The Supporting Sustainable Social Protection, Participation and Economic Resilience in Northeast Nigeria - Supporting Sustainable and Innovative Social Protection Programmes (SEPIN-SUSI) Programme, implemented by Deustsche Gesellschaft fur Internationale Zusammennarbeit (GIZ) and co-funded by the European Union (EU) and German Federal Ministry for Economic Cooperation and Development BMZ, aims to reduce poverty and hunger in Adamawa and Borno States, Northeast Nigeria. The project aims to reduce poverty and hunger among vulnerable communities in Adamawa and Borno States in Northeast Nigeria, particularly returnees, IDPs, and host communities through supporting the strengthening of government social protection systems, contributing to poverty reduction and building resilience including promoting economic and social participation of poor and vulnerable households, with a particular focus on women and girls in communities affected by climate change. The project includes system strengthening, capacity building for government management, and direct support to vulnerable beneficiaries through an innovative social protection programme. SEPIN-SUSI operates at the Local Government Area (LGA) and State levels to benefit target groups through Community Development Planning (CDP), strengthening relationships among communities, local leaders, government, and civil society.
The development of a comprehensive and integrated M&E Strategy is therefore critical to harmonise existing frameworks, clarify institutional roles, standardise indicators and reporting mechanisms, and strengthen data governance across Social Protection (SP) implementing ministries, departments and agencies (MDAs) in Adamawa and Borno states. A structured strategy will enhance transparency, improve programme effectiveness, support adaptive management, and position the states to better align with national priorities and development partner requirements. Ultimately, the consultancy will provide the foundation for a coherent, results-based system that strengthens institutional capacity and promotes sustainable social protection outcomes and contributes to the strengthening and institutionalization of social protection.
ACF Nigeria therefore seeks to engage a qualified consultant to develop a comprehensive and harmonized Framework for social protection programmes in Borno and Adamawa States, aligned with national standards and integrated into existing MIS platforms. The purpose of this consultancy is to design a comprehensive framework that will guide planning, monitoring, evaluation, learning, and reporting of social protection interventions across lead government agencies in Borno and Adamawa States.
