    MEAL Officer

    Position Summary

    The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer, under the supervision of the MEAL manager, supports the MEAL manager to provide methodological and technical support to teams in order to ensure the quality of MEAL tools in projects and programmes, working within the framework established by the MEAL department/organisation, also as the  MEAL Officer with previous experience in CFRM will supervise the CFRM assistance by ensuring  a Structural and clear feedback /complains channels are maintaine, and complaints  channeled internally to the appropriate department 

    As the MEAL Officer will also  ensures that MEAL approaches, methods, tools are relevant and consistent across Tdh programmes and partner organisations. Helps plan and implement activities requiring specific MEAL expertise. The Officer helps develop a dynamic approach to MEAL inside and outside Tdh (as part of regional partnerships, networks, centers of expertise, working groups, etc.). Ensures MEAL is an integral part of the program department, and M&E department plays a support role for the program departement. Support to develop, especially for the program department, an institutional culture that encourages critical thinking, collective learning and teamwork, as part of the organisation’s focus on quality and accountability. The MEAL Officer will  also plays an important role in improving information management and data quality, and in strengthening knowledge sharing. 

    Finally in the capacity of MEAL Officer, will ensure that data trends and analyses are able to be extracted from the information entered into the system.  Will also ensure data is gathered to report in monthly 5Ws, shared with the appropriate sector that ensures high-quality information management of target beneficiaries in the project. Will also support the Design, Monitoring, Evaluation and Learning Team as required 

    Key Responsibilities

    Technical Responsibilities Support :

    • Lead the field-level operationalization of the project MEAL throughout the life of the project, while supporting the programs team with tools and capacity building to monitor and report on the implementation·
    •  Operationalize the Reporting Matrix and Data Management Plan to ensure that data flow from the field to the central database is timely, accurate, and aligned with project milestones
    • Take full ownership of deploying and maintaining the Data Collection Tools (Kobo/ODK forms, FGD/KII guides)across multiple locations, ensuring they are correctly utilized by program teams.
    • Manage the field-level implementation of the Complaints Feedback and Response Mechanism (CFRM) component by ensuring that feedback channels are accessible, complaints are documented in the CFRM Database, and response timelines are respected in line with Tdh standards
    •  Operationalize the Learning Plan by facilitating reflection sessions with program teams to discuss findings from the M&E reports, ensuring that data-driven evidence is used to improve project implementation.
    • Ensures ethical principles related to M&E are respected, especially those concerning gender equality, fairness and “do no harm”. Protects confidential data, applies the principles of informed consent, and protects children during the collection, processing, analysis and use of M&E data
    • Monitoring (during implementation) · Planning and implementing baseline surveys, end-line survey monitoring and evaluation exercises and project im-pact assessments as stated on the MEAL work plan. 
    • Helps prepare and organise routine monitoring activities and special monitoring projects. · Supports data analysis processes and assists in drafting qualitative reports for effective programme management. 
    • Provides technical support to ensure that M&E information is used effectively and adapted to target audiences dur-ing operational and strategic decision-making, at the delegation and in coordination with head office, including for institutional reporting.
    •  Informs the Project manager of any unmet targets, contextual changes (risks and opportunities) and negative ef-fects on beneficiaries.
    • Develops project-associated MEAL tools and guidelines and ensures that the relevant staff and partners are trained and coached on the use of these tools throughout the life of a project.
    • Ensures the monitoring of program quality independently of the program\'s team, with the support of the MEAL man-ager, with the use of methods and instruments such as quality check lists, process monitoring, post-implementation monitoring and KAP.
    • Ensures regular field visits to Tdh & partner programming locations to verify implementation and to conduct data quality audits, also to meet beneficiaries and get their feedback. 
    • Applies Mobile data collection instruments where applicable, and supports the programs team in developing data-bases, and simple information management process to track and report implementation. Learning & Reflections. 
    • Contributes to periodical project level reflection meetings, writing digestible reflection and lessons learning reports. 

    Ethics.

    • Ensures ethical principles related to Core Humanitarian Standards are respected within all MEAL processes and programs.
    • Mainstream gender equality, fairness and “do no harm”, data protection protocols throughout all programming pro-cesses.

    Qualifications and Experience

    • Bachelor’s degree in Statistics, Economics, Development Studies, Social Sciences, Public Health, Monitoring & Evaluation or any related field 
    • Master’s degree or professional certification in M&E, Project Management or Data Analysis is an added advantage 
    • Minimum of 2–3 years of progressive experience in Monitoring, Evaluation, Accountability and Learning (MEAL) within NGOs or humanitarian contexts. 
    • Proven experience in designing and implementing M&E systems and frameworks, conducting baseline, midline and endline surveys, data collection, cleaning and analysis, indicator tracking and reporting. 
    • Experience in Child Protection, WASH, Nutrition, Health or humanitarian emergency response is highly desirable
    • Expertise in project cycle management, detailed knowledge of processes and tools, and experience in leading participative processes

    Languages

    • Fluency in English both written and spoken is required 
    • knowledge of local languages such as Hausa, Kanuri or other relevant languages is an added advantage 
    • Ability to write clear reports and effectively communicate findings

    IT Knowledge  

    • Proficiency in data collection tools such as KoboToolbox, ODK, SurveyCTO or similar platforms, ability to design digital questionnaires including skip logic and validation rules 
    • Advanced knowledge of Microsoft Excel including pivot tables, formulas and dashboards, experience in data cleaning and validation. 
    • Familiarity with Power BI, Tableau, SPSS or STATA is an advantage, experience with information management systems such as CPIMS+ or similar databases, strong skills in Microsoft Word and PowerPoint for reporting and presentation, ability to visualize data using charts and dashboards, basic knowledge of GIS tools such as QGIS or ArcGIS is an added advantage, understanding of data protection, confidentiality and ethical data handling

    WASH Technical Officer

    Position Summary

    Under the supervision of the WASH Manager, the WASH Technical Officer is responsible for the effective technical implementation and day‑to‑day follow‑up of WASH project activities in line with Terre des hommes (TdH) standards, technical guidelines, project documents, and agreed timelines. 

    The position ensures the technical quality and proper execution of WASH interventions through regular field supervision, coordination of construction and rehabilitation works, implementation of water quality and chlorination activities, and support to hygiene promotion initiatives. The WASH Technical Officer contributes to monitoring, reporting, and continuous improvement of WASH activities across TdH operational areas..

    Key Responsibilities

    Technical Responsibilities Support :

    Main responsibilities: 

    Project Implementation & Technical Supervision 

    • Implement and monitor the WASH project activities, in accordance with multiple objectives, activities and targets outlined within current donor proposals and in line with projects’ budgets. 
    • Management of all construction work on site in accordance with the budget, proposal and BoQs. 
    • Ensure that activities are appropriately monitored and evaluated and propose, and amendments to the WASH strategy, under the supervision and guidance of the Base Coordinator and Project Manager. 
    • Conduct initial and regular assessments of the WASH projects with the Kobo toolbox tools and activities outcomes according to the M&E plan. 
    • Attend local coordination meetings organized by partners in field locations, HPTWG, innovation project meetings, etc. 
    • Plan, Organize and conduct training to field volunteers. 
    • Responsible for preparing documents for the WASH department\'s purchase request. 

    Project Strategy and Planning: 

    • Under the supervision and in cooperation with the Base Coordinator and WASH Program Manager, contributes to the design and implements all technical and management aspects of the WASH activities for improved support to beneficiaries and contributes actively to its monitoring, evaluation, and revision. 
    • Participates in WASH capitalization, lessons learned and handover reports. 
    • Plan, organize, and supervise the activities of WASH in the field location. 

    Database:

    • Oversee the implementation of the database tools. 
    • Ensures correct data protection procedures and filing. 
    • Provides data to the database tools for the M&E of the water quality activities, with a special focus on bucket and batch chlorination of hand pumps and boreholes, and the monitoring of the residual free chlorine and other water quality parameters of potable water. 

    Technical Competences: 

    • Experience in water quality testing protocol 
    • Ability to determine sanitation strategy in school and urban contexts. 
    • Knowledge in civil engineering and ability to do BoQs for WASH facilities such as latrines and showers and Boreholes. 
    • Prepare Drawings using AutoCAD, Specifications, and Bills of Quantities (BOQs) in coordination with the Tdh team. 
    • Coordinate and manage Tender procedures, evaluations, and analysis of received bids for rehabilitation works. 
    • Prepare and write Contracts for rehabilitation works and ensure that Tdh and local contract agreement clauses are respected. 
    • Monitor and inspect the progress of construction works, by making regular follow-up visits to construction sites and make sure that construction works are performed within the agreed deadlines. 
    • Facilitate training to the WASH committee, stakeholders, and volunteers. 
    • Check delivery of materials, overall supervision of the construction sites and make sure that works are done according to technical specifications and corresponding in terms of quality. 
    • Maintain proper records of all tests carried out to ensure quality compliance at construction sites. 
    • Certify all payments after verification of work performed at sites in coordination with the Base Coordinator and WASH Project Manager. 
    • Monitors and inspects progress of water quality activities, with a special focus on bucket and batch chlorination of hand pumps and boreholes, and the monitoring of the residual free chlorine and other water quality parameters of potable water, by making daily follow-up visits to chlorination sites, and make sure that chlorination activities are performed within the agreed deadlines and technical standards. 
    • Contributes to the preparation of distribution lists, distribution strategies, Bills of Quantities (BOQs), hygiene promotion outreach strategies, chlorination, and the monitoring of these activities, in coordination with the WASH Supervisor. 
    • Attend site meetings and sector meetings at regular intervals and distribute minutes of meetings. 
    • Advise on works that might eventually incur extra costs, on time (variations to the contracts, time and cost, if any, shall be verified and an appropriate decision should be taken with the Tdh team) 
    • Propose recommendations related to improvement of methods and the quality of work. 
    • Liaise with all relevant institutions to guarantee effective progress and conclusion of all construction in all sites, including the defects liability period. 

    Capacity Building: 

    • Coordinates the capacity building support to the WASH team, relevant local authorities, and community workers and community groups, WASH Committee as required by the project, particularly with the Local Authority. 
    • Provide technical support to WASH and Child Protection and Education team members as needed. 

    Reporting:

    • Provide compiled meeting minutes reports to the WASH Manager. 
    • Ensures monthly data analysis reports are submitted. 
    • Upon completion of the assignment, submit the handover report. 
    • Contributes to donor reporting upon request. Contributes to donor reporting requirements. 

    Security:

    • Compliance with Tdh code of conduct and child safeguarding policy 
    • Compliance with Tdh Security Regulations. 
    • Reports any security/safety incident and/or risk to his supervisor. 
    • Informs WASH staff on security rules defined. 

    Others:

    • Undertakes all other duties that may be determined by the WASH PM, Base Coordinator, or the Country representative, which are compatible with the job. 
    • Maintains and ensures a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non-Tdh employees. 

    Qualifications and Experience

    • A Bachelor’s degree or  Higher diploma in Geology, Civil and Water Resources Engineering. 
    • Knowledge of humanitarian actors/Good management and pedagogical skills 
    • Familiarity with international minimum standards of Hygiene, Sanitation and shelter service delivery (i.e., SPHERE) is an advantage 
    • Must have knowledge of emergency Water supply, Hygiene, Sanitation requirements and protocols.
    • Minimum 3 years experience working with WASH TECHNICAL projects in a humanitarian/recovery context  
    • Strong experience with qualitative and quantitative research methods 
    • Previous relevant experience in a WASH function and preferably in an NGO 
    • Must have previous experience in training and Training of Trainers   
    • International NGO experience required

    Languages

    • Fluency in English both written and spoken is required 
    • knowledge of local languages such as Hausa, Kanuri or other relevant languages is an added advantage 
    • Ability to write clear reports and effectively communicate findings

    IT Knowledge  

    • Computer literacy in word processing and spreadsheets is required 
    • Familiarity with AutoCAD, GPS, and Google Earth is strongly desirable
