    Director of Agriculture and Rural Development

    Job Description

    • Under the Supervision of the Commissioner Economic Affairs and Agriculture, the incumbent will be responsible for providing technical expertise in particular technical areas for the design and implementation of technical projects within the region in line with ECOWAS objectives, provide leadership and management to major sector(s) of technical activities which are substantively important to the accomplishment of the Institution’s mandate.
    • Also, the incumbent will mobilize technical and financial resources for the regional agricultural policy. She/He will be responsible for the monitoring and evaluation of all the regional program within the ECOWAS region.

    Role and Responsibilities 

    • Lead the elaboration and implementation of ECOWAP within the region with an accent on the support to the members states
    • Mobilize technical and financial resources for the regional programs
    • Supervise the implementation of the regional agricultural program contracting with the others regional integration bodies.
    • Demonstrate the high-level analysis on the agricultural sector and the capacity to elaborate the innovative program to overcome the challenges

    Qualifications

    • Master’s Degree (or equivalent) in Agricultural Economics, Agronomy, Business Administration, Regional Planning and Development or a related field.
    • 12 years of relevant experience in combining economic and quantitative analysis with policy engagement in agribusiness and value chain development and agricultural and rural development.
    • Demonstrate competency in planning and delivering strategies and programmes related to the sustainable intensification and diversification of crop production systems and the development of agribusiness development within inclusive and sustainable value chains in the context of agricultural and rural transformations for sustainable food security and poverty reduction.

    Director of the Custom Union and Taxation

    Job Description

    • The incumbent of the post will have to provide direction and management of technical activities related to the consolidation of the ECOWAS Customs Union and the harmonisation of domestic taxes within the Community.

    Role And Responsibilities

    • Lead regional tax and customs reforms;
    • Monitor the implementation of the Common External Tariff (CTA) and related disputes;
    • Support Member States in their tax transition;
    • Establish a comprehensive regional framework to facilitate dialogue between different stakeholders;
    • Represent the Commission in relevant political dialogues at regional and international levels;
    • Monitor international commitments on taxation and customs;
    • Monitor the progress of the implementation of the common market in the areas of taxation and customs;
    • Establish the dispute settlement mechanism for the ECOWAS Trade Liberalization Scheme (SLEC);

    Qualifications

    • Hold a Master’s Degree or any other equivalent degree in Social Sciences, Business Administration, International Relations, International Diplomacy, Public Administration, Law or Political Science, issued by a recognized university.
    • Justifying twelve (12) years of experience with progressive responsibility in the application of the principles of economic and social development, usually acquired in the development and management of programmes within an international organization, preferably in the context of West Africa; justifying practical experience in the areas of regional integration, trade, infrastructure and natural resource management is an asset;
    • Demonstrate an in-depth knowledge of economic and social policy development in key areas such as regional integration, trade, investment, infrastructure development, land policy, agricultural development and industrialization;
    • Demonstrate a proven knowledge of regional cross-border cooperation in West Africa, migration dynamics in the region and the ECOWAS Protocol on the Free Movement of Persons, the Right of Residence and Settlement, and related decisions, including on border delimitation and delimitation;
    • Demonstrate knowledge of ECOWAS regional rules and regulations on the tariff classification of goods, origin of goods, and compliance policies on tariffs and taxes.

    Overview

    • Under the guidance and supervision of the Secretary-General, the holder shall coordinate technical support for Parliament, particularly in the areas of parliamentary work, parliamentary reports, no, documentation and language services.

    Director of Studies and Statistics, ECOWAS Commission

    Description of the Function

    • Under the supervision of the Commissioner for Agriculture and Economic Affairs, the head of the position will lead the production and management of harmonised quality statistics and coordinate regional research and economic studies on regional integration for ECOWAS.
    • Ensure that production methodology guides are necessary for the harmonisation of regional statistics and the creation of all regional databases relevant to the management and dissemination of harmonised quality statistics.
    • Mobilize financial and technical resources for regional statistics and research.

    Functions and Responsibilities

    • Coordinate the ECOWAS Regional Statistical System and ensure the implementation of ECOWAS’ Statistical Policy and Programme, in collaboration with national and regional institutions.

    Academic Qualifications and Experience

    • Master`s Degree in Economics, Statistics focusing on social, macroeconomic and political aspects of development, obtained in a recognized university.
    • A PhD will be considered an advantage.
    • 12 years of progressively responsible experience in the area of Studies and Policy and Statistical Programs, including 6 years of relevant international professional experience and 5 years in supervisory roles.
    • Sound experience at regional level with interaction at national level,
    • Proof of experience in similar office will be considered an advantage.
    • Sound knowledge of research and analysis methodologies, as well as the ability to apply qualitative and quantitative approaches in the field of projects.
    • Strong ability to analyze actions from the perspective of stakeholders and translate strategic thinking into a compelling action plan.

    Job Description

    • The Chief Arts and Culture Officer organizes the division, plans and implements projects and programmes within his areas of expertise, and performs all other tasks entrusted to him by the hierarchical authority, in accordance with the objectives of ECOWAS.

    Synthesis of Function

    Manager of the ECOWAS Peace Fund

    Description of the Function

    • Under the supervision of the Commissioner for Political Affairs, Peace and Security, the holder of the post will lead the efforts to establish ECOWAS cooperation and resource mobilisation networks with the African Union and development partners.
    • He/she will also coordinate and enable the development of projects, monitoring, evaluation and reports on external funding, in addition to supporting the work of the internal governance bodies of the ECOWAS Peace Fund.

    Cleaner, Judicial Procedings and File Management, Court of Justice at Economic Community

    Job Description

    • Under the supervision of the Deputy Chief Registrar, the Registrar of Judicial Procedures and Case Management is responsible for overseeing, monitoring and coordinating the activities of the Judicial Procedures and Records Management Division.
    • He/she guarantees an effective records management process while ensuring a direct supervision role under the authority of the Deputy Chief Registrar and a secondary supervisory role of the Assistant Registrars - Bailiffs, Registry Officers and Reproduction Officers.

    Roles And Responsibilities

    • Supervise, monitor and coordinate the activities of the Division's Sections and Units under the authority of the Deputy Chief Registrar.
    • Perform the file management functions under the direct supervision of the Deputy Chief Registrar.
    • Be responsible for the development of the hearing role in accordance with the instructions of the Judges, the Chief Clerk and the Deputy Chief Clerk.
    • Supervise the verification of new requests, receipt, processing, transmission and service of all applications filed at the Registry.
    • Supervise the service of all pleadings to judges, parties, lawyers, and their transmission to translators and the Research Division, and ensure the translation of pleadings.
    • Prepare hearings in accordance with protocols, rules, instructions to the Chief Registrar and practical instructions under the supervision of the Deputy Chief Registrar.
    • Record a summary of the proceedings in the register during the hearings and prepare the minutes of the proceedings.
    • Assist and represent, if necessary, the Chief Registrar at hearings.

    Qualifications

    • Hold a Master’s Degree in Law or equivalent obtained from a recognized university.
    • Demonstrate 10 years of experience in increasingly high leadership positions in the field of administrative law or related fields, including 2 years of relevant international experience and 2 years in a supervisory position.
    • Have knowledge of ECOWAS rules and regulations, policies, procedures and operations.

    Energy and Mining Director, ECOWAS Commission

    Job Description

    • Under the direct supervision of the Commissioner for Infrastructure, Energy and Digitization, the incumbent of the post is responsible for providing expertise in specific areas for the design and implementation of technical projects in line with the objectives of ECOWAS in the energy and mining sectors and for managing all the activities of the Divisions under its supervision.

    Roles And Responsibilities

    • Oversee the implementation of the Community’s strategic objectives in the energy and mining sector.
    • To provide direction and management for the Directorate of Energy and Mines and to be responsible for the interpretation of the overall vision and political orientations of ECOWAS, the development and management of goals and objectives in order to fulfil this mandate.
    • Develop regional policies, strategies, initiatives and action plans in the energy and mining sectors.
    • Participate in the operationalization and smooth functioning of the ECOWAS regional electricity market.
    • Support coordination in the energy and mine sectors between the Commission, subregional institutions, other regional economic communities and African institutions.
    • Maintain a network of technical specialists and decision-makers in the Member States, necessary to ensure the smooth introduction of ECOWAS programmes.
    • Implement programmes and activities as developed in ECOWAS’s energy policy, the ECOWAS Energy Protocol and Mining Sector Development Policy, as well as other policy guidelines.
    • Work with development partners to implement community-based programmes in the energy and mining sectors.
    • Plan annual goals, objectives, activities and budget related to the Commission's general plans; measure and monitor the achievement of objectives; negotiate appropriate adjustments to objectives and budgets.

    Qualifications

    • Hold a Master 2 Degree (or equivalent) in Electrical / Electromechanical Engineering, Geology, Mining Development Engineering and Geological Resources, Energy Economics or other related fields, issued by a renowned university.
    • Justify from 12 years of experience with progressive responsibility in the field of energy security, energy efficiency, renewable energy, access to energy services, energy economics, cross-border trade in electricity, energy production (solar, wind, coal, oil and gas, etc.), the transmission and distribution of energy, hydrocarbons, advanced energy technologies or a related field, including six years of experience
    • To have in-depth knowledge of energy policies, strategies, initiatives, guidelines and protocols; to have the proven capacity to promote intra- and interregional and other international relations between ECOWAS and other key stakeholders for the development of the Community’s mineral resource sector.
    • Have a good understanding of issues related to energy access, efficiency, technology, environmental impact and connectivity through the harmonization of infrastructure and energy-related fiscal and investment policies in the West African region.
    • Have in-depth knowledge of policies, strategies, initiatives and action plans in the field of mining, geology and natural resources,
    • Have in-depth experience in the mining and geological sector, including interactions with governments, civil society, the public and private sectors, local communities and other stakeholders working in this sector.
    • Have in-depth knowledge of the energy policy framework for the energy sector, between the Commission, subregional institutions and other regional economic communities.
