    Senior Arts and Culture Officer

    Job Summary

    The Senior Arts and Culture Officer organizes the division, plans and implements projects and programmes within his areas of expertise, and performs any other tasks entrusted to him by the hierarchical authority, in accordance with the objectives of ECOWAS. Under the authority of the Director, the Director coordinates the management of the activities of the Division.

    Role and Responsibilities:

    • Organizes the division, in collaboration with his/her staff and other divisions;
    • Plan and supervise the implementation of activities related to the development of arts and culture in the region;
    • Ensure the implementation of the Division's projects and action plans, in accordance with the directives and guidance of the Director, Commissioner or Chairperson of the Commission;
    • Prepare and submit to the management progress reports and evaluation reports on the progress of the implementation of artistic and cultural projects;
    • Perform any other duties assigned by the Commissioner or the Director within the normal scope of his/her responsibilities;
    • Design, plan, implement and monitor the division's budget;
    • Seek additional funding for the implementation of the division's projects;
    • Develop, in collaboration with staff under his/her authority, an action plan for the management of the division;
    • Design a performance contract for the division's staff, in close collaboration with the Human Resources Department;
    • Organize regular consultations with the division's staff;
    • Ensure the follow-up and coordination of exchanges with Member States as well as with technical and financial partners in the field of arts and culture;
    • To provide expertise in the implementation of projects and programmes related to arts and culture;
    • Plan and monitor recruitment needs or collaboration with consultants in the field of arts and culture;
    • Develop a training plan for the staff under his/her responsibility and ensure its implementation, in collaboration with the Human Resources Department;
    • Advise staff on capacity building opportunities;
    • Ensure alignment of staff results with program objectives, taking into account current technological opportunities;
    • Guide the division's staff in the implementation of programs under each area of expertise.

    Qualifications

    • Hold a Master's degree or any other equivalent degree in cultural industries, cultural heritage, intellectual property (copyright) or any other relevant field of the arts and culture sector, issued by a recognized university.
    • Ten (10) years of professional experience, including at least two (2) years in a relevant international position and two (2) years in a managerial position;
    • Demonstrate technical knowledge of theories, principles and methods in the fields of cultural industries, cultural heritage, intellectual property (copyright) and/or social sciences applied to arts and culture;
    • Have a good knowledge of the theories and practices of program and project management in the fields of cultural industries, cultural heritage and intellectual property (copyright), as well as monitoring and evaluation, training and capacity building approaches in these areas;
    • Demonstrate a good grasp of ECOWAS cultural policy and related fields, as well as a good understanding of the role of culture in the empowerment and empowerment of different actors.

    • Well-developed network and interpersonal skills to seek feedback, information, and data from a network of professionals across multiple countries/sectors/organizations and to identify and prioritize the most crucial community needs.
    • Ability to manage and coordinate client management initiatives and make recommendations.
    • Ability to develop and implement good practices in customer service.
    • Ability to develop and implement stakeholder management plans, programs and initiatives to gain buy-in for new initiatives, to better understand differing views, to secure resources and to increase the perception of success.
    • Ability to demonstrate diplomacy, tact and respect for others from diverse backgrounds, to understand diverse cultural viewpoints, particularly in West Africa, with the ability to convert diversity into opportunities to improve program/operational results.

    • Understanding of the ECOWAS organizational structure, the dynamics of ECOWAS and the expectations required to collaborate, participate, contribute and lead effectively.
    • Knowledge of the ECOWAS mandate, strategic plan/priorities as well as the economic, political and social situation and trends in the Member States, within the scope of his/her sphere of activities.
    • Knowledge of ECOWAS best practices, programme management approaches and research techniques to lead and/or contribute to the development or evaluation of programmes, projects or initiatives.
    • Knowledge of ECOWAS rules and procedures in order to interpret and appropriately apply the texts of the guidelines, give technical advice, mentor others and evaluate performance.
    • Ability to analyze a situation using indicators to assess costs, benefits, risks and chances of success in decision-making.
    • Ability to gather information from different sources to identify the cause of problems, consequences of alternative causes of action, potential obstacles, and ways to avoid the problem in the future.
    • Ability to break down highly complex situations/information into simple terms to explain recommendations and conclusions aimed at solving problems or improving operations/programs/projects.
    • Ability to develop new perspectives on situations, apply innovative solutions to problems, and devise new methods to solve problems or disconnections when current methods and procedures are inapplicable, or no longer effective.
    • Ability to communicate with impact, in a clear and concise, succinct and organized manner, conveying credibility and trust during presentations, setting expectations and explaining complex problems.
    • Ability to listen carefully and correctly interpret messages from others and respond appropriately.
    • Proven technical writing and editing skills.
    • Demonstrate active listening skills to encourage stronger communication between team members, to show care and make them feel valued, and to drive employee engagement across institutions and agencies.
    • Ability to give constructive feedback, praise work, address shortcomings, and motivate direct reports to work at an optimal level of performance.
    • Proficiency in information and communication technologies (ICT).
    • Fluency in oral and written expression in one of the official languages of ECOWAS (English, French and Portuguese). Knowledge of another language would be an added advantage.
    • Organizational and project/program management skills with significant experience in identifying timelines, targets, costs, and resources required to deliver operational/program/project results in accordance with the results-based management approach.
    • Ability to set effective goals and targets for self, others, and the work unit and adjust work or project priorities in response to changing circumstances.
    • Ability to use a participatory approach in project planning and identify gaps affecting the achievement of program/project expectations and design and implement the necessary intervention plans to achieve the desired task.
    • Ability to implement rigorous monitoring and evaluation practices and to set up regular reporting schedules on key results;
    • Ability to plan, organize, control resources, and comply with policies, procedures, and protocols to achieve specific goals.
