local authorities, community leaders, and other NGOs on safety and security matters as appropriate.
    • Support coordination with INGO/NGO security forums and information-sharing mechanisms.
    • Work closely with Program, Logistics, and HR teams to ensure security considerations are integrated into operations.

    Documentation and Reporting

    • Maintain up-to-date security documentation, reports, and trackers.
    • Prepare regular safety and security reports for management.
    • Ensure security-related documentation is properly filed and audit-ready at all times.

    EXPERIENCE AND TECHNICAL COMPETENCIES

    Essential

    • University degree in Security Management, International Relations, Social Sciences, Disaster Management, or a related field, or equivalent professional experience.
    • Minimum of three (03) years’ experience in safety and security management, preferably within an NGO or humanitarian context.
    • Strong understanding of security risk management principles in humanitarian operations.
    • Knowledge of the Nigerian security context and operating environment.
    • Experience in incident reporting, security assessments, and risk mitigation planning.
    • Ability to maintain confidentiality, professionalism, and integrity at all times.
    • Strong communication and reporting skills, with the ability to brief staff clearly and calmly.
    • Good organizational skills and ability to work under pressure.
    • Proficiency in MS Office applications (Word, Excel, Outlook).
    • Ability to work independently with minimal supervision while supporting a team-based approach.
    • English proficiency (written and spoken).
    • Knowledge of local languages is an added advantage.
