    Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

    Job Purpose: 

    The MEAL Officer will be responsible for managing monitoring, evaluation, accountability, and learning processes to ensure high-quality program implementation, data integrity, and evidence-based decision-making across GHIV Africa programs.

    Key Responsibilities

    Monitoring and Evaluation

    • Develop and maintain monitoring frameworks, indicators, and data collection tools.
    • Support baseline, midline, and endline assessments.
    • Monitor project progress against indicators and targets.
    • Conduct data quality assessments and verification exercises.

    Data Management and Analysis

    • Manage project databases and ensure data accuracy and completeness.
    • Analyze program data and generate dashboards and reports.
    • Support evidence-based program improvement through data analysis.

    Accountability

    • Establish and manage feedback and complaint response mechanisms for beneficiaries.
    • Ensure accountability to affected populations through participatory approaches.
    • Document and respond to community feedback.

    Learning and Knowledge Management

    • Facilitate learning reviews and reflection sessions with project teams.
    • Document lessons learned and best practices.
    • Support development of case studies, learning briefs, and success stories.

    Reporting

    • Prepare high-quality monitoring and evaluation reports.
    • Contribute to donor reports and program performance updates.

    Required Qualifications

    • Bachelor’s degree in Statistics, Monitoring & Evaluation, Social Sciences, Public Health, Development Studies, or related field.
    • Minimum 3–5 years experience in MEAL or Monitoring and Evaluation in development or humanitarian programs.
    • Experience with data collection and analysis tools (Kobotoolbox, Google forms, Commcare, Excel, Power BI, SPSS, or similar).

    Skills and Competencies

    • Strong analytical and data management skills.
    • Experience designing logical frameworks and indicator tracking tools.
    • Knowledge of data quality assurance and evaluation methodologies.
    • Strong report writing and presentation skills.
    • Familiarity with mobile data collection tools (e.g., KoboCollect, ODK, Commcare).

    Essential Skills

    • Strong knowledge of accounting principles, internal controls, and financial policies. 
    • Proficiency in Microsoft Office (Excel, Word, PowerPoint, Outlook). 
    • Experience with electronic financial management systems and data collection tools. 
    • Strong organizational, analytical, and reporting skills. 
    • Ability to work independently and in multi-disciplinary teams. 
    • Fluency in English; knowledge of relevant local languages is an advantage

     Desirable

    • Previous experience working in the BAY states (Borno, Adamawa, Yobe). 
    • Familiarity with NGO or donor financial reporting requirements (ECHO, NHF, etc.).

    MHPSS/PSEA Assistant

    Job Purpose: 

    The MHPSS/PSEA Assistant will support the implementation of Mental Health and Psychosocial Support (MHPSS) and Prevention of Sexual Exploitation and Abuse (PSEA) activities at community and facility levels. The role focuses on providing basic psychosocial support, raising awareness on PSEA, strengthening community-based protection mechanisms, and ensuring safe, confidential, and survivor-cantered approaches in all interventions.

    Key Responsibilities

    MHPSS Program Support

    • Provide basic psychosocial support (PSS) to individuals and groups in line with MHPSS IASC standard guidelines
    • Facilitate structured group sessions e.g., peer support groups, psychoeducation, stress management
    • Support identification and referral of persons with mental health conditions to appropriate services
    • Assist in organizing community sensitization and awareness activities on mental health and wellbeing
    • Maintain accurate and confidential case documentation and activity records

    PSEA Mainstreaming and Awareness

    • Support the implementation of PSEA awareness campaigns in communities and project sites
    • Sensitize beneficiaries on their rights, expected staff behaviour, and reporting mechanisms
    • Promote safe and accessible feedback and complaint mechanisms (FCRM)
    • Assist in ensuring that all activities are conducted in line with PSEA principles and safeguarding standards

    Community Engagement

    • Work closely with community leaders, volunteers, and stakeholders to strengthen trust and participation
    • Support establishment and follow-up of community-based support groups
    • Ensure inclusive participation of women, men, youth, and vulnerable groups

    Referrals and Coordination

    • Identify and refer protection and mental health cases using established referral pathways
    • Coordinate with health facilities, protection actors, and service providers
    • Support follow-up on referred cases while maintaining confidentiality

    Data Collection and Reporting

    • Collect and compile activity data, beneficiary information, and reports
    • Support preparation of weekly and monthly activity reports
    • Ensure data protection and confidentiality at all times

    Safeguarding and Ethics

    • Uphold confidentiality, dignity, and respect in all interactions
    • Adhere strictly to PSEA, child protection, and safeguarding policies
    • Report any safeguarding concerns through appropriate channels

    Required Qualifications

    • Diploma or Bachelor’s degree in Mental Health, psychology Sociology, or related field
    • At least 1–2 years’ experience in MHPSS, protection, or community-based programs
    • Experience working in humanitarian or conflict settings is an added advantage

    Required Skills and Competencies

    • Basic knowledge of MHPSS and PSEA principles
    • Strong communication and facilitation skills
    • Ability to handle sensitive issues with confidentiality and empathy
    • Good report writing and documentation skills
    • Ability to work with diverse communities and vulnerable populations
    • Fluency in English and local languages (e.g., Hausa/Kanuri)

    • Internal: MHPSS Team, Protection Team and MEAL Team
    • External: Community leaders, health workers, NGOs, government partners

    Pharmacist

    Job Purpose: 

    • The Pharmacist will be responsible for ensuring the effective management, storage, and rational use of pharmaceuticals and medical commodities across supported health facilities, community platforms, and OTP sites. The role will support integrated primary healthcare (PHC) and nutrition service delivery by maintaining uninterrupted availability of essential medicines and ensuring compliance with national and donor guidelines.

    Key Responsibilities

    Pharmaceutical Supply Chain Management

    • Ensure timely procurement, receipt, storage, and distribution of pharmaceuticals and medical supplies in line with standard guidelines. 
    • Maintain appropriate stock levels to prevent stock-outs and overstocking across all supported sites. 
    • Monitor drug consumption trends and forecast needs to support uninterrupted service delivery. 
    • Ensure proper storage conditions, including temperature monitoring and adherence to FEFO (First-Expiry-First-Out) principles. 

    Drug Dispensing & Rational Use

    • Oversee accurate dispensing of medications to patients in line with prescriptions and treatment protocols. 
    • Provide guidance to health staff on rational drug use and adherence to national treatment guidelines. 
    • Counsel patients on proper medication use, dosage, and adherence. 

    Support to PHC & Nutrition Services

    • Work closely with Health Assistants and the nutrition team to support integrated PHC and OTP service delivery. 
    • Ensure availability and proper management of nutrition-related commodities, including RUTF and essential supplies for OTP. 
    • Support case management through provision of required drugs and medical supplies at facility and outreach levels. 

    Stock Management & Documentation

    • Maintain accurate stock records, bin cards, and inventory management systems. 
    • Conduct regular stock counts and reconcile discrepancies. 
    • Prepare and submit weekly and monthly stock reports, consumption reports, and pipeline analysis. 

    Quality Assurance & Compliance

    • Ensure compliance with national pharmaceutical regulations and donor (ECHO) requirements. 
    • Monitor drug quality, expiration dates, and report any incidents of damage or loss. 
    • Support pharmacovigilance activities and reporting of adverse drug reactions. 

    Capacity Building & Supervision

    • Train and mentor Health Assistants and other staff on drug management, storage, and rational use. 
    • Provide on-the-job support and supervision to ensure adherence to protocols. 
    • Coordination & Collaboration
    • Coordinate with State Primary Health Care Development Agency (SPHCDA), partners, and relevant stakeholders. 
    • Support integration of pharmaceutical services within broader health and nutrition interventions. 

    Qualifications & Experience

    • Bachelor’s Degree in Pharmacy (B.Pharm) or equivalent. 
    • Valid registration with the Pharmacists Council of Nigeria (PCN). 
    • Minimum of 2–3 years of relevant experience, preferably in humanitarian or PHC settings. 
    • Experience in supply chain management and working with nutrition/OTP programs is an added advantage. 

    Skills & Competencies

    • Strong knowledge of pharmaceutical supply chain management. 
    • Familiarity with national treatment protocols and essential drug lists. 
    • Good analytical and reporting skills. 
    • Strong attention to detail and organizational skills. 
    • Ability to work in resource-limited and hard-to-reach settings. 
    • Good communication and teamwork skills. 
    • Fluency in Hausa and/or Kanuri is an advantage.

    Health Assistant

    Job Purpose: 

    • The Health Assistant will work closely with the pharmacist and nutrition team to support the delivery of integrated primary healthcare (PHC) activities across facility, community, and OTP sites. He or she will assist in case management, referrals, and the screening and follow-up of malnutrition cases, ensuring quality service delivery for vulnerable populations.
    • He or she will support health promotion, community engagement, and coordination with community structures to strengthen service uptake. Additionally, he or she will contribute to stock management, documentation, reporting, and participation in community diagnosis and outreach activities, ensuring compliance with national guidelines and project standards.

    Key Responsibilities

    Community Health & Diagnosis

    • Support community diagnosis activities including household assessments, mapping, and identification of priority health needs. 
    • Participate in community-based surveillance and early detection of common illnesses and malnutrition cases. 
    • Assist in conducting rapid assessments and baseline/endline surveys where required. 

    Primary Healthcare Service Delivery

    • Support delivery of basic primary healthcare services at facility and community levels. 
    • Assist in outpatient consultations, triage, and referral of patients in line with national guidelines. 
    • Support immunization, maternal, newborn, and child health (MNCH) activities. 

    Health Promotion & Community Engagement

    • Conduct health education sessions on key topics including hygiene, nutrition, IYCF, and disease prevention. 
    • Support community mobilization through engagement with community leaders, support groups, and volunteers. 
    • Promote uptake of health and nutrition services at facility and community levels. 

    Nutrition & Integrated Services Support

    • Assist in screening for acute malnutrition using MUAC and referral for treatment.  
    • Support Infant and Young Child Feeding (IYCF) activities at community level. 
    • Collaborate with nutrition teams to ensure integrated service delivery. 

    Data Collection & Reporting

    • Support routine data collection, documentation, and reporting of activities. 
    • Maintain accurate patient records and community registers. 
    • Assist in compiling weekly and monthly reports. 

    Coordination & Compliance

    • Work closely with health facility staff, community volunteers, and local authorities. 
    • Ensure adherence to national PHC guidelines and donor (ECHO) requirements. 
    • Participate in team meetings, trainings, and supervision sessions. 

    Qualifications & Experience

    • Minimum of Diploma or Certificate in Nursing or related health field. 
    • At least 2 years of experience in community health, including community diagnosis and primary healthcare programming. 
    • Experience working in humanitarian or development settings, preferably in Northeast Nigeria. 
    • Familiarity with PHC systems, MNCH, and community-based interventions. 

    Skills & Competencies

    • Strong understanding of primary healthcare and community-based approaches.  
    • Good interpersonal and communication skills. 
    • Ability to work in hard-to-reach and resource-limited settings
    • Basic data collection and reporting skills. 
    • Fluency in Hausa and/or Kanuri is an added advantage.
