Job Summary
The Senior Arts and Culture Officer organizes the division, plans and implements projects and programmes within his areas of expertise, and performs any other tasks entrusted to him by the hierarchical authority, in accordance with the objectives of ECOWAS. Under the authority of the Director, the Director coordinates the management of the activities of the Division.
Role and Responsibilities:
- Organizes the division, in collaboration with his/her staff and other divisions;
- Plan and supervise the implementation of activities related to the development of arts and culture in the region;
- Ensure the implementation of the Division's projects and action plans, in accordance with the directives and guidance of the Director, Commissioner or Chairperson of the Commission;
- Prepare and submit to the management progress reports and evaluation reports on the progress of the implementation of artistic and cultural projects;

Qualifications
- Hold a Master's degree or any other equivalent degree in cultural industries, cultural heritage, intellectual property (copyright) or any other relevant field of the arts and culture sector, issued by a recognized university.
- Ten (10) years of professional experience, including at least two (2) years in a relevant international position and two (2) years in a managerial position;
- Demonstrate technical knowledge of theories, principles and methods in the fields of cultural industries, cultural heritage, intellectual property (copyright) and/or social sciences applied to arts and culture;
- Have a good knowledge of the theories and practices of program and project management in the fields of cultural industries, cultural heritage and intellectual property (copyright), as well as monitoring and evaluation, training and capacity building approaches in these areas;

Job Summary
Under the supervision of the Commissioner for Agriculture and Economic Affairs, the incumbent leads the production and management of quality harmonized statistics and coordinates regional research and economic studies related to regional integration within ECOWAS. He/she ensures the production of the methodological guides necessary for the harmonization of regional statistics as well as the creation of regional databases relevant for the management and dissemination of harmonized statistics. He/she also mobilizes the financial and technical resources necessary for the development of regional statistics and research.
Role and responsibilities
- Coordinate the ECOWAS regional statistical system and implement its statistical policy and programme, in collaboration with national and regional institutions;
- Lead the development and maintenance of statistical databases covering sub-regional integration activities, to ensure the accuracy and consistency of the use of statistical data within the Commission;
- Oversees and ensures the effective dissemination of statistics and provides guidance on their analysis and interpretation;

- Twelve (12) years of progressively responsible experience in research, statistical policy and programme development and implementation, including six (6) years of relevant international professional experience and five (5) years in a supervisory position, is required.

Roles and responsibilities
- To supervise the implementation of the Community's strategic objectives in the energy and mining sector.
- Provide leadership and management of the Directorate of Energy and Mines and be responsible for interpreting the overall vision and policy directions of ECOWAS, developing and managing goals and objectives to fulfill this mandate.
- Develop regional policies, strategies, initiatives and action plans in the energy and mining sectors.
- Participate in the operationalization and proper functioning of the ECOWAS regional electricity market.

- 12 years of progressively responsible experience in energy security, energy efficiency, renewable energy, access to energy services, energy economics, cross-border electricity trade, power generation (solar, wind, coal, oil and gas, etc.), energy transmission and distribution, hydrocarbons, advanced energy technologies or related field, including six (6) years of international professional experience and five (5) years at a managerial level.
- Possess in-depth knowledge of energy policies, strategies, initiatives, guidelines and protocols; have the proven capacity to promote intra- and inter-regional and other international relations between ECOWAS and other key stakeholders for the development of the Community's mineral resources sector.
- Have a good knowledge of issues related to energy access, efficiency, technology, environmental impact and connectivity through the harmonization of infrastructure and energy-related fiscal and investment policies in the West African region.

- Be fluent in writing and speaking one of the three official languages of ECOWAS (English, French and Portuguese). Working knowledge of one of the other two languages would be an added advantage.
- Excellent planning skills, the ability to set clear expectations, conduct consistent and effective monitoring of performance management practices, and ensure that objectives and standards are met.
- Ability to set goals, achieve expected results and manage change; Ability to demonstrate resilience, composure and positivity in an uncertain and hostile environment.
- Ability to foster the development of organizational and individual talent throughout the implementation of strategic, operational, program, project and individual plans.
- Ability to implement plans, mobilize and engage employees, identify key success factors, mitigate risks, monitor indicators and feedback, take corrective actions, and build capacity for sustainability.
- Ability to implement rigorous monitoring and evaluation practices and learn from failures and mistakes to ensure continuous improvement.
