ALIMA in NIGERIA
The humanitarian crisis in Nigeria’s northeast and the Lake Chad region is one of the most severe ongoing crises in the world, now entering in its ninth year and shows no sign of abating.
In 2021, at least 8.7 million people are in need of urgent humanitarian assistance in the worst affected states of Borno, Adamawa and Yobe. Up to 5.1 million people risk being critically food insecure during the next lean season (June - August 2021), a level similar to 2016-2017 when famine was looming over Borno State
Nigeria is now facing a second wave of COVID-19 infections. Borno, Adamawa, Yobe states have recorded new cases. Aid actors are intensifying actions and prevention measures
Despite challenges including humanitarian space reduction, aid workers had already provided around 5 million people with life-saving assistance in Borno, Adamawa and Yobe states in 2020.
Conflict, explosive remnants of war and insecurity have cut people off from their main means of livelihoods-farming and fishing. This causes major food insecurity in north-east Nigeria, which COVID-19’s effects on incomes have exacerbated: despite good crop yields, food insecurity is rising. Findings of the October2020 Cadre Harmonize (CH) analysis projected that about 5.1 million people in the three states will be food-insecure in the lean season between June and August 2021 – a 19% and 34% increase on the 2020 (after COVID-19 June CH Update) and 2019 figures respectively. According to the Nutrition and Food Security Surveillance Round 9, conducted in October 2020, the level of acute malnutrition increased in all the three states compared to 2019. Global acute malnutrition (GAM) rates of 10.7% were recorded in Borno, 7.5% in Adamawa and 13.6% in Yobe. According to the survey, several LGAs had high pockets of global acute malnutrition of above the 15% threshold (emergency phase), including Gubio, Magumeri, Mobbar and Bayo in Borno State and all LGAs in northern Yobe. Movement restrictions and insecurity continue to hamper the ability of IDPs, returnees and the host communities to access basic services, livelihoods, and land for farming and grazing. This means that more people will rely on humanitarian aid to survive in 2021.
In 2017, ALIMA continued to implement projects in Muna Garage in Jere LGA, where ALIMA performs general consultations for children under 5 and provides Sexual and Reproductive Health (SRH) to pregnant and lactating women (antenatal and postnatal consultations). An Outpatient Therapeutic Feeding Program (OTP) is also available for children under 5 suffering from severe acute malnutrition (SAM) in the clinic, where women and caretakers are trained to screen their children for malnutrition using the MUAC tape.
In Maiduguri MC, where ALIMA is working in partnership with the University of Maiduguri Teaching Hospital (UMTH), the Inpatient Therapeutic Feeding Center (ITFC) manages children under 5 suffering from SAM with medical complications in a 50-bed capacity building.
In December 2020, ALIMA conducted a needs assessment survey in the north of Yobe where a high level of acute malnutrition was recorded by nutrition sector. The results of this survey prompted ALIMA to open a nutrition and health project covering the Kasasuwa LGA, one of the most affected LGAs and where there was a gap. This project started in May 2021 and fund by ECHO aim to support Karasuwa health facilities and improve access to nutrition and health services including pediatrics healthcare and reproductive health.
ALIMA also support COVID-19 vaccination in Borno and Yobe with focus on most vulnerables.

Assist the Logistics/Purchaser with stock management (receipt, storage, and issuance to projects or other departments of medical supplies, food items, spare parts, tools, equipment and other logistics materials), according to the line managers instructions and ALIMA standards, in order to ensure the overall functioning of ALIMA activities in the field
Function & Responsibilities
- Receiving items and materials, including their inspection and certification against the cargo manifest, check packaging and cases and inform the line manager of any problems (missing or damaged goods, etc.).
- Immediately after reception of goods, update stock cards and/or create stock cards for all stock items.
- Storing the various commodities in the most appropriate fashion - placing them in such a way that items or materials stored can be located quickly and easily when required.
- Ensuring the safety of all items and materials whilst in the stores, i.e. protecting them from theft, damage and deterioration.
- Ensuring that stock is issued in the correct order/sequence i.e. "first-in-first out" so that older stock is not allowed to deteriorate by being kept too long in the stores.
- Maintaining records showing the movement of items into and out of the stores, controlling and monitoring those movements and maintaining records of the items in the stores.
- In conjunction with the line manager, perform physical stock counts by checking, counting or otherwise measuring stock to ensure that records are accurate and that no losses are occurring due to pilfering, theft, damage or poor storage.
- Immediately inform the line manager of any problems arising in the course of the work, particularly with regard to damage, loss, attempted break-ins or theft in the warehouse
- Pack (according to transport means), weigh and label freight (destination, number of shipping units, way bill number, weight and mode of transport) and assign a shipping number to each package, in accordance with the line manager’s instructions.

MISSION AND MAIN ACTIVITIES
The HR Manager supervises HR and administrative operations of the Borno Mission Office (179 staff) and its component projects. Ensures the implementation of ALIMA policies and procedures in human resources management and administration in the projects.
The Post holder will be visiting all ALIMA projects, Muna and ITFC in UMTH, Yobe, Owo, Katsina as well as in any other locations that ALIMA may have field operations in the future.
HR Management
- Under the supervision of the HR Coordinator ensure technical and Administrative Management of the Mission’s Human Resources and implementation of Alima HR Policies, procedures and internal regulations rules
- Implements the human resources management component of the ALIMA, BORNO MISSION Strategic Plan;
- Ensures that best practice in human resources management is available for and applied to all ALIMA personnel;
- Ensures that personnel contracts are fair and compliant with both ALIMA, and BORNO MISSION national standards;
- Participate in disciplinary procedures to ensure legal compliance and clear documentation
- With the support of the HR Coordinator and feedback from the bases, identify the challenges and gaps in HR policies and their implementation
- Support in the development of new policies
- Support HRCO to review the mission Internal Regulations annually, ensuring that it is compliant with ALIMA, local labor and tax laws.
Recruitment, On-boarding and Off-boarding
- Ensure that personnel recruitment, induction, performance appraisals, contract compliance and renewals, and exits are correctly managed in line with ALIMA standards;
- Handle the planning, recruitment, selection, briefing/debriefing and well-being of all national staff including related administrative processes.
- Ensure that all staff have valid, job contract, job descriptions, a complete physical updated file and properly reported to the Government agencies.
- Ensure timely and correct payment of national staff according to national labour law and ALIMA guidelines, including timely payment of Staff Social Security, income tax or other taxes as required by Labour law.
- Participates in the briefing and debriefing of expatriates and ensure the on-boarding or off-boarding process is completed

- Ensure that all the absences are properly monitor and Homere is updated on all the absence and all documentations are filled properly
Payroll
- Collect and review all data used for processing monthly salary, control payroll and slips
- Control the payroll from HOMERE and ensure all the backup are done and filed monthly
- Ensure all the national staff are enrolled and have their pension PIN number, TIN Number and NHF and follow up with Finance for payment taxes, social security, pension, national house fund and other charges
- In charge of production of annually statement of taxes remittances to all coordination team and ensure some practice is done in the project

- Study the ICT market in country, comparing prices and quality of equipment, software and internet providers/services, in order to optimize buying decisions and to ensure local assistance. Create and maintains a contact network of ITC providers in order to ensure communications and ITC local purchase quality.

Objective 1: Responsible for mission monthly accountancy closure
- Disseminating information about the accounting procedures of the mission and ensuring that these procedures are respected

Objective 2: Contribute to Grant financial management, donors’ compliance & budget analysis
- Responsible for monthly preparation of BFU and Shared Cost then share with Finance Coordinator.
- Receive & incorporating budget forecast in BFU.
- Support budget holders in developing their forecast and monitoring their lines
- Monitor level of over/underspending per budget lines and provide feedback to Finance Coordinator.
- Inform the Finance Coordinator of any information which impact the grant financial status.
- Review donor guidelines and ensure flexibility is respected

MISSION AND MAIN ACTIVITIES
Responsible for coordinating and monitoring all data related activities including: collection, compilation, verification, encoding, data entry, analysis, reporting under the Medical Coordinator. Also responsible for the supervision, training and support to field data collectors, as well as coordination of medical data reporting for internal and external use in conjunction with the Medical Coordinator.
Function & Responsibilities
- Collect the medical data of the projects (epidemiological data, statistics, project data), and elaborate regular reporting to the medical coordinator, in order to have updated and reliable information about the day-to-day activities of the projects.
- More specifically, the Data manager and analyst will be under the supervision of the medical coordinator:
- Set up various databases for all project sites and emergency interventions; Update databases used in the projects as required.
- Work with Data collectors/Encoders in all projects to ensure patient files are properly stored in an accessible manner.
- Monitor the quality of data collection: ensure the data collectors have the right source of documents within the projects; ensure the quality of the data contained in the compilation tools and ensure respect for the principles of confidentiality of patient data.
- Supervise and train data collectors in the projects: Supervise the project data entry operators and identify the difficulties they face in terms of the use of tools and send them or notify them to the project activities manager and the medical coordinator; Provide support and on the job-training to data collectors; Organize training for data operators on identified needs.
- Train new staff e.g. MedRefs and other staff involved in data collection on how the data tools work.
- Inform the MedRefs and MedCo of communicable diseases with epidemic potential: Hold a database or a history of alerts and emergencies according to the scenarios (Measles, Cholera, and Meningitis) and other situations (population movement or IDP, inflow of wounds). Also, in case of emergency intervention ensure that projects or databases / line list updated if necessary and uses it. Monitor, compile and analyze the database on a weekly basis;
- Data analysis: Conduct analysis on databases collected with MedRefs and the Medical coordinator of the mission and give a short weekly/ monthly summary: and advise the projects and medical coordination on the situation in terms of the achievement of indicators, targets, alert situation for epidemiological diseases and errors identified in the projects databases in terms of collection or encoding.
- Carry out data analysis of various orders according to the request by informing the Medco of the needs expressed in advance.
- Reports: Compile monthly data from project locations into a monthly data report and maintain a reporting system for monthly and quarterly reports for all medical activities for the projects, internal and external partners such as different donors, nutritional sector, health sector, SGBV sector, UNICEF and WHO, etc. While ensuring that the requests are in agreement with the organization.
- Participate in cluster and HIS meetings organized by the MoH of the Borno region.
- Troubleshoot problems that may arise with the databases.
- Liaise with the IT staff in Dakar regarding DHSI2;
- In the event of assessment, research, surveys he/she will have to contribute to the preparation of the plan and analysis of the data (recommendation of the software best adapted for high quality analysis).
- Perform all other tasks as requested by the mission.

MISSION AND MAIN ACTIVITIES
International supply
- Work in collaboration with the Dakar team in completing of procurement documents done from Dakar or France
- Maintain and track all the international procurement IR number
- Collects the final versions of orders and preparing the necessary documentations
- Submits and collects all documents related to medical and non-medical freight and make sure that necessary clearance expenses are done in good time.
- Maintains regular contact with the supplier and organizes transport schedule
- Suggests measures to improve the system to the different actors involved
- Transfers the orders to the pharmacy team and making sure that all the necessary documentations are done.
Local supply
- Advices the field team and other departments on the availability of the requested products on the local market in terms of quantity, quality and time constraint
- Collects the final versions of internal order documents review and makes the necessary processing according to the validation table
- Send RFQ’s, RFPs and order clarifications to the selected suppliers by ALIMA Nigeria
- Regular Assessment of LOCAL market in order to create and update list of the most convenient suppliers, prices, etc.
- Checks that ALIMAs procedures are followed during local purchasing (quotes and bids to tender), ensures correct financial conditions and negotiates with service providers
- Follows up on orders and outstanding Deliveries and making sure that full/complete deliveries are made by suppliers at all time.
- Updates the contact list and maintains a network and good professional relations with the various partners
- Follow up the order during the whole supply process, keeping the Supply Manager and Logistics Coordinator updated. Reacts in order to take appropriate measures according to field’s supply priorities
- Share the necessary documentation (SPO and sample if need be) to the Logistics team for verification during reception of goods in the warehouse
- Gets feedback about the reception of the goods at the final destination.
- Responsible for managing the samples for the project sites for future procurements.
Administrative Roles
- To deputize the supply manager in his absence and ensure there is continuity of entire supply chain activities in support of the program
- Manage all staff employed in the supply Department who are directly under him & supporting operations for Maiduguri Program by assigning of duties through Delegation, monitoring the performance and regularly evaluating staff directly supervised by him /her.
- Plan and conduct staff performance reviews for supply staff directly under his staff management and map out the staff performance development plan.
- Responsible for procurement activities for planning, organizing and developing the long term strategy and approach of ALIMA Nigeria supply department
- Ensure there is an adequate and neatly organized filling system for the procurement department
Maintenance
Maintenance of tidiness and cleanliness in the area of work.
Equipment
Responsible for any assets assigned to you by the logistics team.
Reporting
- Sharing of accurate timely weekly report by 3pm of every Friday
- Sharing of accurate timely Monthly report by 1st of every Month
- Report the quarterly market survey to the Supply Manager and the Logistics Manager
- Implementation of prevention measures against abuse of power, gender-based and sexual violence:
- Ensures that his/her team, partners and community members are aware of ALIMA's policy and have access to information (complaint escalation mechanism, focal point...).
- Facilitates the organization of training and awareness sessions
- Implements standards related to the prevention of abuse of power, gender-based violence and sexual violence.
- Ensures that team members and partners involved in the project (Ministry of Health, national partners, etc.) follow training and awareness sessions and apply the rules for preventing abuse.
- Contributes to creating and maintaining a nurturing and protective environment for his/her team, community members and project partners.

MISSION AND MAIN ACTIVITIES
Supervise the daily logistics activities and provide maintenance to the ALIMA equipments, facilities and infrastructures, according to ALIMA protocols in order to maintain the facilities in perfect conditions and collaborate in the development of the mission.
Function & Responsibilities
- Monitor maintenance activities of infrastructures, management of non-medical stocks and equipment according to ALIMA standards.
- Ensure the check and follow-up of facilities under the line manager supervision.
- Carrying out daily visits to the facilities, reporting any anomalies or problems to the line manager.
- Evaluating rehabilitation needs and following up minor building rehabilitation work in accordance with instructions given by his supervisor, and accounting to him/her on progress
- Checking that premises observe security norms (fire extinguishers present, electrical installations earthed, etc.).
- Monitoring the consumption of mechanical and electrical vehicles/machines/devices
- Planning together with the line manager required checks and maintenance activities of energy systems/set-up according to ALIMA standards
- Coordinate and lead the logistics team under his/her responsibility, in particular:
- Defining each person’s tasks, supervising them on a daily basis and checking the quality of their work (punctuality, rigour, quality, etc.).
- Drawing up working schedules for logistics teams for each department or facility.
- Organising and leading meetings of the team under his supervision.
- Attending logistics meetings and accounting for his activities.
- Manage and follow up orders, namely
- Collect logistics orders coming from health facilities,
- Draw up and follow up orders according to the procedures in force.
- Provide technical support to the specialized technician, watchman
- Ensure reception conditions of freight or arriving material as well as the organization and setting up of material before its shipment.

You meet the following qualifications:
- Degree in related study and formal technical training
- NGO experience desirable or at least two years’ experience in a similar post
- English spoken and written and local language desirable
- Essential computer literacy (word, excel)
- Ability to react quick and manage stress to stay calm in all situations
- Reliability, service-oriented, respect of confidentiality and capacity to work in a team
