Background
Terre des hommes (Tdh) works with local partner organisations operating in complex and rapidly changing humanitarian and development environments. These organisations are increasingly required to adapt to shifts in funding landscapes, localisation agendas, compliance demands, security contexts, and organisational growth. Effective organisational change management and strong leadership are therefore critical to sustainability, performance, and impact.
Many local NGOs face challenges related to leadership capacity, change fatigue, limited succession planning, and resistance to organisational transformation. To address these gaps, Tdh seeks a qualified consultant to deliver a comprehensive Organisational Change and Leadership Development training for partner organisations and selected staff.
Purpose of the Consultancy
The purpose of this consultancy is to strengthen leadership competencies and organisational change management capacityamong partner organisations, enabling leaders and managers to
effectively lead people,processes, and culturethrough change while strengthening organisational resilience and performance.
Training Objectives
By the end of the training, participants will be able to:
- Understand key principles and models of organisational change.
- Assess organisational readiness for change.
- Apply practical tools for planning, leading, and managing change processes.
- Strengthen leadership skillsfor decision-making, communication, and influence.
- Manage resistance, conflict, and change-related risks.
- Promote inclusive, ethical,and values-based leadership.
- Strengthen team performance, motivation, and accountability.
Scope of Work
The consultant will be responsible for:
- Conducting a brief pre-training organisational change and leadership capacity assessment.
- Designing a context-appropriate trainingcurriculum and agenda.
- Delivering participatory and reflective trainingsessions covering:
- Organisational changetheories and models(e.g. adaptive change,change cycles)
- Organisational culture, values,and behaviour change
- Leadership styles and competencies in humanitarian and development contexts
- Strategic leadership, decision-making, and problem-solving
- Leading teams throughuncertainty and change
- Managing resistance, conflict,and communication during change
- Coaching, mentoring, and staff development
- Succession planning and leadership sustainability
- Facilitating self-assessments, group discussions, case studies, and simulations.
- Supporting participants to develop organisational change action plans and personal leadership development plans.
- Providing post-training recommendations for strengthening leadership and change management systems.
Training Duration and Structure
The training will be delivered over five (5) full days, structured as follows:
- Day 1: Understanding Organisational Change & Change Readiness
- Day 2: Organisational Culture,Values & Behavioural Change
- Day 3: Leadership Styles,Decision-Making & Influence
- Day 4: Managing Resistance, Communication & Team Performance
- Day 5: Change Action Planning & Leadership Development Roadmaps
Deliverables
The consultant will provide:
- Pre-training assessment summary
- Detailed training agenda and curriculum
- Training materials (slides,tools, self-assessments, exercises)
- Delivery of 5 full days of training
- Organisational change actionplans and leadership development plans
- Post-training evaluation analysis
- Final training reportwith recommendations
- Consultant Qualifications
The consultant must have:
- At least 5–7 years of experience in organisational development, leadership development, or change management.
- Proven experience delivering leadership and change management trainings, preferably for NGOs or development actors.
- Strong understanding of organisational dynamics in humanitarian and development contexts.
- Coaching and facilitation skills with seniorand mid-level leaders.
- Excellent communication, facilitation, and reporting skills.
- Duration and Work Structure
The assignment will run for Seven (7) days, from 19th to 23rd October 2026, structured as follows:
- Day 1: Initial assessment, administrative preparation, and finalization of training arrangements.
- Days 2–5 Full deliveryof Organisational Change management and leadership development Capacity Strengthening Training
- Final Day: Development of the trainingreport and submission of all administrative and required documentation.

- Stationery, equipment, and administrative support
