    WASH Technical Assistant

    Duration:         6 Months

    General description of the position: 

    The WASH Technical Assistant will support the effective implementation of WASH project-related activities. His/Her primary responsibilities include conducting and coordinating field-level tasks in accordance with project standards, protocols, and timelines. The Assistant will work closely with the WASH Technical Officer to ensure activities such as water quality monitoring (e.g., chlorination), and minor repairs, training of WASH Committees or community engagements are carried out effectively. The role requires assisting with the supervision of specific tasks, collecting field data, and reporting progress to ensure alignment with project objectives.

    Responsibilities and tasks:

    Generic Responsibilities:

    • Assist in the implementation and monitoring of WASH project activities, in accordance with multiple objectives, activities and targets outlined within current donor proposals.
    • Supervision of all construction work on site in accordance with design and Specifications
    • Conduct initial and regular assessments of the WASH projects with the Kobo toolbox tools and activities outcomes according to the M&E plan.
    • Attend local coordination meetings organized by partners in field locations, HPTWG, innovation project meetings, etc.
    • Plan, Organize and conduct training to field volunteers.

    Specific Responsibilities:

    • Collect water samples from various sources, including surface water, groundwater, and distribution systems.
    • Ensure proper handling, storage, and transportation of water samples to maintain their integrity.
    • Implement and maintain regular water quality monitoring programs.
    • Advise on corrective measures to address water quality issues, such as adjusting treatment processes or improving chlorination.
    • Collaborate with field teams to ensure ongoing monitoring of water quality, particularly in emergency settings.
    • Report Quality Results regularly.

    Database:

    • Ensures correct data protection procedures and filing.
    • Provides data to the database tools for the M&E of the water quality activities, with a special focus on bucket and batch chlorination of hand pumps and boreholes, and the monitoring of the residual free chlorine and other water quality parameters of potable water.

     

    Technical Competences:

    • Experience in water quality testing protocol
    • Knowledge in civil engineering and ability to do BoQs for WASH facilities such as latrines and showers and Boreholes.
    • Prepare Drawings using AutoCAD, Specifications, and Bills of Quantities (BOQs) in coordination with the Tdh team.
    • Facilitate training to the WASH committee, stakeholders, and volunteers.
    • Check delivery of materials, overall supervision of the construction sites and make sure that works are done according to technical specifications and corresponding in terms of quality.
    • Maintain proper records of all tests carried out to ensure quality compliance at construction sites.
    • Monitors and inspects progress of water quality activities, with a special focus on bucket and batch chlorination of hand pumps and boreholes, and the monitoring of the residual free chlorine and other water quality parameters of potable water, by making daily follow-up visits to chlorination sites, and make sure that chlorination activities are performed within the agreed deadlines and technical standards.
    • Attend site meetings, and sector meetings at regular intervals and distribute minutes of meetings.
    • Advise on works that might eventually incur extra costs, on time (variations to the contracts, time and cost, if any, shall be verified and an appropriate decision should be taken with the Tdh team)
    • Propose recommendations related to improvement of methods and quality of works.

    Reporting:

    • Provide compiled meeting minutes reports to the WASH Officer.
    • Ensures monthly data analysis reports are submitted.
    • Upon completion of the assignment, submit the handover report.
    • Contributes to donor reporting upon request. Contributes to donor reporting requirements.

    Security:

    • Compliance with Tdh code of conduct and child safeguarding policy
    • Compliance with Tdh Security Regulations.
    • Reports any security/safety incident and/or risk to his supervisor.
    •  Informs WASH staff on security rules defined.

    Others:

    • Undertakes all other duties that may be determined by the Emergency Response Manager or Base Coordinator which are compatible with the job.
    • Maintains and ensures a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non-Tdh employees.

    Mandatory Requirements

    • Language Skills: Fluent in local languages and in English, (speaking/reading/writing).
    • Education Degree: B.Sc. or Higher diploma in Geology, Civil and Water Resources Engineering.
    • Work experience: Previous relevant experience in a WASH function and preferably in an NGO
    • Knowledge & skills: Good analytical and writing skills.
    • Computer skills: good knowledge of Microsoft Office Pack (Excel and Word and computer sciences). 
    • Other: Knowledge of humanitarian actors/Good management and pedagogical skills
    • Minimum 2 years experience working with WASH TECHNICAL projects in a humanitarian/recovery context. 
    • Must have knowledge of emergency Water supply, Hygiene, Sanitation requirements and protocols.
    • Familiarity with international minimum standards of Hygiene, Sanitation and shelter service delivery (i.e., SPHERE) is an advantage.
    • Must have previous experience in training and Training of Trainers.
    • Excellent communication skills – written and spoken – in English required. 
    • Fluency in one or more of the national/regional languages (Tiv, Idoma preferred, plus others )
    • Must be willing to work as a team member, take direction, and share technical skills with colleagues and counterparts.
    • Computer literacy in word processing and spreadsheets is required, 
    • Familiarity with AutoCAD, GPS, and Google Earth is strongly desirable.

    Storekeeper

    General objective

    The primary objective of the Storekeeper is to manage and oversee all aspects of stock control and inventory management within the store. This includes ensuring the accurate and efficient receipt, storage, and distribution of goods, maintaining detailed and precise records, and coordinating effectively with the Logistics and Programme teams to align stock management activities with project requirements. The Storekeeper will also ensure the security of the store premises and supervise casual workers during loading and offloading activities. Additionally, the Storekeeper will work closely with the Head of Bases on storekeeping matters, contributing to the overall efficiency and effectiveness of the organisation\'s operations.

    Key Responsibilities:

    • Assist in the overall management of stocks, including stacking, sorting, counting, and safekeeping of all items in the store.
    • Coordinate with the Logistics unit on all outgoing stocks to ensure timely and accurate distribution, while also working closely with the Programme team to align stock needs with project requirements.
    • Verify all documents related to stock received and realized at the store in collaboration with the Logistics Unit.
    • Sign off on relevant sections of storekeeper documentation on all incoming waybills for stocks as the final recipient.
    • Arrange and store all incoming goods with validated waybills from the logistics, ensuring proper organization and accessibility.
    • Conduct periodic counting and inventories of stocks to maintain accurate records, providing necessary data to both Logistics and Programme teams.
    • Monitor loading/offloading activities at the store and supervise casual workers to ensure efficient and secure handling of stocks.
    • Issue the \"Stock Issue Request Form\" when releasing items from the store, following proper authorization procedures from designated officers.
    • Prepare weekly and monthly stock reports to be shared with the Logistics Officer, providing insights into stock levels and movements, and liaising with the Programme team for stock utilization updates.
    • Ensure security measures are maintained within the store premises in coordination with the Security unit.
    • Manage the archiving system with proper labels for easy retrieval and documentation.
    • Maintain an accurate inventory through cycle/directed counting methods.
    • Collaborate effectively with the Logistics and Programme teams to ensure seamless coordination and alignment of stock management activities with project objectives.
    • Perform any other duties as may be assigned by the supervisor or management.

    Qualifications and Skills:

    • Proficiency in MS Office Suite (Word, Excel, Outlook).

    Human Resources & Administrative Manager

    Description

    This role will lead the Department to take responsibility for the strategy, direction, and day-to-day business of all HR matters. Reporting directly to the Support Services Coordinator (SSC), the HR Manager is responsible for providing strategic leadership for the management and the implementation of Tdh HR policies in Nigeria. S/he is responsible for the administrative aspects of the Nigeria Delegation and ensures the respect by all staff of Tdh towards the internal procedures and national legal framework. The HR Manager will lead the HR team to ensure high quality and efficient staff recruitment, contract management, orientation, learning and development, performance management, employee engagement, and staff care/ wellbeing.

    The HR Manager will maximize staffing resources, promote a positive organizational culture and ensure the efficiency of work processes.

    Main responsibilities:

    General management: 

    • Manage the day-to-day Human Resource functions of the programme as they relate to nationally recruited staff including, but not limited to:
    • Take the lead in the formulation of organization policies and procedures in accordance with the legal framework of Nigeria.
    • Consolidate and update the mission organization chart in collaboration with the Services Support Coordinator.
    • Follow the correct procedures according to Tdh policy and local labour laws when renewing or terminating a staff member’s contract
    • Regular review, update, and/or development of employment documentation for nationally recruited staff, including job descriptions, employment contracts, and staff guidelines, ensuring they meet the requirements of local labour laws.
    • Coordinate and take lead in the reviews of employee salaries by ensuring adequate benchmark with NGOs, local service providers, and field management to ensure salaries and benefits for nationally recruited staff are in line with similar organizations, meet the requirements of local labour legislation, and are within budget.
    • Ensure frequent discussions with Project Managers and Coordinators in order to plan recruitments in projects without delays.
    • Coordinate efficient and sufficient reference checks for all potential candidates and archive all process steps in organized files.
    • Preparation of Work Certificate for the staff that are leaving or have left from time to time.
    • Implementing with line managers Tdh HR global planning strategies which consider immediate and long-term staff requirements
    • Implementing policies on issues like working conditions, performance management, equal opportunities, disciplinary procedures and absence management

    Recruitment

    • Manage and coordinate the recruitment process for new/vacant positions in conjunction with the relevant Line Manager. This will include updates to job descriptions, advertising the vacancy, drawing up the short-list, interviewing potential candidates, and making the appointment
    • Coordinate and ensure that recruitment and hiring procedures are respected: validate the recruitment needs, post profiles, and contracts.
    • Coordinate a transparent full-cycle recruitment process while maintaining diversity and equal job opportunities.
    • Assign panel members for all recruitment process  
    • Analyze data for candidate experience feedbacks for HR reports and organization brand. To ensure the organization remains employer of choice for job applicants.

    Onboarding 

    • Ensure that all new staff receive a relevant and appropriate induction when commencing employment with Tdh. 
    • Innovate and maintain interesting onboarding experience for newly recruited staff.
    • Take lead in the coordination of all refresher trainings and Human Resource  SOP’s roll out work shops.
    • Coordinate, create and share onboarding schedules and materials.
    • Ensure all departmental managers conduct or assign team members for onboarding process as scheduled.
    • Ensure no onboarding process exceeds 1 week after start date.

     

    Payroll Management

    • Ensure that payroll calculation is in compliance with the labour law regarding the social and fiscal contributions.
    • Ensure that the variables of the salary are correctly documented and filed (advances, leaves, seniority, allowances, final settlement, overtime, working days..)
    • Ensure that salary and contributions are paid in time
    • Ensure that all HR documentation to justify the monthly total cost of each employee is scanned respecting the internal nomenclature and classification.

    Training and Development

    • Evaluates the effectiveness of the organizations training programs and recommends areas of improvement.
    • Source in-house and external training opportunities as appropriate, working within budgetary and operational constraints
    • Support Line Managers to identify training needs for all staff and review training needs; modifies or improves existing programs or develops new training programs to meet those needs.
    • Follow up on the training received by the staff and ensure coaching support is provided to those lagging behind.
    • Take lead in ensuring annual and objective performance appraisals for all staff. 
    • Coordinates and assigns mandatory training across the organization.
    • Creates and/or administers post-training evaluations, tests, and assessments.

    Administration

    • Ensure development and implementation of administrative systems and procedures.
    • Oversee performance management to ensure Line Managers conduct performance appraisals within the required timeframes and necessary paperwork is completed according to the latest guidelines
    • Ensure all staff HR files are archived according to Tdh policy and any donor requirements
    • Maintain documentation according to programme procedures. This may include staff plans, holidays, sickness, other absences, training records, insurance, pensions, other benefits, taxes, etc.

    Budget and Staff Management

    • Ensure proper review and resolving of all staff grievance and compliants 
    • Take lead in the issue of all staff welfare and adequate duty of care.
    • Ensure all HR cost is adequately charged to the right budget
    • Contribute monthly to the FMT tool meetings

    Quality Management

    • Follow up with the Safeguarding focal points for ensuring the capacity building of the staff on the safeguarding measures and reporting lines

    Values

    Education and Experience:

    • Bachelors degree in Human Resources, Business Administration or related field required; Masters degree preferrable.

    • At least 5-6 years of significant experience in a similar position in (I)NGO
