Apply National and International maritime regulation and flag requirements.
Prepare Crew competence/matrix.
Check record and update all Offshore personnel data/ Crew Personnel Files in compliance with regulations.
Plan and organize crew changes (visas, travels and all logistics issues)
Liaise with seafarers, vessels and affiliates.
Identify training needs and contribute to the training plan building and implementation.
Ensure that Offshore personnel of the vessels he/she is in charge are properly assessed both on performance and competences register records and use it for training, promotion.

Qualifications, Skills and Experiences
University Degree / Higher National Diploma in a Science or Social Science Discipline
Added certifications in a function related course or discipline is an added advantage.
