  • The State Accountability and Voice Initiative (SAVI) is a DFID funded programme, designed to improve the efficiency and effectiveness of public resource use in selected states in Nigeria. SAVI is an action-learning programme that promotes dynamic partnerships among key agents of change and it will increase the ability of citizens to claim rights and hold state governments accountable.
     
    The SAVI Programme will focus on the following core areas:
     
        Supporting partners to progress  the implementation of their advocacy projects
        Support to independent monitoring, research and policy analysis
        Strengthening the functions of Media and State Houses of Assembly to hold State Government to account to Citizens

    Media Development Specialist

    Technical member of team, working together with the team in all aspects of programme development (planning, implementation, monitoring, reporting, communications, etc) related to ‘Media-relations’ and ‘Media development’.
    Direct support to select Media Houses, to improve quality of coverage on governance-related issues. To improve Voice & Accountability (V&A) from a variety of angles (relational, technical, institutional and legal), within the time-frame, budget and capacity of each state team’s programme.
    Facilitation of joint working relations with ENABLE and other DFID/donor funded programmes at state level on ‘Media development’.
    Technical support to the state team on M&E of Media.
    Technical support to the federal team on direct dealings with the Media and on strengthening ‘Media relations’ and supporting ‘Media development’ in line with the strategic objectives of the federal team’s programme.
    Liaison with Nigerian Guild of Editors (NGE), National Union of Journalists (NUJ), National Association of Women Journalists (NAWOJ), Correspondents Chapel (CC), etc.
     
    Candidates must be able to provide experience of the following essential criteria.
        Minimum of 5 years experience in Media Development
        Minimum of 3 years work experience with State and / or National Media organsiations
        Degree in Communications Media development or other relevant educational background
        Experience working to improve Voice & Accountability, including relational, technical, institutional and legal with an International Donor Organisation or Int. NGO
        Ability to develop Media relations
        Provide  either  the  North or Southern cluster of States a supporting role in  up to 5 SAVI States

    Result Communication Specialist

    Development of communication materials in line with SAVI’s knowledge management and communications needs, with support and guidance from SAVI’s Communications Adviser (Deputy Team Leader-Technical) and key core Short Term-Technical Assistance: i.e. UK-based SAVI Results team.
    Compilation of the programmes quarterly progress reports (QPRs), from information generated by the national team during quarterly reflection meetings and by the state teams through quarterly updating of their M&E databases.  
    Provide technical advice and mentoring, on the development of appropriate communications materials from knowledge gained by the programme. This will be for use in advocacy based on the requirements of various target audiences.
    Collaboration with the M&E & Learning Adviser to validate the content of communications materials and with the M&E/Knowledge Management ICT Systems Specialist, on the use of appropriate information management systems.
    Technical liaison, with the UK-based SAVI Results team, to provide an exchange of information and communications materials for further development and use in higher-level advocacy, targeting Abuja-based, UK and global audiences.
     
    Candidates must be able to provide experience of the following essential criteria.
        Minimum 5 years experience working in programme development and delivery
        Degree in Communications/PR or similar discipline
        Expertise in various IT Graphics and publishing programmes
        Development of communications materials including editing and publishing reports/papers
        3-5 years experience working with and alongside CSOs / The Media and State Legislature

    M&E/KM Officer (x2)

    Support the M&E & Learning Adviser in the establishment of state team M&E plans and databases in 5 states for generating the required data through interactions between the national team and state teams, between state teams and their local partners, and between local partners and stakeholders/state citizens.
    Oversight of state teams’ practical application and adaptation of SAVI’s monitoring, evaluation and learning systems, in line with their state M&E plans, to ensure effective utilisation of state log-frames, monitoring, evaluation and learning tools/processes and M&E databases (i.e. compliance with systems developed).
    Support the designated M&E focal person in each state (i.e. the state team member responsible for overseeing development and implementation of their M&E plan) to populate their M&E database.
    Facilitation of feedback to the M&E & Learning Adviser on possible modifications and improvements to SAVI’s monitoring, evaluation and learning systems, to make them more user-friendly and fit for purpose.
     
    Candidates must be able to provide experience of the following essential criteria.
        Minimum 3 years experience working in Programme Development and Delivery
        Degree in Social Development, Knowledge, IT Programming or similar discipline
        Experience working with an International Donor Organisation or Int. NGO
        Excel expertise and Data Base Management / Development
        Able to travel out of Abuja in a supporting role into 5 SAVI states

    State Programme Officer

    Assist the State Team Leader in programme implementation and support relations between SAVI management, State House of Assembly (SHoA) and Civil Society Organisation (CSOs), handling output 1, 2 & 3 as directed by the State Team Leader.
     
    Support the Team Leader to implement the state agreed work-plan. Mentor and monitor working relations between the CSOs, SHoA and Media, involved in each component of the programme. Co-ordinate with other key partners working on the same/related issues in other DFID Programmes and other donor programmes in the State.
     
    Candidates must be able to provide experience of the following essential criteria.
        Minimum of 3 years experience working in Programme Development and Delivery
        Degree in Social Development, Community mobilization, Political Science or similar discipline

    Finance Officer

     

    Locations: Anambra (x1), Niger (x1), Katsina (x1)
     
    Assist the programme with financial/administration by providing monthly returns to the National office.
    Undertake all banking transactions in the state, including the management of petty cash and bank accounts.
    Deduct (with-holding tax) WHT as prescribed by law and maintain a control account, also distribute WHT certificates to staff and contractors.
    Prepare monthly and quarterly forecasts and interest statements and request for top-up from Abuja.
    Prepare monthly financial reports for the Finance and Operations manager.
    Liaise with state team on financial procedures in accordance with SAVI financial guidelines
    Facilitate capacity building of Civil Society Organisations (CSOs) on grant fund management when necessary.
     
    Candidates must be able to provide experience of the following essential criteria.
        Minimum 3 years experience as a Finance Officer or equivalent post
        3-5 years experience in book keeping and management of imprest account
        Degree in Finance, Accountancy or Professional Qualification
        Experience working on similar sized Donor programmes
        Has  worked in Anambra, Niger & Katsina States and FCT Abuja
        Preparation of monthly and quarterly financial forecasts

    Office Manager

    Degree in Management or similar discipline
    2 years experience working with logistics and procurement
    Experience working with financial systems
    Hands on experience of asset management and record keeping
