Objectives:
The main objective of this approach is to provide self-directed, flexible cash support to GBV survivors, enabling them to meet their multiple basic needs according to their own priorities and preferences. This support is designed to promote dignity, autonomy, and empowerment, ensuring survivors can decide for themselves how best to rebuild their lives.

Scope of Work:
Expected Deliverables:
The total contract period for the financial services provider (FSP), will be 43 payable working days from the contract signature. Within this timeframe, the following deliverables are to be completed as per the tentative timetable below:

Reporting:
The contract will be supervised by the NCA programs, Finance and MEAL team in line with NCA policy, The program managers will support during the activity meeting with NCA projects main stockholders and mores knowledges on the project.

Evaluation Criteria:
The technical evaluation will be considered in accordance with the following information:
Technical Proposal: 70 points
Overall Response (10 points):
Company and key personnel (20 points):
Proposed Methodology, Approach and System (40 point):
Quality of the proposed approach and methodology.
Note: The Financial Proposals will be opened only to the companies considered technically approved (range between 50 to 70 points).
Financial Proposal (30 points)
The Financial Proposal will be opened and tabulated within the Technical Proposal and the final range will be provided.
Submissions must Include:

Payment Schedule:
Payments will be executed upon approval of the submitted and completed deliverables in the agreed work plan and reviewed services completed by NCA programs, finance and MEAL team. An invoice and proof of satisfactory completion of the respective agreed deliverables must also be submitted. Payment is made against approved deliverables. No advance payment is allowed unless in exceptional circumstances against bank guarantee, subject to a maximum of 30 per cent of the total contract value.
Recourse:
NCA reserves the right to withhold all or a portion of payment if services provided is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines. Performance indicators against which the satisfactory conclusion of this contract will be assessed include timeliness/quality of services and responsiveness to NCA and counterpart feedback.
