Under the supervision of the Director, HTS, the Senior Technical Advisor – HTS will provide strategic leadership and technical direction for the planning, implementation, monitoring, and quality assurance of HIV Testing Services (HTS) across all supported states and implementing partners.
S/He will strengthen public health systems by promoting innovative, evidence-based, and client-centered HTS approaches that align with national guidelines and global best practices.
Provide high-level technical guidance for the design and scale-up of HTS interventions in facility and community settings.
Lead the development, dissemination, and implementation of HTS strategies, standard operating procedures (SOPs), and quality improvement tools.
Supervise and mentor Technical Advisors, State Teams, and partner staff to ensure effective coordination and quality implementation of HTS activities.
Support integration of HTS into broader public health service delivery platforms, ensuring seamless linkage to prevention, treatment, and care programs.
Collaborate with national, state, and local government health agencies to strengthen HTS policies, coordination structures, and data systems.
Promote innovative and differentiated testing models, including index testing, HIV self-testing, and community-based testing approaches.
Provide technical input to strengthen data use, surveillance, and performance monitoring for continuous program improvement.
Lead and support capacity-building initiatives for partners and health workers to enhance service quality and sustainability.
Represent the organization in national technical working groups, donor meetings, and other relevant public health forums.
Contribute to the preparation of technical reports, work plans, and proposals to meet donor and organizational requirements.
Minimum Recruitment Standard
A First Degree in Medicine, Medical Laboratory Science, Nursing, Public Health, or any related health field.
A master’s degree in public health, Epidemiology, or a related field is required.
At least ten (10) years of progressive experience in HIV program management, with a minimum of five (5) years in HTS technical leadership or senior advisory roles.
Strong understanding of public health systems, HIV prevention, and service delivery integration.
Experience managing or providing oversight for USAID/CDC-funded projects, with solid knowledge of donor compliance and reporting standards.
Demonstrated skills in leadership, coordination, strategic planning, and stakeholder engagement.
Excellent analytical, presentation, and communication skills.
High level of integrity, accountability, and professional maturity.
Ability to work effectively both independently and as part of a multidisciplinary team.
