    Safety and Security Officer

    JOB SUMMARY:

    The Netherlands Ministry of Foreign Affairs funded Catalyzing Strengthened Policy Action for Healthy Diets and Resilience (CASCADE) project aims to improve food security and contribute to the reduction of malnutrition of women of reproductive age and women under the age of 5 years. The CASCADE project, implemented in a consortium with the Global Alliance for Improved Nutrition (GAIN) will achieve this goal by 1) increasing access to and consumption of healthy diets amongst household members particularly women of reproductive age and children under 5years. 2) increasing resilience to economic and climate change-related shocks and stressors of household members particularly women of reproductive age and children under five years. 

    The role of the Safety and Security Officer (SSO) is focused on the continuous implementation of safety and Security strategies and protocols in order to ensure a high level of safety and wellbeing for all CARE International staff based in field location. The SSO will maintain a high level of contextual awareness of his/her operating area and strong coordination with Program and Program support teams at the field level.  He/ She will promote a strong Safety and Security culture at their field office(s) through continuous trainings and collaborative security assessments with all field-based staff. The SSO will serve as the Safety and Security Unit (SSU) representative at field level and serve, when required as the Safety unit representative on the Field Crisis Management Team. The SSO will report directly to the Safety and Security Manager and will be an integral part of the Safety and Security Unit.

    JOB RESPONSIBILITIES: 

    Job Responsibility #1: Context understanding and Analysis

    • Analyze the parameters of the working environment by assessing the nature of the threats and CARE vulnerabilities in relation to the emergency situation.
    • Collect the necessary data and information to develop a comprehensive risk assessment.
    • Monitor political, social, economic, and military situation and identify trends relevant to security situation.

    Job Responsibility #2: Safety and Security Risk Management

     Prevention:

    • Contribute to develop a safety and security culture within the mission by addressing and helping staff to address safety and security related issues.
    • Ensure that security planning becomes an integral part of day-to-day operations and is integrated into the development of future programs.
    • Assist with the strategic and operational analysis and assessments, and with the refinement of program strategies.
    • Ensure that the Field Level Security Plans and associated documents are kept up to date and reviewed regularly.
    • Perform security risk assessments or evaluation missions to the field and regularly review safety and security procedures.
    • Ensure the CO is meeting minimum standards and complying with policies and procedures.
    • Maintain physical safety standards as established by the Safety unit for CARE office and guesthouse at Field level.
    • Organise and circulate relevant safety and security information to the staff and provide an opportunity for employees to voice Safety and/or Security-related concerns.
    • Supervise and enforce compliance safety and security standards and procedures.
    • Ensure that all incoming visitors receive a security briefing and information

    Reaction:

    • Ensure that an administrative structure is put in place to effectively deal with crisis management
    • Train staff on the CO established contingency measures and ensure they know how to react.

    Job Responsibility #3: Liaison, Networking and Analysis

    • Brief, manage and liaise on daily basis with the contracted guarding services to ensure the guard force is aware of CARE standards and can effectively provide for the safety of CARE compound/staff and assets.
    • Liaise with government, Army, Police, SSS (State Security Services), Local Heads and other key external stakeholders to ensure that CARE staff can maintain regular and safe access to program areas.
    • Represent CARE International and coordinate amongst all actors (state, military, UN, NGO, etc) on all matters pertaining to safety and security.
    • Review periodically past experiences and practices and propose improvements based on analytical judgment

    Job Responsibility #4: Incident Reporting and Management

    • Train staff on the incident reporting form and procedures.
    • Ensure timely and accurate reporting of safety and security incidents.
    • During any critical incident or crises serve as the Safety and Security unit representation on the Field Level Crisis Management Team (F-CMT).
    • Ensure that all Field Level Crisis management plans are kept up to date and reviewed regularly.

    Job Responsibility #5: Training and Capacity Building

    • Coordinate training in safety and security ensuring that staff have the necessary equipment (fire extinguishers, first aid, communications means such as VHF radios, Walkie-talkie, Satellite phone..) and are trained accordingly.
    • Ensure all staff understand and fulfil individual and collective responsibilities for safety and security.
    • Ensure that the contracted guard force maintains a high standard of guarding for CARE office and residence, and when required take corrective action in coordination with the Guard force management.

    Resource Mobilization                                                                               

    • Contribute to CARE’s resource mobilization efforts

    QUALIFICATION, SKILLS AND EXPERIENCE:
     

    Required:

    • Minimum of First degree in a field related to Humanitarian Work or Risk Management.
    • A Minimum of 3 - 5 years of demonstrative experience in INGO/NGO or UN field (operations) with at least 2 years of field safety management experience included.
    • Competent and literate in English, verbal and written, with a sound knowledge of technical expressions.
    • Competent and literate in local language of the assigned location(s), verbal and written, with a sound knowledge of technical expressions.
    • Sound judgment and the ability to work effectively with others at all levels
    • Strong assessment, evaluation, analysis and strategic planning skills.
    • IT literate, MS – Word, Excel and PowerPoint
    • Qualifications and / or experience in professional security related fields
    • Ability to teach basic personal safety and security awareness

    Admin and Logistics Officer

    JOB SUMMARY:

    The Officer will handle contracting, transport, shipping, requisitions, inventory, and other Admin and logistics tasks and provides support to field-offices’ and projects’ administration on logistics related matters. The incumbent is expected to deal with customers with maturity, tact and diplomacy. The core areas of performance for this position are: Customer orientation, Quality and timeliness of support provided,  Observance of policies and procedures, effective relationship management with Communication and interpersonal skills.

    JOB RESPONSIBILITIES: 

     Job Responsibility #1: Fleet Management and Warehousing

    • Demonstrate the effectiveness of the fleet management by boosting efficiency, enhancing productivity, controlling costs to guiding the CO towards successful decisions.
    • Provide regular submission of logistics and assets, in particular fleet management reports and generator reports.
    • Support inventory management of all expendable and non-expendable items under the projects. Initiate regular warehouse physical inventory counting and prepare reports on it
    • Initiate verification, maintenance, monitoring and write-off/disposal as may be appropriate in compliance with established rules and procedures.
    • Initiate customs clearance of imported supplies, materials, equipment and/or vehicles for all CARE’S assets held by projects.
    • Support function of warehousing within CARE operations and produce official release and receiving documents.
    • Support CARE logistics and procurement function and assist with planning and goods deliveries, and provide information on the status of requests and the availability of items in the CARE supply chain system.
    • Monitor receive and release supplies based on received authorizing documentation. Verify quantities and quality (including packing) according to goods receipt document, packing lists, waybills, pre-delivery inspection reports or purchase orders and report discrepancies if any.
    • Ensure that all stored materials are clearly marked with stock bins with PO/SO references and quantities per pallet/section & stored in a safe & appropriate manner. Ensure easy movement, ventilation, maintenance and systematic arrangement of stock.
    • Monitor the quantity and quality of the stored supplies and report on irregularities, if any, in relation to storage, receipt or dispatch & security of the warehouses.
    • Maintain records and ensure appropriate filing for all documentation related to movements in and out as well as monthly warehouse stock taking reports.
    • Perform monthly physical inventory checks, provide monthly stock reports and data on receipts/releases, and immediately report on any variance. Assist in regular/random physical stock taking in the warehouse.
    • Develop plans for capacity building of warehouse staff.

    Job Responsibility #2: Ensure effective assets management 

    • Ensure that relevant tools are in place for inventory
    • Ensure that the field Office assets are tagged and properly kept (including individual lists of office equipment).
    • Ensure that inventories are made in all offices at least once a year.
    • Ensure that inventory documentation is kept up to date in all offices.
    • Coordinate and ensure that the reconciliation of all offices and partners' inventories is done with databases.
    • Produce annual inventory and reconciliation report to management.
    • Monitor life-cycle/shelf-life of assets and equipment.
    • Monitor all sub-equipment accounts to ensure there is no waste, fraud or misuse of equipment or materials and that surplus or excessive stocks of equipment are not being held.

    Job Responsibility #3: Ensure effective vehicle repairs and maintenance

    • Analyze data on vehicle use and cost, submit a monthly report to the Operations Manager on a monthly, weekly or as and when required for management. 
    • Provide adequate information on fleet with appropriate recommendations for maintenance and renewal of the fleet.
    • Ensure that new vehicles are correctly registered, insured, etc. and initiate the process of renewal of documentation as required.
    • Keep a record of annual fleet renewal documentation and process renewals accordingly.
    • Manage the allocation and movement of vehicles at the country office.
    • Ensure the country office and vendors vehicles have safety equipment needed such as first aid boxes, fire extinguishers etc.
    • Effectively maintain strict adherence to CARE policies on travels, including wearing seat belts, speed limits and ensure drivers have regular training in this area.
    • Maintain an overall chart and individual vehicle and generate files showing maintenance schedules, data of insurance renewals, road worthiness certificates, ECOWAS brown cards, etc.

    Job Responsibility #4: Staff Management (Human Resource Support)

    • Provide overall Human Resource support to the field office in collaboration with the Head of People and culture.
    • Ensure the proper implementation of CARE's performance management process (from objective setting to the periodic reviews and feedback sessions).
    • Lead on all staff recruitment process working with the recruiting managers to ensure all recruitment process are adequately adhered to.
    • Identify necessary staff development and career development opportunities for direct reports.
    • Ensure levels of authority and responsibility are clearly defined, understood, and followed by direct reports.
    • Maintain and monitor the annual leave plan for staff in the field office
    • Serve as the focal point for all Human resource related queries and conflict management/resolutions etc.

    Resource Mobilization

    Other Responsibilities as Assigned

    QUALIFICATION, SKILLS AND EXPERIENCE:

    Required;

    • University degree in Administration in Supply Chain Management or Business Management, or equivalent.
    • At least three (3) years’ experience supporting or leading Admin and Logistics in a similar organization.
    • Excellent and demonstrable experience in admin and logistics management.
    • Demonstrable experience in office management and staff coordination.
    • Capacity to build and maintain relationships and to work effectively in a multicultural and multi-ethnic environment respecting diversity.
    • Highly developed interpersonal and communication skills including good listening skills, influencing, negotiation and coaching
    • Experience with Microsoft Word, Excel, Power Point and Outlook
    • Experience in warehousing and stock management processes.
    • Knowledge of safety standards and safety equipment (e.g. fire extinguishers, safety devices, etc.)
    • Knowledge and ability to use VHF radio, Satellite phone, email, telephone and other applications.
    • Familiarity with donor rules and rules and regulations (EU, USAID, ECHO, CIDA, etc...)

    Driver

    JOB SUMMARY:

    The role will provide efficient and safe transportation to CARE Staff and responsible for safe driving of CARE International vehicle for the conveyance of staff and Assets. The Driver will ensure cleaning, proper maintenance of vehicles in compliance with the Driver’s Handbook and safe driving standards, ensuring the vehicle is fueled in time for trips and the proper management of the fuel supply and maintenance for the assigned vehicle, this will all be done in accordance with CARE International policies and procedures. The core areas of performance for this position are: Customer orientation, quality and timeliness of support provided, Observance of policies and procedures and effective management of relationships.

    JOB RESPONSIBILITIES:

    Job Responsibility #1: Driving and Vehicle Maintenance

    • Maintain vehicle log and fuel consumption documentation.
    • Prepare daily vehicle usage report, including trip use, mileage and fuel consumption.
    • Providing weekly usage report of vehicles including total mileage, fuel consumption and expenditure.
    • Maintain valid drivers’ license.
    • Organize the transport of supplies directly to CARE designated location for use.
    • Complete the logbook for everyday trips and complete the fuel log sheet for any fuel purchases.
    • In consultation with the Logistics Officer Office, comply with vehicle allocation for staff.
    • Keep the vehicle documentation up to date.
    • Update the whiteboard once the movement plan is approved.
    • Keep track of vehicle repairs ‘and servicing.

    Job Responsibility #2: Control of vehicles 

    • Ensure that all vehicle journeys are authorized in advance by the Line manager.
    • Ensure that all vehicle journeys are recorded in the logbook at the start and completion of journey, and sign by passenger appropriately
    • Ensure that keys and vehicle documents are kept in secure place when the vehicle is not in use.
    • Ensure that all passengers wear seats belts before driving the vehicle.
    • Ensure that a waiver is filled and approved when carrying non CARE staff on project vehicle.
    • Ensure that the Line Manager is immediately informed of any accidents/incidents and that the accident is reported to the police as appropriate and as soon as possible.
    • Ensure that the vehicle is insured and in the event of an accident, make certain that proper procedures for insurance claims are followed.
    • Ensure vehicle use policies and procedures are maintained
    • Report on all near misses.

    Job Responsibility #3: Vehicles check

    • Check the vehicle prior to its use every morning, fill the checklist and file it.
    • Check on taking over a vehicle and ensure that the items listed on the vehicle checklist and in the vehicles tools and materials inventory are present and in functioning order.
    • Check level of motor oil, water, tyre pressure, battery water and brakes to ensure that all are up to the standards required before any journey commences.
    • The driver is to check for vehicle defects and damage to the vehicle and ensure that he/she reports them to his/her line manager promptly.
    • Report and supervise all maintenance and repair needs of assigned vehicle.
    • Check communication equipment and maintains communication while in the field with base (SSFP)

    Job Responsibility #4: Cleanliness, Visibility and others

    • The driver is responsible for ensuring that the vehicle is kept clean on the outside and inside at all times.
    • He/She is to ensure CARE visibility protocols are adhered to at all times.
    • Follow and abide by traffic rules, regulations, driver safety manual and any other instructions given by supervisor.
    • Maintain all vehicle safety equipment, as per vehicle safety kit, in liaison with the Logistics Officer- including first aid kit, communication equipment and fire extinguisher, COVID-19 Kits.
    • Work after duty hours or holidays/weekends as and when required and in prior notice from the line manager.
    • Escalate complaints and feedback of a serious nature to program support officer and field office child safeguarding focal point.

    Resource Mobilization

    • Contribute to CARE’s resource mobilization efforts

    Other Responsibilities as Assigned             

    QUALIFICATION, SKILLS AND EXPERIENCE:

    Required:

    • Completion of Secondary school education. Formal drivers training with a valid driver’s license/certification to operate assigned vehicle following local rules and regulations.
    • Three or more years of work experience as a Driver preferably in an international organization, NGOs or any humanitarian organization with a demonstrated safe driving record.
    • Experience in driving a variety of makes and models of vehicles, including vans, trucks and other kinds of motorized vehicles.
    • Experience in defensive driving is desirable
    • English is a must and knowledge of local language is advantage.

    Skills and Knowledge:

    • Knowledge of driving rules and regulations, chauffeur protocol and courtesies, local roads/waterways and conditions, and security issues.
    • Good understanding of transport services and ability to coordinate routes and schedules at night.
    • Knowledge of driving/boat operating rules and regulations whichever applicable.
    • Knowledge of safety standards and safety equipment (e.g. fire extinguishers, buoyant wearable safety devices, etc.)
    • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
    • Ability to assess vehicles for mechanical fitness and skills in minor vehicle repairs.
    • Knowledge of the vehicle loading capacity and other parameters.
    • Knowledge and ability to use radio, email, telephone and other applications.
    • Basic skills to assist in case of emergency, knowledge of first aid basic methods
    • Ability to demonstrate a client-oriented approach, high sense of responsibility, courtesy and tact.
