    How can you make a difference?

    • Within the limits of delegated authority, under direct supervision of the Representative, the staff member will:
    • Provide planning, coordination, management and monitoring support to the Office of the Representative by following up on key corporate responsibilities;
    • Support the Representative, members of the Senior Management Team (SMT) including Programme Coordination, Operations and Field Operations, and the Country Management Team in the monitoring of key programmatic and management processes and results and support the efficient and effective functioning of the Nigeria Country Office. Ensure the effective functioning of the office of the Representative;
    • Efficiently manages the high volume work of the Representatives office and other SMT members by proactively and strategically establishing priorities, monitoring and tracking priority actions and key decisions, and coordinating and guiding the work of others. Coordinates the Representatives activities, with a view to striking the right balance among competing demands and priorities;
    • Maintain efficient and smooth liaison with the Regional Office (RO) and Headquarters (HQ) and keep them timely informed of issues under the responsibility of the Representative. Coordinate actions and liaise with the Resident and Humanitarian Coordinators Office and other UN agencies when needed.

    Job Responsibilities

    • In close consultation with section and field office chiefs, undertake and/or coordinate research and consultations to prepare substantive position papers, documentation on programmes, etc. to situate UNICEFs work in the country. Summarize and analyze information obtained and when necessary clarifies information from technical focal points.
    • Support the representative in the review, oversight and support towards the implementation of UNICEF overall programmes, advocacy and outreach.
    • Coordinates the Representatives office in all critical aspects of work in close collaboration with the Deputy Representative and the Chief of Operations and Chief of Field Operations. Develops, introduces and maintains work flows and tools to streamline the high volume of work of the representatives office and to enable proactive and strategic identification of priority actions. Prioritize issues for the representative including planning, coordination and quality assurance.
    • Keep abreast of the main issues facing the Nigeria country office, identify internal and external issues that require the Representative's attention, and assist in formulating options as to how those matters might be handled. Ensure appropriate follow-up as directed. Maintain records and track the status of the Representatives action items.
    • Secretariat and coordinator of the SMT and Country Office Management Team (CMT), responsible for monitoring of actions and the follow-up mechanisms. Participate in meetings with task teams and external visitors as requested by the representative. Prepare summaries, conclusions and action points on such meetings, as requested. Coordinates and /or monitors follow-up actions.
    • Oversee and ensure the smooth flow of relevant information within the office of Representative and to RO and HQ through daily consultations with the Representative.
    • Ensure timely preparation of substantive materials in consultation with relevant sections and field offices, including background papers, speeches and briefing notes for meetings with Governments, senior UN Agency and NGO personnel, the diplomatic corps, as well as internal, inter-agency and donor meetings and missions, participate in such travel and meetings as required, reporting on outcomes and following up on actions decided, within given deadlines. Request, collate and consolidate inputs for relevant reports and briefing notes. Organize and draft responses and provide editorial and substantive input as necessary in correspondence submitted for the signature of the Representative. Finalize and provide quality assurance.
    • Support the development, effective and efficient implementation and monitoring of the Country Programme Management Plan and Annual Management Plan. Assist the Representative and other Senior Managers in ensuring that the office complies with the preparation and implementation of key internal management documents and exercises, such as the CPMP, AMPs, PBR, and Management Retreats.

    Education
    To qualify as an advocate for every child you will have:

    • An advanced University degree in one of the following fields is required:  Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field.
    • A first university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of an advanced university degree.

    Experience

    • A minimum of five years of relevant professional work experience in either programme management, planning, monitoring or evaluation is required.
    • Developing country work experience is highly desirable.

    Language Requirements:

    • Fluency in English is required.  Knowledge of another official UN language or local language of the duty station is considered as an asset.

    How can you make a difference?

    • Under the guidance of the Chief of Field Office the incumbent is responsible for leading, managing and coordinating the development of strategies and initiatives to maximize the role and influence of the private sector in advocacy for children's rights; deepen organizational collaboration with key stakeholders; and provide an interface for environmental scanning, knowledge exchange, resource mobilization, and policy influence.
    • S/He may also serve as a focal point and resource for colleagues on specific thematic areas of strategic relevance for partnership development. The key result is to ensure greater visibility for UNICEF in Nigeria amongst the public and private sectors, and influence in support of its mission.
    • As the position is Lagos-based, the CAP Manager will also oversee and guide communications with media in Lagos.

    Summary of Key Functions/Accountabilities

    • Seeks and promotes new partnerships and resource mobilization, working with UNICEF colleagues to identify partnership and resource mobilization needs and broker resource mobilization agreements to meet those needs.
    • Receives and screens inquiries from potential collaborators and facilitates communication with appropriate UNICEF staff.
    • Scans and scouts external environment within designated partnership area for opportunities and risks and shares information in a timely fashion with relevant UNICEF staff.
    • Provides strategic, logistical and programmatic support to senior management and other UNICEF staff in corporate engagement and interaction with partners.
    • Develops and maintains deep knowledge and familiarity with current and prospective partners and relevant stakeholders, contributing to a database of key contacts and to UNICEFs base of knowledge on partnership and resource mobilization.
    • Expands UNICEFs network of key interlocutors to build stronger relationships between UNICEF and governments, other key-decision makers, regional development institutions, foundations, the private sector, international financial institutions and/or relevant constituencies.
    • Develops and implements annual partnership engagement and resource mobilization plans.
    • Acts as focal point for identification and pursuit of opportunities for outreach, engagement, policy influence and collaboration, including on how to anticipate and respond to partners concerns and priorities, ensure that UNICEFs interests, perspectives, and knowledge are taken into account in relevant policy and institutional processes, and ensure that they are fully aware of UNICEFs perspectives, policies, priorities and capabilities.
    • Contribute to the development and management of initiatives for high-level outreach, including for UNICEFs Senior Management.
    • Contributes to the development of new partnership and resource mobilization practices and approaches by formulating recommendations for action based on on-going monitoring, analyzing current trends within designated partners and formulating recommendations for strategy approaches and message development.
    • Contributes to strategies for engagement and the development of communications products to enhance UNICEFs visibility and influence with existing and prospective partners and key stakeholders by providing analysis of the current environment and trends and formulating recommendations for strategy approaches and message development.
    • Works closely with UNICEFs colleagues to ensure that policy advocacy and outreach is strongly grounded in the experience and insights of the programmes that UNICEFs supports. Contributes written inputs for communications instruments that best inform and influence decision makers.
    • Manages media relations with media based in Lagos, overseeing work of the Communications Specialist.
    • Performs other related duties as assigned by the supervisor to ensure the success of the team, including guiding, training, and coaching short-term staff, including interns and consultants, as needed.

    Education
    To qualify as an advocate for every child you will have:

    • An advanced university degree is required in Communications, Marketing, International Development, Public Affairs, International Relations, Political Science or other related field

    Experience

    • At least five (8) years of progressively responsible professional experience in external relations, liaison and/or any resource-mobilization related activities, preferably in an international organization is required.

    Language Requirements:

    • Fluency in English is required with knowledge of another UN language considered as an asset.
