    Office Aide

    Role Overview

    • Under the supervision of the direct line manager, the incumbent shall be responsible for the daily recording through SAP ECM Module, scanning, photocopying, and dispatching of correspondences coming into or emanating from the Directorate. 
    • S/he shall perform the daily update of the Directorate’s database and assist the Office Manager in the preparation of pre-meetings/workshops activities.

    Role & Responsibilities

    • Record all incoming mail and outgoing mail.
    • Dispatch documents and mail.
    • Update the manual and electronic filing systems.
    • Manage and prepare weekly monthly summary charts/reports of the staff attendance register.
    • Print, photocopy, and arrange documents in the preparation of Workshops and Meetings.
    • Update the Directorate’s staff leave roster.

    Academic Qualification and Experience

    • West African School Certificate or equivalent certificate.
    • Two (2) years of demonstrated experience working in an office as an intern, entry level office worker or receptionist.

    Office Manager (Bilingual Secretary)

    Role Overview

    Junior Accountant- Disbursements

    Role Overview

    • Under the supervision of the Accountant, Disbursement, the incumbent has a responsibility for the execution of the financial policies and regulations in the area of production of financial statements including income and expenditure statements, balance sheets and other reports as may be required by IPSAS and Financial Regulation
    • Ensure all ledger reconciliations and maintain an updated record of all accounts.

    Role and Responsibilities

    • Prepare and process payments checks, electronic transfers for invoices, vendor claims, and employee expense reports
    • Pre audit expense claims, verify invoices for accuracy, ensure proper authorization, and code financial data
    • Update and maintain accurate financial records, including accounts payable, cash disbursements, and general ledgers
    • Reconcile bank statements, petty cash, and vendor statements to ensure accuracy
    • Assist in month end closing, prepare reports, and assist with tax payments eg VAT, Withholding Tax
    • Review and process invoices, employee expense claims, and vendor payments
    • Coordinate with internal teams, vendors, and banks to facilitate bank transfers, check issuances, and payroll disbursements
    • Reconcile cash disbursement accounts, bank statements, and general ledger GL accounts to identify and resolve discrepancies
    • Maintain accurate payment logs, filing systems, and proper archiving of financial and contractual documentation for audit trails
    • Ensure all disbursements comply with internal and statutory tax regulations like VAT or withholding tax

    Academic Qualification and Experience

    • Bachelor’s degree or equivalent in Accounting or Finance from a recognized university
    • 2 years relevant work experience in accounting, finance, administration, budgeting, business administration, or related area is required
    • Familiarity with administrative and financial policies and procedures with a basic practical understanding of broad theories, concepts and approaches
    • Ability to provide support services in collecting and analyzing data for anomalies, trends, errors, and answers using various methods and techniques.

    • Under  the supervisor of the Vice-President, the position develops and execute strategies to build relationships with other ECOWAS Institutions.

    Litigation Officer

    Role Overview

    • Under the supervision of the Principal Officer Litigation and Internal Matters, the Litigation Officer will undertake legal advisory and dispute resolution roles and responsibilities as follows

    Role and Responsibilities

    • Prepare legal opinions and advise on next steps in respect of internal and external claims
    • Carry out thorough investigations with a view to gathering facts, other information and documents required for prosecution or defense of matters involving the Commission, its agencies and special representative offices

    • Assist in the implementation of mechanisms for updating Management of progress in respect of litigation and ADR

    • Assist in ensuring the implementation of court decisions and the awards or outcomes of arbitration or ADR proceedings
    • Perform any other task assigned by his or her supervisor

    Academic Qualification and Experience

    • Bachelor’s degree or equivalent in Law, with a specialization in International, Administrative or Commercial law from a recognized university
    • 5 years progressively practice experience as a lawyer in the legal office of an intergovernmental organization or government
    • Knowledge and understanding of theories, concepts and approaches relevant to international law
    • Knowledge and understanding of international law theories, concepts and approaches relevant to organized crime, illicit trafficking, drug demand reduction and related areas
    • Knowledge of relevant regulations and rules of international organizations, as well as of applicable jurisprudence legal and administrative expertise to analyze a diverse range of issues and problems in the context of the disciplinary process, and to develop innovative and creative solutions and to litigate employment related matters

    Registrar, Judicial Certified Translation and Interpretation

    Role Overview

    • Under the supervision of the Deputy Chief Registrar, the Registrar Judicial Certified Translation and Interpretation shall be responsible for the coordination, supervision, monitoring and of the activities of the   udicial Certified Translation and Interpretation Division. 
    • S/he shall ensure efficient  interpretation, translation and  revision of all administrative and legal documents relating to the work of the court.  S/he shall provide direct supervisory role to Interpreters, Revisors and Translators.

    Role and Responsibilities

    • Ensure the smooth operation of the division, ensure that assignments are delivered on time.
    • Verify the quality of all assignments before submission.
    • Ensure that all Verbatim Reports are available in the three ECOWAS Languages.

    Role Overview

    • Reporting to the Conference Officer, the incumbent will be responsible for the technical, logistical and administrative aspects of the organization, installation and management of the interpretation facilities for all the conference and meeting rooms of the Commission.

    Role Overview

    • Under the overall guidance and supervision of the Principal Officer, International Negotiations & Codification, the incumbent will draft Community Acts and produce timely, accurate, high quality legal documents that meet the needs of ECOWAS and comply with legal standards.

    Principal Officer, International Negotiation and Codification

    Role Overview

    • Under the overall guidance and supervision of the Director Legal Affairs, the Principal Officer International Negotiation and Codification will ensure coordination and coherence of legal approaches among ECOWAS Agencies on Regional Community law matters.

    Accountant (Grants, Peace Keeping and Others)

    Role Overview

    • Under the supervision of the Principal Accountant, Grant and External Funds Management, the incumbent shall be responsible for the General Ledger and ensure complete entry of accounting transactions are accurate in a timely manner.
    • He/She shall also analyze the General Ledger account and prepare financial statements.

    Role and Responsibilities

    • Prompt vetting and processing of eligible payments/claims while ensuring completeness, accuracy and validity of supporting documentation in line with applicable policies and regulations to avoid incidence of ineligibility of expenditures.
    • Prompt regularization and clearing of the assigned project advances in the ECO Link-SAP and periodic follow-up with banks and focal persons on all project outstanding advances in line with the ECOWAS Financial Regulation.
    • Upload of approved project budgets/external funds into the ECO Link-SAP and communication of the same to the Technical Departments of the ECOWAS Commission.
    • Monitor and track the project budgets/external funds implementation through periodic preparation of budget consumption/budget variance analysis reports including highlighting implementation challenges for appropriate remedial actions.
    • Assist in maintaining regular review of Grants and External Funds Register with a detailed overview of status of the assigned agreements signed by the President of the Commission or his delegation.
    • Create the Vendor IDs for approved project service providers in the ECO Link-SAP while ensuring completeness of the onboarding documentation.
    • Assist in providing guidance to program staff regarding awarded terms and conditions and donor regulations, as well as assist in negotiating the terms and conditions of agreements with clients, contractors and sub-awardees.
    • Participate in the periodic financial reporting closing activities such as deleting unutilized parked invoices, closing of purchase requisitions (PR), reconciliation of vendor and receivable ledgers, analysis of open item managed accounts in the ERP system (SAP) and initiate corrective action, etc.
    • Follow up with banks to ensure prompt execution of approved transfer instructions
    • Prepare the assigned project monthly bank reconciliation reports including investigation of long reconciling items in line with ECOWAS Manual of Accounting Procedures (MAP).
    • Prompt preparation and submission of the assigned project financial reports to development partners in line with financing/grant agreements to boost partners’ confidence.
    • Participate in planning and coordination of annual project audits including responding to audit findings by ensuring submission of audited reports before due dates in line with financing/grant agreements

    Head of Division, Library and Documentation

    Role Overview

    • Under the supervision of the Director, Research & Documentation, the incumbent shall be responsible for the effective management of the Court’s Library and of all ECOWAS official documents, in order to support the dispensation of justice by the Court and the provision of research opinions and other legal services by the Department of the Research and Documentation.

    Role & Responsibilities

    • In consultation with the Director, Research and Documentation, design and develop sound policies and procedures for the smooth and effective running of the Library and Documentation Division, including defining clear criteria for the delivery of documentation services, proper guidelines for the use of the Library and strong strategies for the development and effective management of the collections of the Library, in order to ensure that relevant information resources and legal materials both in print and non-print formats are identified, acquired and maintained in the Library.
    • Supervise and motivate the Library and Documentation team, monitor staff performance, and ensure the quality of work as well as timely delivery of output within the Division.
    • Organize and manage the staff of the Library and Documentation Division in a way to enable them to play a key role in the discharge of the overall mandate of the Research and Documentation Directorate, including the development and utilization of research tools, such as jurisprudence Indexes, thematic reports, judgments summaries, etc.
    • Support the research work by providing expert opinion and assistance in developing and applying legal research strategies, policies, and guidelines that will enhance the production and dissemination of legal opinions, fact sheets, jurisprudence notes and a digest of case-law for the use of the Court.

    Registrar, Verbatim Report

    Role Overview

    • Under the supervision of the Deputy Chief Registrar, the Registrar Verbatim Report shall be responsible for supervising, monitoring and coordinating of recording court proceedings, transcriptions and produce verbatim reports of all Court sessions in the three (3) official working languages on a timely manner to the judges and all other stakeholders. 
    • S/he shall provide direct supervisory role to the Senior Court Reporters, Court Reporters and Assistant Reporters.

    Protocol Assistant (GENERIC POOL)

    Role Overview

    • Under the supervision of the Principal Programme Officer Protocol, the incumbent will support the provision of day-to-day co-ordinating/administration, project management and the delivery of all aspects of protocol support services for meetings and as well as high-level events ensuring the smooth delivery of service.
    • He/ she shall implement the order of precedence, while respecting levels of representation where necessary and shall be capable of playing a supporting role in the request for privileges and immunities while interpreting the Headquarters Agreement and protocol.

    Role and Responsibilities

    • Ensuring protocol coverage of official activities, such as meetings, lunches, dinners, high-level visits etc.
    • Arrange airport receipt and dispatch in compliance with instructions including handling of dispatch and receipt of lost luggage, cargo etc and drop-offs of staff and visitors of the Commission, while engaging effectively with relevant airport and other travel ports authorities;
    • Deploy ECOWAS Commission flag code at meetings, events etc.
    • Deploy order of precedence for mapping of group photographs for members of governing bodies, e.t.c.
    • Organise, in collaboration with General Administration, security arrangements for high-level visitors to the Commission, entry passes for visitors and meeting participants.
    • Prepare drafts of note verbales and other appropriate forms of diplomatic correspondence to other diplomatic entities accredited to the host Government, in implementation of the Head Quarters Agreement,
    • Follow up any diplomatic disputes arising out of the application of the Host Country Agreements, in close collaboration with the immediate hierarchy and Legal Directorate where necessary.
    • Collect supporting documents at meetings such as boarding pass stubs to prepare payment tables for delegations

    Principal Programme Officer, Small Arms

    Role Overview

    • Under the supervision of Director, Peacekeeping & Regional Security, the Officer is providing overall direction and supervision on the implementation of ECOWAS Convention on SALW at regional and national levels. 
    • Ensure the effective implementation of the Convention by coordinating all the actions necessary for the operationalization of articles of the Convention based on the assigned obligations at regional and national levels. 
    • Continuing to strengthen on-going implementation efforts relating to the National Commissions on Small Arms in Member States; establishment of automated exemption process; regional/national Database and SALW Registers; effective border control; enhancing physical security and stockpile management practices; etc.
    • Involve in periodic research work to examine and update on the emerging nature of threats of SALW and to share widely, the outcome of such research for policy and for public.

    Role and Responsibilities 

    • Provide overall supervision of the staff of the Division
    • Undertake action to reorient and reposition the Small Arms division to reflect current trends in disarmament and arms control
    • Design and Assign SALW programs, projects and activities at regional and national levels to subordinate
    • Engage in the delivery of all the obligations imposed on stakeholders by the ECOWAS Convention on SALW
    • Create effective relationships with Member States, particularly the National Commissions on SALW

    • Under the direct supervision of the Principal Officer, Disbursement, the Accountant (Regularization) has responsibility for coordinating, formulating, and executing programmes and plans aimed at the proper management of the Commission’s internal and external payments processing and regularization of advances.

    • Reconcile bank statements with the general ledger (GL) to investigate variances.

    • Under the direct supervision of the Principal Officer, Disbursement, the Accountant (Regularization) has responsibility for coordinating, formulating, and executing programmes and plans aimed at the proper management of the Commission’s internal and external payments processing and regularization of advances.
