    National Consultant- Immunization Programme Monitoring & Evaluation

    Background

    • Across Africa, millions of children remain unprotected from vaccine-preventable diseases; nearly one in four zero-dose children lives in just a few high-burden countries. Nigeria has the highest burden of zero-dose and under-vaccinated children, and the country is facing its consequences through recurrent outbreaks of vaccine-preventable diseases.
    • UNICEF is uniquely positioned to lead this initiative due to its long-standing mandate, operational reach, and technical capacities in immunization across Africa. To complement Nigeria’s efforts to reduce zero-dose children, UNICEF is committed to and partnering with the National Primary Health Care Development Agency (NPHCDA) towards advancing child survival and health security. This partnership and cooperation have further focused on protecting the most vulnerable children in Nigeria through the intensification of the immunization system. In line with the Immunization Agenda 2030 (IA2030), this partnership will deliver tangible results in the country with the world’s highest zero-dose and under-immunized children in Africa. It will also focus on cholera, measles, polio, and DPT/Penta vaccines. The programme will bridge humanitarian and development efforts, strengthen systems, and give every child a fair chance at survival.
    • By combining targeted vaccine delivery, capacity building, and community engagement, the UNICEF partnership aims to assist the state government to reach over 3 million children with intensification of routine EPI vaccines and outbreak responses. This will be done by directly targeting high-burden zero-dose and under-vaccinated LGAs, periodic intensification of routine immunization (PIRIs), extended mobile and outreach services, child health days, and health campaigns, protecting communities from deadly vaccine-preventable diseases and strengthening national immunization systems.

    How can you make a difference?

    Purpose of the Assignment

    • By leveraging the existing data management structure, the consultant will facilitate and provide technical leadership in strengthening routine immunization data systems across the UNICEF-supported LGAs through the use of Power BI for real-time monthly tracking, development of standardized call-in data tools, data quality review, performance analysis, and prompt feedback for data use for action at the supported states.

    Scope Of Work

    • Under the joint supervision of the UNICEF Health Manager (Immunization) and Health Specialist the consultant will work with the UNICEF Field Offices and State Primary Health Development Boards for the following-
    • Lead routine immunization evidence generation in the 40 targeted LGAs and in the outbreak affected states
    • Develop and manage the line list of health facilities supported by UNICEF and ensure the conduct of planned RI sessions in the facilities
    • Facilitate the collection and analysis of baseline defaulter tracking data
    • Assist the analysis of Vaccine preventable disease outbreak data to determine intervention.
    • Establish linkage with State, LGA M&E focal persons, and the WFP's
    • Organize orientation on the project data management for State and LGA M&E focal persons for the supported states/LGAs

    Deliverables

    • Baseline report evidence of tracking performance, including key gaps and recommendations
    • Updated and validated line list of all UNICEF-supported health facilities.
    • Orientation sessions conducted for State/LGA M&E teams
    • Fully functional Power BI dashboards and Google Sheet–based call-in data tool for RI and PIRI tracking across supported states.
    • Monthly tracking report on planned vs. conducted RI sessions (fixed & outreach)

    Work Assignments Overview

    • Baseline report of 40 LGA coverage analysis and identification of defaulter children, evidencing key gaps and recommendations.
    • Develop, maintain, and manage a comprehensive line list of UNICEF-supported health facilities, ensuring the implementation and monitoring of planned Routine Immunization (RI) sessions.

    Deliverables/Outputs

    • Lead evidence generation across assigned States/ LGAs ensuring the routine collection, analysis, validation, and presentation of high-quality routine immunization, defaulter tracking and PIRI data to inform planning, performance monitoring, and evidence-based decision-making.
    • Maintain a comprehensive line of UNICEF-supported health facilities to track and ensure the implementation of planned Routine Immunization sessions.
    • Deploy the use of power BI and call in data tool (google sheet) for real time data tracking, analysis and feedback of routine immunization (fixed, outreach, defaulter tracking and PIRI.
    • Monthly tracking report on planned vs. conducted RI sessions (fixed & outreach).
    • Outbreak situation analysis, outbreak response immunization data analysis.

    Deliverables/Outputs

    • Enable real-time tracking, analysis, and feedback of routine immunization data including defaulter tracking, demand promotion (ACSM) activities through Power BI, defaulter registers and Google Sheets dashboards.
    • Monthly tracking report available.
    • Outbreak response report available.
    • Organize and facilitate orientation on the project data management for State and LGA M&E focal persons for the supported states/LGAs
    • Coordinate and support the systematic collection, collation, and analysis of baseline defaulter tracking data across supported LGAs and establish and maintain functional linkage with State and LGA M&E focal persons and Ward Focal Persons (WFPs) to strengthen data flow, reporting, and performance monitoring.
    • Monthly tracking report on planned vs. conducted RI sessions (fixed & outreach). Monthly demand generation interventions report prepared.
    • Outbreak situation analysis, outbreak response immunization data analysis.

    Deliverables/Outputs

    • Strengthen data quality, reporting compliance, and data use for decision-making.
    • Produce Comprehensive baseline defaulter tracking data and analytical report and ensure continuous data sharing, feedback, and performance improvement with Stat.
    • Monthly tracking report available.
    • Outbreak response report available.

    Minimum Requirements

    • An advanced university degree in one of the following fields is required: Social Science, Demography, Computer Science, Geographic Information Systems, Statistics, Epidemiology, Health Education, or a relevant field.
    • Eight years of relevant professional work experience with field work experience in Nigeria.
    • Must have Background/familiarity with data analytics and complex information management.
    • Experience In Complex And Large-scale Data Management
    • Familiarity with different data analytics and visualization, and practical experience in the development of real monitoring dashboards using BI applications and other mobile application platforms like ODK.
    • Excellent communication & presentation skills (written & verbal) across multiple audiences with the ability to influence others while working in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
    • High motivation, and dedication to deliver results within strict timeframes.
    • Experience in overseeing large, decentralized teams
    • Language Requirements: Fluency in English is required. Knowledge of any of the three major local language is an advantage. Knowledge of another UN language an asset.
