Purpose of the Consultancy
The overall purpose of this consultancy is to equip staff with the knowledge, skills, and tools necessary to prevent, mitigate, and respond effectively to security risks commonly faced in humanitarian operations.
Objectives
The consultant will:
- Provide a practicaland context-specific safety and security training program.
- Strengthening participants' capacity in risk assessment, situational awareness, and incident management.
- Enhance staff understanding of organizational security protocols, contingency planning, and personal safety measures.
- Promote a cultureof safety and security acrossall teams.
Scope of Work
The consultant will be responsible for:
- Conducting brieftraining needs assessment.
- Developing a detailed trainingagenda and materials.
- Delivering in-person training sessions covering(but not limited to):
- Security risk assessment and management
- Field movement and travel safety
- Incident reporting and communication protocols
- Personal safety and situational awareness
- Hibernation, relocation, and evacuation procedures
- Stress management and psychological preparedness
- Facilitating simulations, case studies, and practical exercises.
- Providing post-training recommendations for organizational security strengthening.
- Deliverables
The consultant will provide:
- Training needs assessment summary.
- Training agenda and module content.
- Training materials (slides,handouts, toolkits).
- Facilitation of 3–4 days of in-person training.
- Final report summarizing training outcomes, participant feedback, and recommendations.
- Duration and Location
- Duration: 5 days including preparation, delivery, and reporting.
- Training Delivery: Maiduguri with participants from multiple field locations.
- Required Qualifications of Consultant
- Demonstrated expertise in humanitarian safetyand security management.
- Minimum of 5 years’ experience providing security trainingin INGO or similar contexts.
- Strong knowledge of the Nigerian security landscape(Northeast preferred).
- Excellent facilitation and communication skills.
- Ability to designand deliver practical, engaging, and context-specific training.
- Coordination and Reporting
The consultant will work underthe supervision of the Tdh Security FocalPoint and collaborate closely with project managers and HR.
Logistics and Support
Tdh will provide:
- Training venue and logistics support.
- Participant mobilization.
- Printing of materials.
- Any other necessary administrative arrangements.
- Duration and Work Structure
The training assignment will run for five (5) days, from 23rd to 27th November 2026,structured as follows:
- Day 1: Initial assessment, administrative preparation, and finalization of training arrangements.
- Days 2–4 (or 2–5 depending on design): Full delivery of Safety and Security Training sessions (3–4 full days).
- Final Day: Development of the trainingreport and submission of all administrative and required documentation.
- Framework Agreement / Pre-Qualified Consultant Roster
ThisToR aims to establish a pre-qualified pool of consultants under a framework agreement/roster. Selected consultants may receive individual work orders for specific assignments without undergoing new procurement processes each time.
This ToR may be updated to reflect evolving programmatic needs.
Interested consultants should submit:
- Technical proposal outlining approach and methodology
- Financial proposal
- Updated CV with evidence of similar assignments
- At least two professional references
- Certificate of Incorporation (CAC Certificate): Proof of legal business registration in Nigeria (if applying as a company).
- Tax Identification Number (TIN): Proof of tax compliance (if applying as an Individual).
- Tax Clearance Certificate: Proof of tax compliance (if applying as a company).
- Valid Means of Identification: National Identity Card, Driver’s License, or International Passport.
- SCUML Registration Certificate: Evidence of registration under anti–money laundering and counter-terrorism financing regulations applicable to designated non-financial institutions (if applying as a company).
