    Job Purpose

    The GBV Program Officer provides broad support to the development, implementation, monitoring, and follow-up of MACI's GBV Program in Borno State.     Admin/ Finance Officer

    Context

    Under the overall guidance of the Head, Project Monitoring Unit (PMU) and the direct supervision of the Project Monitoring Unit Supervisor, the successful candidate will be responsible for working in the areas of financial monitoring, reporting and compliance, budgeting, and administrative functions related to the programmes monitored by the Project Monitoring Unit.

    DUTIES / RESPONSIBILITIES

    • Financial Monitoring, Reporting, and Compliance 
    • Review monthly project transactions, and account codes, and monitor actual expenses against the approved budget.
    •  Monthly review and clean-up of outstanding commitments (purchase requests and purchase orders).
    •  Monthly review on the compliance with recording of capital items including the integrity of depreciation charges.
    • Assist in the preparation of the financial reports.
    •  Creation and set-up of yearly project accounts in the system

    Budgeting

    • Assist in the budget coordination, monitoring, and follow-up at MACI Office.
    • Assist in the review and analysis of annual budget submissions and periodic budget revisions at the MACI office. Coordinate review comments/findings to the office.
    • Assist in the upload of budgets into the system.
    • Assist in monitoring and follow-up of budget submissions for every cycle.

     Other tasks:

    • Initiate and complete project revisions workflow. This includes project revisions by missions and budget updates.
    • Provide necessary guidance and assistance to the MACI office on the project’s projectization practices, project structure compliance, budget, accounting process, and other queries on practices related to the project implementation.
    • Prepare and update the Work Instruction Manual (WIM) for all processes being handled.
    • Other financial and administrative support duties related to the role of the Project Monitoring Unit.
    • Recording, reconciliation, tracking (against projects), and banking of Grants/Contracts.
    • Check, process, and record all payments, administer invoices and expenses claims received, code items to agreed budgets, and action payments.

    Education

    • University degree in Accounting, Business Administration, Finance or related field from an accredited academic institution, with three years of relevant professional experience in the field of accounting, finance, budgeting or management reporting;
    • Completed High School Diploma with four years of relevant professional experience in the field.
    • Preferably a Certified Public Accountant (CPA) or equivalent.

    Experience

    • Sound knowledge of accounting systems, and/or SAP plus generally accepted accounting principles, internal controls and audit/review procedures;

    Education Officer

    Role Purpose

    • The purpose of this role is to support the daily implementation of funded Education projects, with Multi Aid and charity Initiative MACI in partnership with donor organizations

    Dimensions of the Role

    • The post holder will directly implement the project and also document lessons learned support assessments, and monitor and evaluation of the Education in Emergencies components of Multi Aid and Charity Initiative MACI.
    • He/she is responsible for assessment, response analysis, design, and capacity building. The post holder will also contribute towards the capacity building of MACI.

    Accountabilities
    In collaboration with the Project Manager:

    • Support in documenting lessons learned and best practices of the pilot project
    • Support the project Manager, Institutional Capacity Strengthening Manager, and Access to Education Lead in designing the Project Implementation Plans.
    • Ensure the execution of the Project Implementation Plan and work closely with the National implementing partners on the project
    • Will work closely with the National partners in the execution of the Formal, non-formal education component of the project with support from M&E team design a Monitoring plan and simple data collection tools to ensure monitoring and data collection of key project indicators.
    • Will be responsible for the formation, strengthening and training of the Community structures etc.
    • Will play a key role in the mobilization and engagement of the community and stakeholders in the implementation and monitoring of the project

    • Review, assess, and update the education situation in areas affected by the emergency
    • Highlight education issues requiring a response–both immediate (less than 2 months) and medium-term and make recommendations on specific MACI actions required. Ensure core commitments to children are taken into consideration.
    • Ensure key data from assessments could be used as a baseline for program evaluation.  If additional baseline data is required to evaluate children’s learning outcomes, then work with appropriate colleagues to collect this additional information.
    • In collaboration with national and international Education actors, map current institutional response capacities – including conducting an education-specific 5Ws.
    • Support in designing appropriate education interventions based on the outcomes of assessments and the context. Inclusion of quality issues in education and learning outcomes is really important.
    • Ensure that issues of early gender, protection, and conflict sensitivity are factored into the program design.
    • Ensure MACI, Education cluster standards, and INEE Minimum Standards are considered in implementation and documented.
    • Provide regular updates to Education in Emergencies Specialist, on progress, priorities, and constraints – verbally and in writing on an agreed frequency. 
    • Support the implementation of, and represent MACI in, emergency education coordination mechanisms including any relevant cluster.
    • Brief updates and reports on sectoral activities/strategies to donors and other stakeholders.

    Qualification

    • Minimum of a Bachelor's Degree in Education. Experience in the implementation of integrated programs across different thematic areas such as education, child protection, child rights governance, or disaster risk reduction is a must.
    • Minimum of 5 years of relevant working experience Education in Emergencies

    Assistant Education Officer

    Purpose

     The purpose of this role is to support the Education officer with daily implementation of funded Education projects, with Multi Aid and charity Initiative MACI in partnership with donor organizations.

    Duties And Responsibilities:

    •   Organization, delivery, and monitoring of an innovative and inclusive Education and Outreach programme that is integrated with the Visual, Verbal, and Educational Arts Programmes.
    •  Development of enhanced creative community participation within the Arts Centre REPORTS 1. Organize, deliver, fulfil and monitor the Education and Outreach Programme in association with the Exhibition and Education Officers. To facilitate MACI workshops and classes.
    • To initiate creative ideas, devise and deliver suitable workshops for classes for all ages and abilities.
    •   Organize, deliver, fulfill and monitor a network with schools to achieve active involvement and participation in the MACI’s programmes of teachers and pupils within the Maiduguri.
    •  Assist the Education Officers in the development of the School and Community Groups Exhibition Touring Programme.
    •  Build on the existing network of contacts within the voluntary, community, including community groups, colleges, and libraries, to achieve the active involvement and participation of the general public in MACI Outreach programs.
    •   Work with the Education Officer to engage and monitor the performance of facilitators in educational activities to ensure the quality of delivery.
    • Maintain contact with a wide variety of artists and contributors to encourage their involvement with MACI Initiative.
    •  Disseminate information on the Education Programme within the MACI area coverage.

     M & E Officer

    Context

    The Monitoring and Evaluation Officer to support the implementation of the Project in the context of north-eastern Nigeria. The purpose of this role is to provide timely, accurate information on project implementation and ensure that monitoring and evaluation are in line with specific project and donor requirements. The role’s support is to achieve accountability, transparency and programme quality in project locations. The post holder is to ensure that project activities are in line with the Logical Framework and relevant guidelines.

    Dimensions of Role

    • Communicates with the M&E coordinator and across MACI, with Donor and field level implementing partners. The post holder will support the establishment of a systematic Monitoring and Evaluation system.
    • The post holder will interface and support programme team members and programme coordination. The role requires strong facilitation and organizational skills along with the ability to analyses and communicate complex information to all staff, partners and other stakeholders.

    DUTIES /RESPONSIBILITY

    In collaboration with the Field Team, M&E coordinator and other relevant staff, the M&E officer will:

    • Will ensure to be responsible for advocacy mapping.
    • Support the development and implementation of program M&E plans to capture project performance and results, including data reporting, assessments, and all monitoring and evaluation activities
    • Support the development of data flow pattern for project that will ensure timely data collection and reporting
    • Support to ensure that M&E-specific elements of local partner capacity strengthening plans are successfully implemented
    • Report results of M&E activities by providing written documentation about progress toward achieving indicators/targets, as appropriate.
    • Provide leadership at project location level on M&E to ensure the program technical integrity to achieve program goal and corresponding objectives and targets
    • Ensure high-quality implementation, in close collaboration with the Field based team, sector Specialists and the M&E Manager, and consistency in protocols, information and reporting system.

    • Proven expertise in quantitative and qualitative methodologies, research, reporting, data quality assessments, data analysis, and presentation.

    Procurement and Logistic Officer

    Job Purpose

    Prepare procurement documents in line with MACI’s procurement procedures and according to set procurement plan. Check and receive purchase requisitions and initiate the procurement process according to I's procurement regulations.

    DUTIES / RESPONSIBILITIES

    • Check procurement documents (Bid analysis, Purchase orders and Payment documents etc...) and submit to signatories for verifications and approvals.
    • Follow up with supplies and organize for delivery of materials.
    • Conduct regular market surveys to identify suitable and reliable suppliers and service providers
    • Maintain updated vendor data base at area level
    • Update and share the procurement tracker on weekly and monthly basis.
    • Submit invoices from suppliers and the relevant procurement documents to finance attaching a procurement checklist to ensure all required procurement documents have been attached.
    • Contribute to capacity Building of Procurement and non-procurement staff to understand procurement systems and policies.
    • Provide anti-corruption, transparency, and cost-efficiency focus in all procurement processes Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, and quality performance measurement mechanisms.
    • Assists in planning, designing, and implementation of appropriate logistics systems including warehousing and transport capacity, including the establishment of Long-Term Arrangements and frame agreements for e.g. customs clearance, storage, transport, and distribution as might be required.

    Education:

    • Master’s Degree or equivalent in Purchasing and Supply Chain Management, Management and Business/Public Administration or related field.

    Work Experience

    • A minimum of 2 years of relevant experience for a Master's Degree or 4 years of relevant experience for a first-level university degree in procurement management.
    • Experience in procuring requirements of significant complexity and value (experience in procuring infrastructure works would be an advantage);

     GBV Assistant

    Qualification    BA/BSc/HND

     Job Summary

    The Gender-Based Violence (GBV) Assistant will support the GBV Officer to develop quality and timely assistance for the most vulnerable cases; it involves assessing beneficiaries’ identification, supervision of volunteers, and case management. 

    Duties and Responsibilities: 

    • Work in collaboration with GBV Officer to undertake assessments of clients registered for MHPSS services,
    • In accordance with the best-practice and international standards in GBV (Gender-Based Violence) response, provide direct, high-quality, and evidence-based psychosocial support for vulnerable persons of concern and particularly GBV survivors,
    • Conducting the MHPSS-Protection Screening form in the field office,
    • Ensure age-appropriate and tailored recreational and skill-building activities for women and girls in safe and easily accessible spaces,
    • Ensure circulating information between service providers on a local level on MHPSS services of MACI, operation protocols, and vulnerability criteria of cases,
    • Support mapping of local service providers & support the development of memorandums of understanding,
    • Provide group counseling on GBV and relevant topics in the field office,
    • Support case referrals between agencies as needed, follow up the case and close the procedure of the cases.
    • Ensure accurate data entry of all cases received,
    • Prepare an intervention plan including care plan and case summaries for cases following detailed assessment,
    • Identify individual protection cases and case follow up until cases can be considered to be closed,
    • Work with identified individuals and families to develop and implement action plans in accordance with their needs, capacities and goals,
    • Record and make data entry for the assessment care plan follow up information in the database in a timely manner,
    • Accompany cases in the referral places and do necessary home visit, if necessary.
    • File and store GBV data in compliance with the basic required procedures of MACI Filing System,
    • Compile information and report on achievements. Report internally to the Protection Officer on weekly and monthly achievements,

    Required Skills/Qualifications:

    • At least 2 years of relevant professional humanitarian experience with a humanitarian aid organization with focus on psychosocial, community services and protection,
    • Good knowledge and practice of Word, Excel, Outlook, etc.,
    • Exceptional command (written and spoken) of English. Kanuri and Hausa
    • Understanding rights and protection issues of children and women is an advantage,

     GBV Officer

    Context

     

    The GBV Officer will be responsible for the timely and quality delivery of field-level activities with technical support from the Program Officer. She/he will manage the team there and ensure the smooth running of the program in close coordination with other GBV/Protection actors. She/he will ensure that a survivor-centered approach is adhered to and that GBV survivors and other vulnerable women and girls receive prompt and comprehensive services.

    DUTIES / RESPONSIBILITY

    •  GBV Worker will be responsible to provide the day-to-day Management of all GBV cases and including the identification, documentation, development of case plans, and follow-up.
    •  Assessment of survivor needs, developing an action plan, implementing the plan, follow up and case closure processes in line with the GBV standard operating procedure and IASC guidelines.
    • Advocate for more/ better GBV, through Communication, Monitoring, and strategies aimed at achieving results
    • Support individuals or survivors by supporting referral to other service providers (Health, legal counseling, shelter, livelihoods or mental health, etc.)
    •   GBV Worker will liaise directly with other service providers working within the camps communities where the project is implemented and facilitate referrals to other service providers (health including Mental health, Shelter, NFl’s, and or legal providers, etc.
    •   Provide direct support and care for vulnerable for survivors including basic information counseling.
    • Ensure follow-up and case closure processes are in line with the GBV standard operating procedure and IASC guidelines on case management (SOP).
    •  Provide direct age-appropriate support and care to vulnerable persons and survivors that include basic counseling.
    •  Ensure the principle of Do No Harm is observed and upheld in all the engagements Produce monthly data and regular narrative reports of cases managed in collaboration with the line manager and the M&E Officer.
    •   Provide weekly case updates to supervisor (GBV/PSS Officers) including new cases identified, number of referrals, cases closed, and follow-ups.
    •  Submit intake forms, to M&E officers to ensure a proper database of cases and analysis of reported cases.
    • Ensure the principle of safety and confidentiality of beneficiaries’ data is upheld.
    •  Participate in Bi-Weekly supervision meetings with GBV/PSS Officers
    •   Maintain positive coordination and relationship with other partners at the field level
    • Supports PSS officer and project overall in case of any need arising.
    • Facilitate the setting up of an information desk at the women and girls center where adolescents and women of reproductive age can access Sexual Reproductive Health information.
    •  Contribute within the women and girls center to the identification of at-risk girls, boys, and women and ensure proper documentation Support GBV at-risk individuals or survivors by referring them when necessary and in respect of their consent to other service providers (Health, legal counseling, shelter, livelihoods or mental health etc.)
    • Provide direct support and care for vulnerable women and girls (including survivors of gender-based violence) including basic information counseling and
    •   Provide direct age-appropriate support and care to vulnerable adolescents and young women (including survivors of GBV that includes counseling and case management for under 18 years survivors.
    • Ensure Do No Harm analyses are carried out and the humanitarian principles are adhered to.

    Required Knowledge, Skills, Experience, and Qualification

    • Proven experience in similar functions desirable.
    • Experience in GBVIMS and case management
    •  Good knowledge of VAPP ACT law.

    Education

    • Degree in Psychology, Social Sciences, Public Health, Humanitarian Work, Nursing, and any other related course.
    •   Five years and above experience in this field
    • Flexible and willing to work and stay in rural communities especially field-based
    • Attended training on GBV and is aware of protection issues.
    • Good knowledge of VAPP ACT law.

    Language Spoken

    • English, Hausa and Kanuri

    Experience

    • Computer literate especially micro soft work, Microsoft Excel, database, and PowerPoint. Knowledge of other software is an advantage.
    • Willingness and ability to take initiative not only in identifying problems but also in suggesting and implementing solutions.
    • Good interpersonal skills to establish effective working relationships with all staff and key stakeholders externally.
