    Background and Organizational Context

    • Nigeria is Africa’s most populous country with an estimated population of 206 Million1 and an annual population growth rate of 2.6%2. By 2050, the country’s population is expected to have doubled, reaching more than 400 million and thereby becoming the third largest country in the world3. More than half of its population will be under the age of 30 years.  
    • At the same time, unemployment and under-employment are one of the key development challenges facing young people in Nigeria and undermining the prospects of the country to achieve its development aspirations and fulfil its potential as the continent’s largest economy.
    • According to the National Bureau for Statistics’ report of 2018, over 13.9 million youth are unemployed. The highest unemployment rate was recorded for youths between 15 - 24 years standing at 40.8%, followed by those aged between 25 – 34 years at 30.7%4. Investing in Nigeria’s youth is therefore becoming more urgent than ever.  
    • In response to this complex development challenge, the Federal Government of Nigeria, in collaboration with the United Nations Development Programme (UNDP) and other partners, seeks to invest in the next generation of leaders through the establishment of the Nigeria Jubilee Fellows Programme (JFP) - a platform for empowering young Nigerian graduates with practical on-the-job skills and leadership competencies through a twelve-month paid placement opportunity.
    • Under this programme, highly qualified recent graduates of the National Youth Service Corps (NYSC) scheme will be provided with work opportunities within private sector organisations, the public sector, UN agencies and development organisations.
    • The goal of the NJPF is to enhance these Fellows with professional and leadership capacities thereby enabling them to positively contribute to the social and economic development prospects of Nigeria. The enrolment of an initial 20,000 Fellows is envisaged followed by a scaling up of the programme in the coming years.
    • The Jubilee Fellows Programme will expand opportunities for learning to work transitions for fresh graduates in Nigeria through placement opportunities, job market information, skills transfer and facilitated learning.
    • It is designed as a partnership platform that brings together private and public sector actors - including learning institutions to co-create and deploy to scale a viable solution that enhances youth employability, entrepreneurship and retention of national talent. 

    Position Purpose

    • To this end, UNDP Nigeria is seeking a Private Sector Engagement Analyst, to further elaborate the private sector engagement strategy and coordinate the implementation of the strategy.
    • The Private Sector Engagement Analyst will be responsible for the engagement of the private sector, influencing private sector organizations to participate in the Jubilee Fellowship project as host entities, providing placement opportunities for the Fellows, and as knowledge partners or potential donors of the Fellowship for sustainability.
    • The Private Sector Engagement Officer will support the implementation of partnership building strategies to upscale and deepen the impact of the Jubilee Fellowship, by contributing to the establishment and growth of new partnerships, with the view of achieving broader and systematic change towards youth unemployment in Nigeria.

    Duties and Responsibilities
    Under the direct supervision of Crisis Prevention and Recovery Advisor, the Private Sector Engagement Officer will be responsible for the following functions and tasks:

    • Private Sector Engagement project planning, implementation & follow-up;
    • Develop knowledge tools and guidance on engagement with private sector tailored to the programme’s needs;
    • Provide substantive inputs to advocacy, knowledge building and communication efforts, as well as to resource mobilization strategies.

    Private Sector Engagement Project Planning, Implementation & Follow-up:

    • In coordination with Talent Management team and Youth Engagement officer, identify high potential Fellows for placement opportunities in private sector host entities.
    • Contribute to a detailed rapid market assessment of key economic sectors that will inform placements
    • Liaise and coordinate with multiple stakeholders in different economic sectors, to provide successful matching of selected Fellows for the 12-month placement opportunities.
    • Identify, advertise, attract & select, and actively cooperate with private companies and employers able to absorb additional Jubilee Fellows.
    • Continuously monitor and analyze the market for data and information relating to current and future employment trends and develop reports or case studies to be shared with project stakeholders where required.
    • Assess desired and most needed skills required by private sector and employers in project implementation area and work closely with the PM to ensure linkage to other project outputs and the development of appropriate and effective training mechanisms and tools.
    • In coordination with the Talent Management team, develop Jubilee Fellows selection criteria, workplans and monitoring, evaluation & mentorship/support plans for the entire duration of the 12-month Fellowship.
    • Advertise, identify and attract would-be entrepreneurs with business ideas and match them with the appropriate mentors.
    • Ensure lessons learnt and periodic review of activities are utilized and result in adaptations for the improved quality of programming and implementation.
    • Conduct routine and regular monitoring visits to participating private sector enterprises to ensure appropriate follow-up, guidance and quality. Monitoring and follow-up should have a view toward continually improving skills acquisition of Jubilee Fellows, tailoring professional development toward business needs and supporting selected Fellows for negotiating long-term employment. 
    • Support the articulation of private sector engagement in line with development efforts towards achievement of the SDGs in close cooperation with the PMU.

    Develop knowledge tools and guidance on private sector engagement tailored to the project’s needs:

    • Undertake tailored research and analysis on relevant industries and sectors, analyzing trends and developments in the labour market, including latest technologies and innovation, and how it affects the future of work for youth in Nigeria.
    • Support the interpretation of the findings of this research and analysis to influence the development of evidence-based policies on youth employment. 
    • Conduct skills-based needs assessment on private sector host entities representing all the key economic sectors to guide the placement of Jubilee Fellows.
    • In close consultation with the PMU and other relevant colleagues, ensure that the tools and guidance developed are aligned to the planning, implementation, monitoring and evaluation, and reporting guidance of the project and activities.
    • Organize meetings, roundtables and briefings aimed at strengthening strategic partnerships and joint initiatives with the business community, government representatives, youth networks and other key stakeholders

    Provide substantive inputs to advocacy, knowledge building and communication efforts, as well as to resource mobilization strategies:

    • Develop background documents, briefs and presentations related to private sector’s engagement for youth employment
    • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products targeted toward private sector organizations.
    • Coordinate the development of knowledge management methodologies, and products on private sector engagement and partnership cultivation.
    • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases.
    • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
    • Participate in donor meetings and public information events, as delegated.

    Impact of Results:

    • The results will have an impact on the overall performance of the Jubilee Fellowship in the area of Private Sector Development and engagement. Accurate analysis, data entry and presentation of information ensure proper programme implementation.
    • As an active UNDP CO team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP and its beneficiaries in the accomplishment of her/his duties, including, strengthening partnerships for youth engagement and development; Broaden development of the Nigeria Jubilee Fellows Programme; Systematic understanding of youth priorities.
    • This will result in a positive impact on the overall success of UNDP’s programming to support the Jubilee fellow’s programme.
    • Ultimately the work in the areas mentioned will have the long-term impact of supporting UNDP Nigeria in delivering better policy advice and programming to partners, through evidence-based recommendations, thereby contributing towards the achievement of the SDGs.

    Required Skills and Experience
    Education:

    • Advanced University Degree (Master's Degree or equivalent) in social policy, public policy, politics, development studies, statistics, political science, international relations or related field.
    • A first-level University Degree in combination with 04 years of qualifying experience may be accepted in lieu of the Advanced University Degree.

    Experience:

    • Minimum of 2 years of post-qualification work experience in private sector in Nigeria and beyond is desirable and required
    • Working knowledge of the private sector in Nigeria is an asset
    • Experience in devising strategies, knowledge tools and guidance in relation to private sector and adapted to the economic context of the country is required
    • Excellent interpersonal and communication skills is required
    • Computer literacy in Microsoft Office (word, excel, outlook) and web-based applications is required
    • Experience in working with private sector in relation to youth employment is an asset
    • Working knowledge of UN principles, SDGs and international development in Africa is an asset

    Background And Rationale

    • The United Nations Development Programme (UNDP) is the United Nations lead agency on international development and works in 170 countries and territories to eradicate poverty and reduce inequalities.
    • The UNDP supports countries in developing policies, leadership skills, partnering abilities, institutional capacities, and support in building resilience to achieve the Sustainable Development Goals.
    • The Knowledge Hub, a unit established within the UNDP Nigeria Country Office, is purposed to enhance its ability to make timely and evidence-based interventions, particularly in areas of preventing and responding to violent extremism, conflict prevention and human security. A new type of ‘development intelligence gathering’, i.e. continuous monitoring and data collection, is crucial to inform UNDP’s work for early warning, adjust interventions to maximize preventive efforts and initiate new thematic approaches.
    • Trend analyses and ad-hoc policy briefs will also inform interventions of UNDP’s development partners in this field. Through harnessing the potential offered by both old and new sources of data, it is UNDP’s hope that the accuracy and precision of its development responses are increased and a strong foundation for meaningful public policy making, efficient resource allocation and effective public service delivery is created.
    • It is against this backdrop, that the Knowledge Hub seeks to engage the services of a professional graphics designer to support.
    • The ideal candidate is one with a creative flair and strong ability to translate requirements and texts to designs, logos, layouts and illustrations for the Unit’s knowledge and communication products.

    Duties and Responsibilities
    Scope of Work:

    • The objective of this Consultancy is to provide high quality graphics and design and production of multimedia products for the knowledge and communications products developed by the Unit focusing largely on development & socioeconomic issues, conflict prevention, and human security, as it affects Nigeria.Under the direct supervision of the Knowledge Hub Coordinator, the Consultant will perform the following duties but not limited to:
      • Design and layout of relevant printed communication products;
      • Design and layout of online or screen friendly PDFs, presentations and reports;
      • Work with a wide range of images and media using graphic design software
      • Test graphics across various media platforms;
      • Design communication products for social media;
      • Design and layout of information graphics as required;
      • Identify key messages for projects to enhance communication around the outputs;
      • Editing and proofreading of documents as required; and
      • Support in design and development of dashboards, visualisations, websites and/or micro-sites if required.

    Expected Output / Deliverables
    Over the course of the contract period, the designer is expected to produce graphics, illustrations, and visuals for the following products:

    • High quality design, layout and production of:
    • Reports and other print publications
    • Information graphics
    • Collateral/Fact Sheets/Brochures
    • Event Thematics (programmes, signage)

    Institutional Arrangements

    • The contract to be signed will be for a fixed all-inclusive daily fee;
    • The Consultant will be given access to relevant information necessary for execution of the tasks under this assignment;
    • S/He will be responsible for providing her/his own working station (i.e. laptop, internet, phone, scanner/printer, software, etc.) and must have access to a reliable internet connection;
    • Payments will be made upon submission of a detailed time sheet and certification of payment form, and acceptance and confirmation by the Supervisor on days or hours worked and outputs delivered

    Payment Term(s):

    • The Financial Proposal will include all fees and costs associated with the execution of the contract, including professional fees, equipment and all other expenses that will be incurred during the execution of the work. Payment will be remitted subject to the approval of deliverables by UNDP, and based on the contractor’s price proposal.
    • The Consultant will be responsible for his/her own personal computer and other facilities required to perform the tasks outlined in Section B. Candidates will indicate the cost of services for each deliverable in USD, an all-inclusive lump sum contract amount when applying for this consultancy.
    • The qualified consultant shall receive his/her lump sum service fees upon certification of the completed tasks satisfactorily, as per the following payment schedule:

    Individual Consultant for Horizon Mapping of Existing Digital Public Infrastructure in Nigeria

    Background

    • The ‘post’ COVID-19 era has presented to countries around the world with the biggest challenge ever experienced. This era has also opened up space for envisioning and reimagining new pathways for socio-economic transformation, especially in the way in which public services are delivered to citizens. Nigeria continues to grapple with unprecedented knock-on effects of the pandemic as the country aspires to leapfrog old and emerging frontier challenges to ensure the health, safety, wellbeing, and security of its citizens. 
    • As witnessed at the height of the pandemic, what began as a health issue, very quickly transformed into a social and economic crisis with far reaching implications on people's livelihoods, the governance architecture, and economy as a whole. The secondary effects of the pandemic and containment measures had a bearing on people – changing the way populations live, work, interact, transact, and learn. It has also impacted on the way in which public goods and services are procured, delivered, and consumed.
    • The crisis also brought with it new needs and opportunities for digital transformation in the delivery of public services and an increased demand on the existing ones. Nigeria has recorded an increase in the usage of online services such as in education, agriculture, e-commerce, health tracking, crisis management and business continuity of core government functions. 
    • Digital tools have also enabled enterprises and communities to mobilize, establish markets for goods and services, share ideas and perspectives and create responses to the pandemic, sometimes filling gaps left by public institutions. A robust – though fragmented - digital ecosystem continues to emerge in the country – shepherding a process that could further enable increased uptake and application.
    • Digital transformation is therefore seen as a core system need that will form a backbone for effective and sustainable recovery from the crisis.  While digital responses have provided a silver lining, the pandemic accentuated the digital divide and the need for digital applications that not only incorporate privacy and human rights by design, but that are also accessible for all, especially those left furthest behind.

    Organizational Context

    • The United Nations Development Programme (UNDP) as core part of the UN development system in Nigeria is supporting the country in its recovery efforts playing a critical integrator and convening role. 
    • A key aspect of this support is exploring the scope for amplifying the digital transformation agenda / trajectory both in the short (in response to immediate needs emerging from the crisis) medium and long term (accelerating the path towards recovery and transformative development). This is anchored on the #FutureSmart UNDP as espoused in its 2022-2025 Strategic Plan and Digital Strategy 2022-2025.
    • UNDP Digital Strategy 2022-2025 presents the organization’s value proposition on the role that digital could play in accelerating the attainment of SDGs. It underlines digitalization as one of its key enablers towards achieving development priorities, end poverty, protect the planet and bring peace and prosperity to all. 
    • One of the key strategic approaches for prioritizing digitalization to accelerate the achievement of the SDGs is leveraging Digital Public Goods (DPGs) in the development of Inclusive Digital Public Infrastructure (DPI) in line with UNDP’s five guiding principles for digital transformation.
    • DPGs offer an approach to unlocking the potential of digital transformation while protecting against many of the risks inherent to technologies. DPGs are open-source software, open data, open AI models, open standards, and open content that adhere to privacy and other applicable best practices, following do no harm by design. 
    • They can be freely adopted and adapted, increase transparency and collaboration, pave the way for new and innovative business models and economic growth, and can allow countries to maintain digital sovereignty while realizing the benefits of safe, trusted, and inclusive digital public infrastructure. 
    • DPIs refers to digital solutions that enable basic functions essential for public and private service delivery, i.e., collaboration, commerce, learning, knowledge exchange and governance. Think about existing shared public infrastructure such as roads, health, identification, education, but online: that’s DPI in a nutshell. 
    • DPIs also display different layers of societal infrastructure, such as digital identification, payment systems and data exchange systems and can be seen as the foundation for a functional society. 
    • Many, but not all, DPI systems are built using open-source software and standards classified as DPGs. DPGs channel the shared effort of a community of contributors—past, present, and future. They also promote good practices and provide a way to rapidly share innovations around the world, as was seen in the fight against and recover from Covid-19. 
    • While the first wave of DPIs in identity, payments and data exchanges have seen initial success in extending public services around the world, UNDP is also leading on catalysing the focus on similar platforms to help solve sectoral problems where current digital solutions are largely vertical and while they address niche problems, they have similar inter-operability and fragmentation concerns. 
    • UNDP seeks to shepherd this new frontier of DPIs: advocating for digital transformation rooted in connectivity and interoperability that removes friction and fosters collaboration and adoption of solutions that help solve the most urgent problems of our time.   
    • UNDP defines Inclusive DPIs as a holistic approach that combines local digital ecosystem with digital public infrastructure to enable a community of actors to unlock transformative solutions that are inclusive and protect human rights, based on a robust governance framework and local digital capacities. 
    • This framework brings together technology and non-technology layers that together address the three systemic challenges in digital transformation in countries and across sectors and unlock the value trapped within the ecosystem.

    Duties and Responsibilities

    • In this regard, UNDP Nigeria is seeking the services of a firm, digital, tech hub or company to support in undertaking a horizon scan or assessment of the opportunities in strengthening inclusive digital public infrastructure (DPIs) in Nigeria with the objective of identifying challenges and opportunities for deploying digital public goods (DPGs). 
    • This assessment could also form the basis upon which entry points for enhancing robust digital solutions to old and emerging development challenges could be surfaced or scaled.

    The firm, digital tech hub or company will undertake work across six key areas:

    • Undertake a review of challenges and opportunities of Digital Public Infrastructure in Nigeria – foundational DPIs and sectoral DPIs in key priority sectors relevant to Nigeria, for example climate, education, commerce, justice etc., selecting up to three priority sectors in addition to the foundational DPIs.
    • Undertake a review of the governance and regulatory environment, aligned to UNDP’s approach of a human-rights based approach to support access, usage, privacy and other safeguards required in population scale open, interoperable DPIs
    • Identify opportunities and challenges of deploying digital public goods in DPIs including in sectors.
    • Establish communities of sustained learning around inclusive DPIs and digital public goods that will also serve as vehicles for domesticating UNDP’s 2022-2025 Digital Strategy. These communities ought to be issue / thematic-based – with a specific one on women leveraging digital for social impact and economic transformation
    • Define roadmaps and prioritization options for inclusive DPIs in Nigeria in frontier sectors (e.g., Governance, Crisis Management, public finance, Fin tech, education, health, identity, mobility etc) including identify capacity building needs
    • Put together 5-page scope for at least 3 projects linked to the findings of this research in support of Nigeria’s development national goals and in line with UNDP’s approach to building inclusive digital public infrastructure through a whole of society digital transformation.

    Expected Outputs and Deliverables
    Content - Timing:

    • Assessment Report of Nigeria’s Digital Public Infrastructure - 30 days after signing the contract 
    • Landscape map of Nigeria’s Digitalisation Policy and Regulatory space - 60 days after signing the contract 
    • Map of Nigeria’s Digital Ecosystem (across geo-political zones) and Economic Sectors - 90 days after signing the contract 
    • Community of practice across frontier sectors and themes leveraging digital public infrastructures to advance social and economic transformation - Monthly reports 

    Coordination and Supervision:

    • The individual contractor will deliver services in close collaboration with the Nigeria Accelerator Lab under the supervision of the Crisis Prevention and Recovery Advisor / Innovation Lead. Engagements will also be explored for synergies with core programme areas within UNDP.

    Economic proposal - Score - %:

    • The highest score (30%) will be awarded to the most economical offer and the inverse proportional to the other offers. (100 Score) 30 %
    • Only the technical proposal that meet the technical phase with a minimum score of 49/70 or more, will continue to the review of economic proposal, which will weight a maximum of 30%

    Language requirements:

    • Fluency in English (written and spoken) required.
    • Additional local Nigerian languages an asset

    Payment Modalities and Specifications

    • An individual contract will be issued by UNDP. The financial proposal must be expressed through a lumpsum (all inclusive). Payments will be linked to deliverables. The contract price is fixed regardless of changes in the cost components.

    Recommended Presentation of Offer
    The following documents are requested:

    • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP.
    • Personal CV indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references.
    • Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology on how he/she will approach and complete the assignment.
    • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.
