Team Purpose

• To promote agriculture-driven economic growth and improve the living conditions for 10,000 rural farmer households (60% women) with a specific focus on women and youth.

Job Purpose:

• To ensure effective data capture, management, processing, and analysis that contributes to effective communication and knowledge management with the LINE Project implementation to improve the livelihoods of 10,000 poor women and men farmers in Bauchi State, Nigeria.

Job Responsibilities
Technical:

• Ensure the conduct of comprehensive baseline to derive needed credible data for the tracking of results
• Ensure quality MEL and communications frameworks are developed and implemented in alignment with the LINE project logic model and performance measurement framework.
• Set up and maintain a project management information system (MIS) database using an online electronic platform.
• Collate and analyse M&E data (including through surveys, web statistics, interviews, subscriber data, unsolicited feedback, case studies, and reports) and analyse against outcomes to draw out learning and implications.
• Develop a monitoring protocol that both project subject component staff and partners can use for project reporting and data gathering, processing, and management.
• Facilitate the development and maintenance of the LINE project web site and contents
• Undertake triangulation of findings using different types of data and analysis of trends over time
• Support partner MEL staff to ensure the quality of regular and evaluation reports.
• Set up community-based monitoring and planning platforms for value chains learning and innovations and build capacity of groups/artisans in record keeping and reporting
• Organise peer-to-peer exchange learning visits/communication for all levels of activities as appropriate. Stage exchange visits for farmer-to-farmer learning with successful value chain intervention activities.
• Ensure learning and dissemination by documenting LINE project models in various publications in which their effectiveness and the lessons learned are analysed, and are disseminated to subject-matter specialist and inform decision and policymakers.
• Develop and implement a project Communication Strategy with the support of the Project Manager and Oxfam Communication Officer.
• Facilitate dissemination of information and results to all participating LGAs and key stakeholders in the state.
• Monitor the quantitative and qualitative performance of the LINE project. Ensure quarterly monitoring reports on progress are submitted in line with donor reporting requirements.
• Ensure mid and end-term evaluation reports effectively document the activities in the project and track towards envisaged results
• Develop ToRs, Capacity Development plans, Implementation routines, M&E routines, in order to support activities of implementing partners
• Undertake surveys as needed for continuous tracking of results and learning
• Provide technical support on M&E to project activities and Implementing partners especially towards the development, implementation, and progress tracking of the project document and the Annual work plans (AWPs)
• Document and analyses innovative strategies, best practices, and new approaches and adapt quickly to change as needed.
• Maintain the LINE project Web content and provide back-up content editing cover.
• Ensure the values of participation, partnership, sustainability, social responsibility, cost-effectiveness, transparency, and accountability are reflected in LINE project activities.
• Any other tasks as assigned within the Project team

Job Requirements
Essential:

Education:

• Minimum of bachelor’s degree in Agriculture, Statistics, Economics, or any relevant equivalent degree.
• Master’s in Statistics will be an added advantage.
• Minimum of 5 years of progressive working experience in monitoring, evaluation and learning in either Agriculture or the development sector – preferably within the NGO sector.
• Excellent computer skills particularly in working with word processing, Excel, PowerPoint, databases and electronic communication.

Team Purpose

Job Purpose:

• To ensure implementation of project activities is in compliance with the minimum standards and guidelines/requirements by Bauchi State Government, Federal laws and Global Affairs Canada (GAC) environmental requirements. The LINE Project is targeted to improve the livelihoods of 10,000 poor women and men farmers in Bauchi State.

Job Responsibilities
Technical:

• Perform the duties of Environmental Compliance Officer for LINE Project and ensure the implementation of the Project’s Environmental Management Plan (EMP) as agreed by Oxfam and the donor.
• Ensure the tasks as indicated in the EMP are carried out systematically and proactively.
• Perform monitoring and reporting requirements as per the EMP.
• Arrange training for staff and partners for the activities assigned to the Environmental Compliance Officer.
• Ensure monitoring data is provided to the LINE Project’s M&E officer on a timely basis and electronically, working with that person to plan monitoring activities.
• Prepare an annual report on the implementation of the EMP.
• Revise the EMP as necessary and present the proposed adjustments to the Project Management team in advance of the preparation of the Project’s annual work plan and in advance of the Project’s PSC meetings, as arranged with the Project Manager
• Coordinate with all LINE team members where there are shared or overlapping roles.
• Prepare technical proposals as required to ensure the LINE Project meets all the standards required in Nigeria and under Canadian law related to plans, permits and procedures for air quality, hazardous waste, spill prevention, storm water and waste water, and ensure quality standard on Project deliverables.
• Be familiar with Nigeria’s environmental protection agency and local environment regulations and have an understanding of the environmental permit applications process.
• Compile, track and analyze information related to LINE Project that is needed for LINE’s semi-annual and annual reports and for the LINE Project’s mid-term and final evaluations.
• Perform onsite inspections to ensure compliance with the EMP and, as necessary work with Bauchi State agencies, primarily BSADP.
• Represents the interest of Oxfam at workshops, seminars, committees and with outside organizations.
• Schedule and prioritize workload, set work schedule deadlines, and determine appropriate implementation procedures.
• Performs all other related duties as assigned by the Project Manager.

Job Requirements

• Master’s in environmental studies will be an added advantage.
• 10 years of working experience in managing development programmes with an environmental component - preferably within the NGO sector.
• Demonstratable skills in environmental planning, design, and Management and involving community participation for environmental protection and sustainable living.
• Must possess at least 4years field experience in community development particularly with farmer groups in northern Nigeria.
• Excellent computer skills particularly in working with word processing, excel, PowerPoint, databases, and electronic communication.
• Excellent interpersonal skills, tenacity, strong initiative, and proven capacity to get the job done. Ability to work independently and under minimum supervision.
• Fluent in written and spoken English and at least one of the main northern languages.
