    Technical Advisor - Logistics

    Report Line: Deputy Cheif of Party

    Background

    Job Responsibilities

    • Technical Advisor - Logistics will manage the overall activities related to the procurement of materials, services, and equipment required by the Project. 
    • S/he will be accountable for ensuring full compliance with donor and ECEWS regulations and protocols regarding procurement. 
    • S/he will coordinate closely with the operations, finance, and technical teams to develop and implement a procurement plan in a timely and efficient manner.

    Job Requirements

    • B.Sc Degree in Business or relevant field with 3-5 years of relevant procurement experience.

    IT Officer

    Job Description

    • The IT Officer will provide support and maintenance to ECEWS computer and network infrastructure to ensure stable operations.
    • She wil implement new IT solutions to improve business efficiency and productivity and will maintain/support implemented systems to ensure high end-user satisfaction

    Duties and Responsibilities

    • Monitor and troubleshoot Server Systems and Networks, automated backup and restore operations and mission critical applications such as email, file/print services and other line of business applications to allow IT respond proactively to emerging problems and perform ongoing IT 'housekeeping' functions
    • Perform installations of operating systems, layered products, and third party products for multi-user computer systems that host corporate applications, databases and websites
    • Assist and perform software installations and upgrades as required
    • Provide IT training on a periodic basis to ECEWS staff.
    • Perform daily and periodic backups of all data on the servers.
    • Ensure timely updates to Server and Client Systems Study and apply
    • Security patches and other updates or service packs as required
    • Make periodic visits to field offices to provide troubleshooting support, advice and build the capacity of field level staff in order to maintain their computers at a reasonable level of operation.

    Minimum Qualifications

    • BS / BA Degree in Engineering, Information Technology, Computer Science or its recognized equivalent with at least 5 years post National Youth Service relevant experience.
    • Or MS / MA in Engineering, Information Technology, Computer Science or its recognized equivalent, and not less than 3 years post National Youth Service relevant experience.
    • Candidate must possess Microsoft Certified Systems Engineer (MCSE) and/or Cisco Certified Network Associate certifications (CCNA)
    • Demonstrated success in multicultural environments is an advantage.
    • Experience with a multi-site network (at least 3 sites) with a minimum of 200 users is highly desirable.

    Knowledge, skills and abilities:

    • Mobilize social and political support at all levels to create and sustain an enabling environment for the delivery of interventions
    • Conduct capacity building activities to increase the effectiveness of implementing partners and CSOs to implement demand creation programming for condoms among key populations

    Technical Advisor, Gender Based Violence (GBV)

    Reporting Line: Deputy Chief of Party

    Job Description

    • Provide technical leadership and drive impactful program design to address gender and GBV on the ACE Project.
    • With skills and competencies in the areas of GBV prevention, social norms change and participatory program design with scale and sustainability in mind, work collaboratively with ECEWS HQ/State offices, technical and program teams, ACE consortium Partners and local and regional partners to strengthen the Gender contribution to ACE's global impact on gender integration, social norms change, GBV prevention, risk mitigation and response.
    • Ensure GBV activities are integrated within the all services package delivered on the ACE Project
    • Follow-up on the smooth implementation of ECEWS strategy for the response to GBV in Nigeria in close collaboration with the Head of Programs, and other program implementation team members.

    Task and Responsibilities

    • In line with ECEWS overall strategy for the response to GBV, implement and suggest adjustments to ECEWS strategy on GBV, in close collaboration with the States GBV Desk Officer and the Health Coordinator.
    • Promote actively the GBV component within ECEWS ACE program team to ensure that they perfectly adhere to ECEWS strategy on GBV in the interest of the survivors
    • Advise the clinical team on ensuring the implementation of the planned activities, including mental health and psychosocial support, and appropriate referral mechanisms following guidelines and strategy
    • Ensure the quality of activities through regular monitoring and technical support of clinical team, data collection and management, provide guidance in case of difficulties.
    • Carry out and update a mapping of all actors responding to GBV and develop a strong network to foster information exchange and synergies
    • Lead on coordination with other actors to ensure safe referral for GBV survivors and make sure ECEWS internal referral pathway respect the guiding principles of the response to GBV
    • Actively participate to coordination efforts with GBV actors (ex: GBV sub-cluster)
    • Coordinate the implementation of the sensitization & awareness raising component in Akwa Ibom &Cross River States
    • Support and follow-up the community mobilization activities in close collaboration with ECEWS team. GBV actors as well as other stakeholders (ex: community leaders)
    • In close collaboration with the Community and the States GBV Desk Officer, define the communication strategy and communication mediums (radio, press posters, leaflets)
    • Identify the capacity building needs of ECEWS and partner's team related to GBV and provide trainings
    • Contribute to the definition of the global referral strategy
    • Organize and/or facilitate trainings on the response to GBV, in line with ECEWS training materials available.
    • Provide technical support for the smooth implementation of sensitization & awareness raising activities and the definition of key messages
    • Participate in the development of external and internal communication tools in order to promote ECEWS response to GBV in humanitarian settings operational model for the
    • Take part if necessary, with the ECEWS team, partners or other actors to advocacy activities
    • Participate in the dissemination of ECEWS approach, results and lessons leamt Make sure the GBV data collection system is in place, respect confidentiality and safety and that GBV data collection tools are properly used and indicators monitored (for both medical and MHPSS aspects)
    • Share to Senior Technical Officer Quality Assurance / Improvement any difficulties met in the field and propose solutions or adjustments.
    • Participate to the GBV sub-sectors meetings and actively contribute to coordination and common reporting efforts.
    • If needed, participate to meetings with the State Ministry of Health or other stakeholders involved in GBV
    • Contribute to the preparation of new proposals or reports to donors.

    Job Requirements
    Education:

    • Master's Degree in Development, Public Health, Social Work, or related degree, or equivalent combination of education and work experience.

    Attributes:

    • 10+ years of professional experience in international development, with at least seven years of experience implementing programs based in Nigeria
    • 5+ years of experience in GBV prevention and/or response initiatives, including program design, training, facilitation, monitoring and evaluation, and/or research Demonstrated success with multi-million dollar proposals for GBV programming
    • Experience working on US govemment-funded programs
    • Experience as a case worker or supervising case workers and a thorough understanding of GBV case management principles
    • Field experience
    • Expert conceptual and practical knowledge of gender-based violence and gender issues, including methods for gender and power analysis, socio-ecological models for violence prevention and associated interventions, socialgender norms change interventions, measurement and evaluation of GBV interventions, and expertise on integration of such approaches into multi-sectoral programs.

    Human Resources Officer

    Job Summary

    • The Human Resources Officer will perform a variety of HR activities, including employee relations, recruitment, benefits management, orientation, policies and regulations, and administration of personnel systems
    • The HR Officer, in collaboration with the project staff, is responsible for recruitment activities covering both technical and administrative staff appointments.
    • The HR Officer serves as a resource person with respect to ECEWS/USAID regulations under the direct supervision of the HRM.
    • S/he is aware of and adheres to ECEWS's Procurement Integrity (PI) standards in all activities and is responsible for raising the awareness of staff regarding Pl regulations.

    Task and Responsibilities
    Recruitment:

    • In collaboration with Project staff, provide services related to the recruitment of project staff and contractual staff who will provide administrative support to project technical activities.
    • This includes defining recruitment needs, developing clear job descriptions, managing the intake of applications, reviewing and circulating CVs, identifying advertisement resources, performing initial interviews of candidates, and checking references.
    • Provide progress reports to and regularly communicate with project management staff and update management regarding recruitment activities.
    • Maintain CV files of prior candidates for future recruitment efforts.

    Hiring:

    • In collaboration with PD and HRM, negotiate salary with the selected candidate.
    • Secure necessary ECEWS/USAID concurrences and approvals for selected candidates.
    • Prepare employment letters.

    Personnel:

    • Create and maintain accurate personnel files on all employees.
    • Administer paperwork for all local employee changes in status.
    • Assist project management of equitable implementation and enforcement of personnel policies as needed.
    • Be available to employees regarding confidential employment maters, career development, job satisfaction, and grievance and discipline issues
    • Provide guidance and options and/or pathways for resolution, consulting with HPM appropriately.
    • Conduct exit interviews when staff departs from positions
    • Maintain, revise and update the Employee Handbook as necessary.

    HR Advisory Capacity:

    Procurement Integrity:

    • Provide procurement integrity training to new and continuing staff to ensure that ECEWS standards and USAID regulations are adhered to, particularly in regard to the recruitment of new staff

    Compensation:

    • Administer the compensation program for local staff and consultants.

    • Provide advice to management as needed

    Performance Planning, Review & Development (PPRD):

    • Oversee the performance planning review & development process for all staff
    • Provide information to supervisors and staff on how to complete forms

    • Ensure that strong internal control systems are in place and that the ECEWS Code of Conduct and ECEWS's Zero Tolerance practice are well understood by all the staff in the country
    • Assist HRM Lead to conduct regular and thorough risk assessments in the country, and monitor the success of risk mitigation and risk control activities
    • Ensure appropriate segregation of duty within all ECEWS offices in the country
    • Ensure that systems are in place in the country to ensure that operations are managed and staff act in full compliance with local laws, adhere to contract award and donor requirements; and comply with ECEWS policies and standard operating procedures.

    Job Requirements
    Education:

    • Master's Degree in HR Management or related field, or Bachelor's Degree with 4 years post-degree experience in human resources management, including recruitment and personnel management.

    Experience:

    • 4 years related and progressive experience.
    • Demonstrated ability to handle confidential matters discreetly and gain the trust and confidence of colleagues, experience in conflict resolution helpful

    Communications Specialist

    • The Communications Specialist will manage all ECEWS internal and external communications of all projects and representing the project to extemal audiences

    Responsibilities

    • Support the development and implementation of internal and external communications strategies for the organization
    • Support maintenance of social media platforms, databases, and knowledge management systems
    • Provide support towards content development for ECEWS ACE 5
    • Assist in the production of day-to-day content across all ECEWS communications platforms focusing on the newsletter and digital content, website articles, blogs, press releases and updates and content for social media
    • In coordination with all ECEWS projects, develop regular communication material highlighting ACE 5 activities and achievements and/or engagements
    • Assist in rolling out media events such as press conferences/media briefings, external interviews with media houses, campaigns, etc.
    • Draft, translate and disseminate media products (media advisories, press releases, brief notes, etc)
    • Development of communication materials for marketing and awareness-raising campaigns, including briefing materials and press releases coordination with the ACE 5 project management team and ECEWS Senior leadership
    • Review of reference materials, identification of reference materials for retention and maintenance of information database and photo library
    • Take part in communication activities including information campaigns where applicable (World AIDS Day, etc)
    • In collaboration with other Program teams assist in identifying and drafting success stones and compiling lessons leant
    • Assist in implementing social media strategy and campaign, including content development, dialogue monitoring as well as feedback collection
    • Updating and maintaining online platforms support design of content including graphic designs for digital distribution
    • Content development and design of high-quality Information Education and Communication (EC) materials, factsheets, and other publications
    • Deliver creative infographics and technical solutions for print electronic and animated presentations.

    Minimum Qualifications

    • Minimum of a BA or MA / M.Sc in Communications, or Business Computing with Public Health Bias
    • Minimum of 4 years' experience working in a similar role with a local or international Organization
    • Industry's certification and membership
    • Excellent written and verbal communication skills

    Knowledge, Skills  and Abilities:

    • Knowledge of and experience with strategic communication on HIV prevention, care and treatment

    Senior Technical Advisor, TB / HIV

    Background

    • Provide technical leadership in the delivery of TB, TB-HIV and other integrated medical services like cervical cancer screening at ACE supported sites. 
    • Develop or review guidelines, tools and recommendations related to the implementation, evaluation of management and clinical monitoring in the field of TB, contribute to the documentation of lessons learned from interventions related to the management of diseases in the field of TB
    • Provide technical leadership in the implementation of high-quality care and support activities with a primary focus on tuberculosis control and treatment as well as all issues surrounding TBHIV con-infection. 
    • Provide strategies and approaches, related to the implementation of collaborative activities at the State level, coordinates the design and implementation of components related to the tuberculosis programs and TBHIV collaborative activities in all ACE supported states

    Job Requirements

    • MBBS / MD / PHD or similar Degree with 7 to 9 years post national youth service experience with a minimum of  5 years progressive experience in care treatment and support for HIV/AIDS, malaria, cardiovascular diseases and Tuberculosis in resource-constrained settings
    • Master's in Public Heath Or MPH or MS/ MA in relevant Degree with 5 to 7 years relevant experience in project-lver or state/national level monitoring and evaluation system implementation for Global Health intiatives 
    • Or BS / BA in Statistics, Pharmacy Microbiology, Monitoring and Evaluation or in relevant Degree with 7 to 9 years relevant experience in project level or state/national level monitoring and evaluation system implementation for Global Health Initiatives

    Attributes:

    • Experience in project development with proven experience in planning and facilitation of training is required
    • Familiarity with the Nigerian public sector health system, donor agencies, NGOs and CBOs are also required

    • Work with the State Director on periodic preparation of Financial Statements and ensure completion of project financials on monthly basis. 
    • Conduct monthly budget/actual analysis to give feedback to State Director every month; prepare and submission of donor specific monthly, quarterly and annual reports. 
    • Review staff and vendor payments to ensure error free transactions and respond to all audit issues related to project financials. Review all transactions posted into donor project books and make corrections where necessary before they are posted for consolidation

    Job Requirements

    • Must possess a First Degree or its equivalent in Accounting or Finance. 
    • Must possess a Master's Degree in Accounting, Business Admin or Finance with a professional certification of ICAN or ACCA

    Attributes:

    • Must possess minimum ten (10) years post NYSC working experience with at least seven (7) years of experience in a bi-lateral or multi lateral agency financed project in the Nigeria (or an African nation)
    • Knowledge and expertise in the field of project preparation, commercial negotiations, financial management, internal controls/systems development, accounting, auditing and reporting 
    • Must be proficient in all aspects of corporate accounting and all pertinent financial standards, rules and regulations relating to good financial management
    • Ability to solve problems, exercising good judgement will be an asset.
