    Senior Program Specialist, Governance and Strategies - Malaria and Neglected Tropical Diseases

    MACEPA seeks to recruit a Senior Program Specialist, Governance and Strategies to work with Nigeria’s National Malaria Elimination Program (NMEP) to facilitate the development of data-driven national strategic plans that incorporate sub-nationally targeted interventions, are country-led and aligned with other existing national plans. The successful applicant will work with the NMEP, donors, partners, as well as with the Nigeria and global MACEPA teams to implement tools to facilitate and optimize the process of developing national and sub-national plans, including microplanning and budgeting tools to develop costed operational plans. In addition, s/he will work with the NMEP and partners to support the development of funding requests that are developed according to defined timelines and are informed by relevant strategic objectives and midterm review recommendations, consider stratification and modeling outputs and maximize the impact of interventions within allocated budget envelopes. Additionally, the Senior Program Specialist, Governance and Strategies will develop or update private-sector engagement roadmaps to address challenges and support the NMEP in achieving universal coverage of malaria case management. Finally, s/he will support the development of business cases to provide evidence and success stories to build business cases for specific interventions that are under-resourced and advocate for resource mobilization, targeting new donors. The role will report to the Senior Technical Program Manager in Nigeria.

    Responsibilities:

    • In collaboration with local and global MACEPA teams, the NMEP and partners, facilitate the implementation of management tools to facilitate national and sub-national malaria planning, including national strategic plans and costed operational plans.
    • Work with MACEPA teams, the NMEP, and partners to implement roadmaps to ensure activities leading to Global Fund funding requests are planned out in advance, tracked, and carried out according to defined timelines, including helping to identify key programmatic bottlenecks and efficiency “pivots”, malaria program reviews and NSP development.
    • Contribute to private sector engagement roadmaps to ensure private sector providers are adequately engaged to address challenges and support the NMEP in achieving universal coverage of malaria case management.
    • Contribute to the assessment of existing policy frameworks to identify gaps to new tool introduction, and work with NMPs and MOHs to implement required policy changes.
    • Support consultative meetings with malaria stakeholders at all levels of the health system to share and discuss achievements, opportunities, and challenges.
    • Draft key documents, reports, presentations, and other communications materials for a variety of purposes and audiences, summarizing developments and recommendations for program areas and partners.
    • Support the project’s Governance and Strategies workplan, and associated implementation, monitoring, and control processes to facilitate accomplishment of its outputs.

    Required skills and experience:

    • Master's degree in public health, science or medicine, business administration, public policy, or equivalent degree required.
    • Experience working with ministries of health, donors, NGOs, and the private sector on infectious disease programming.
    • Excellent interpersonal and diplomatic skills with ability to interact with diverse colleagues and partners, including with government representatives.
    • Strong organizational, collaborative skills, prioritization and workload management skills.
    • Fluency in spoken and written English.
    • Willingness and ability to travel internationally as requested.
    • Must have legal authorization to work in Abuja, Nigeria.
