Project: Enhancing Community Wellbeing through Climate Smart Agriculture, Lifesaving Food and Nutrition Support, and Locally Led Resilience

Type of Engagement: Short-term Consultancy
The Consultant will be responsible for conducting a comprehensive baseline and endline assessment for the NHF-supported project implemented by FOURCi Nigeria. The assessment will provide evidence-based data to measure project outcomes, evaluate intervention effectiveness, and guide future programming.
The consultant will design and implement appropriate methodologies for data collection, analysis, and reporting in line with humanitarian monitoring and evaluation standards.
Key Responsibilities
The Consultant will:
- Develop a detailed assessment methodology and work plan for the assignment.
- Design appropriate data collection tools and indicators aligned with project objectives.
- Conduct field data collection in targeted communities within MMC and Jere LGAs.
- Ensure ethical data collection practices and maintain confidentiality of respondents.
- Analyze both quantitative and qualitative data gathered during the assessment.
- Prepare and submit an Inception Report outlining methodology, tools, and timelines.
- Produce a Baseline Assessment Report detailing findings and recommendations.
- Conduct an Endline Assessment to measure project impact and progress.
- Submit a Final Report with conclusions, lessons learned, and recommendations for future programming.
- Present findings to FOURCi management and relevant stakeholders when required.
Requirements and Qualifications
The consultant or consulting firm must meet the following requirements:
Educational Qualifications
- Master’s degree in Development Studies, Social Sciences, Statistics, Economics, Monitoring & Evaluation, or a related field.
Professional Experience
- Minimum 5 years of relevant experience conducting baseline, endline, or impact evaluations.
- Proven experience working with NGOs, humanitarian programs, or development projects.
- Experience conducting community-based research or assessments in rural contexts.
Technical Skills
- Strong knowledge of monitoring and evaluation frameworks.
- Experience designing research tools, surveys, and assessment methodologies.
- Proficiency in data analysis and interpretation.
- Strong report writing and documentation skills.
Additional Competencies
- Excellent communication and presentation skills.
- Ability to work independently and deliver within tight deadlines.
- Understanding of climate resilience, agriculture, food security, or community development is an added advantage.
- Familiarity with the humanitarian context in North-East Nigeria is desirable.
