    Strategic Information Officer - ACTION to Sustain Precision and Integrated HIV Response towards Epidemic Control (ASPIRE)

    • Are you passionate about making a difference in public health? Do you have a keen eye for data and experience in Monitoring and Evaluation (M&E)? Join our client in implementing the ASPIRE Project, advancing epidemic control and quality HIV services across Nigeria.

    Key Responsibilities
    As an SI Officer, you will:

    • Provide technical support to data assistants and facility staff on HIV data management systems like DHIS, NMRS, and NDR.
    • Train and mentor team members on program reporting and data quality assessments.
    • Analyze program data to identify gaps and develop actionable insights.
    • Coordinate data collection, collation, and reporting for funders and stakeholders.
    • Lead team activities, ensuring effective planning and performance evaluation.
    • Engage with stakeholders to foster collaboration and program success.

    Qualifications and Skills

    • Education: Bachelor’s Degree in Public Health, Epidemiology, Statistics, or a related field.
    • Experience: Proven expertise in supporting M&E systems for public health programs.

    Core Skills:

    • Proficiency in HIV M&E tools like DHIS, NMRS, and PEPFAR MER.
    • Strong command of Microsoft Office Suite (Word, Excel, PowerPoint).
    • Excellent analytical, reporting, and communication skills.

    Health Economist Consultant

    About the Role

    • We are seeking a Health Economist Consultant to conduct a detailed costing analysis for the sustained delivery of the HPV vaccine in Nigeria.
    • This consultancy will focus on Kano, Kaduna, and Lagos states, supporting policy and budgetary decisions for sustainable vaccine implementation within Nigeria’s primary health care (PHC) system.

    Key Responsibilities
    The consultant will:

    Costing Approach:

    • Define and document costing elements and methodologies.
    • Conduct a Rapid Data Assessment to evaluate data availability and address potential risks.

    Stakeholder Engagement:

    • Collaborate with federal and state health agencies to align objectives and methodologies.
    • Share periodic updates and refine processes based on stakeholder input.

    Tool Development and Pre-Data Collection:

    • Design and pilot costing tools and data management frameworks.
    • Develop protocols and secure Institutional Review Board (IRB) approvals.

    Data Collection and Validation:

    • Conduct primary and secondary data collection through site visits and interviews.
    • Validate data for accuracy and completeness.

    Data Analysis:

    • Analyze financial and economic costs using ingredient-based and gross costing methods.
    • Perform budget impact analyses to project financial requirements for HPV vaccination.

    Reporting and Dissemination:

    • Prepare comprehensive reports detailing methodologies, findings, and policy recommendations.
    • Present findings to stakeholders and promote evidence-based policy decisions.

    Qualifications

    • Graduate degree in a health-related field with specialization in Health Economics or Financing.
    • At least 5 years of international public health experience, with emphasis on cost and financial data analysis.
    • Proven experience in cost-effectiveness analyses, evidenced by previous work or publications.
    • Strong organizational skills and attention to detail.
    • Ability to work collaboratively with public health program stakeholders.
    • Proficiency in Microsoft Excel; knowledge of French or local languages is an advantage.
