    Watchman

    Main Purpose

    • Carrying out surveillance and guarding activities in MSF facilities, according to MSF protocols and security rules, in order to ensure the safety and security of all mission's personnel and premises.

    Job Description

    • Surveying the MSF premise's access and guides people to reception within authorized hours. Contacts administration team for authorizing people access.
    • Watching MSF premises and property's perimeter fence through regular patrols. Remaining on duty until other watchman comes to do a handover, never leaving the post unattended.
    • Organizing traffic of vehicles within the premises and directs them in and out.
    • Checking that the doors and windows are locked, and lights are off when people leave premises.
    • Checking that security lights are working properly and informing line manager of any possible problems.
    • Keeping area within MSF premises clean and tidy (ex. empty dustbins, sweep paths, etc.)
    • Performing general maintenance activities of the garden (ex. cut grass, maintain flower beds, prune trees, if necessary, etc.).
    • Maintaining watchmen's torch and other lighting tools, returning used batteries and keeping the necessary supply of spare batteries. Maintaining communication equipment (radio) in working conditions and providing battery availability.
    • Supervising diesel/petrol tank levels and providing spare can(s) of fuel. Ensuring the correct functioning of generator and water pumps (starting, switching off, record sheet of operating hours and maintenance)
    • Ensuring correct use of extinguishers and be aware of their location:
    • Informing line manager of arrival of any materials before unloading and helping MSF staff carry heavy items, if necessary.
    • Operating the VHF and HF radios, in accordance with the MSF security protocols and rules, in order to ensure quality and confidential radio communications for the operational needs of the mission/projects.

    Requirements

    • Ensure water in guest house, office & warehouse-pharma is available and report to the line manager when pumps are not functioning.
    • Record on the board in guest house the mobiles movement and update staff presence in guest house.
    • Register all visitors coming to guest house of office.
    • Stay awake all time while in duty and report any shooting or abnormal noises or movements.
    • Make sure the security lights are on at night time and off in the day time.
    • Help in loading and offloading materials brought to office or guest house, like water, furnature, cleaning materials and things that do not need porters.
    • Keep the time of the generators running recommended by the mechanic, and keep recording of generator starting time and stopping time.
    • Assist storekeeper in refueling the generators.
    • Know how to use all types of radios, codes, call numbers and radio alphabets by heart and communicate with the log supervisor in accordance with MSF's communication policy in order to inform about the position or other unusual activity.
    • Installing, operating and performing preventive maintenance checks on assigned equipment, checking that the equipment is working properly and immediately informing the line manager of any damage/loss/theft. Maintaining the equipment, communications room and premises in clean and tidy conditions. Maintaining and supervising HF VHF batteries status in good maintenance conditions.
    • Ensuring that messages are well copied/passed to all people concerned and records the messages on the radio log book. Responding to radio contacts and forwarding information via the right channel.
    • Monitoring and registering any movement, of people, vehicles, helicopters, airplanes and cargo, (departure, arrival, number of passengers, route taken, standard contact points) and informs line manager of any delays

    Driver

    Main Purpose

    • Performing the tasks of transporting authorized goods and passengers in an MSF vehicle, ensuring its technical and safety conditions and respecting the country's traffic rules and MSF security rules, in order to provide a safe, smooth and efficient service.

    Job Description

    • Checking daily, the technical conditions of the assigned vehicle (state of the tires, oil, fuel, brakes, radio equipment, spare parts, etc.), performing weekly check according to the MSF Logbook, refilling it when necessary, and keeping it clean to ensure it can be driven in perfect conditions.
    • Carrying out a hand over if another uses the vehicle
    • Ensuring the security of passengers in the vehicle, driving carefully, observing speed limits and traffic rules in the country as well as MSF security rules, in order to avoid car accidents.
    • Ensuring all passengers have all necessary papers in order before travelling, and ensuring non-MSF staff sign disclaimers of responsibility before using the vehicle
    • Ensuring correct loading and unloading of the vehicle, submitting the documents to the receiver of the goods, checking the status of delivered goods, returning the duly completed documents to Logistics and ensuring that the goods have the necessary documents
    • Ensuring that all vehicle documents and the driver's driving license are valid and in the vehicle.
    • Informing the line manager of any incident involving the transportation of passengers and/or goods.
    • Knowing how to use all types of radios, codes, call numbers and radio alphabets by heart and
    • communicating with base according to MSF communications policy to inform the driver's position and any potential implications.
    • Knowing and respecting the security rules related to vehicle movements, specifically those related to customs, checkpoints and roadblocks. Ensuring all passengers know and respect the security rules
    • Comply with the project local security plan.
    • Communicate very clearly and report the departure and arrival on time and consider it as security procedure.
    • Not allow any non-MSF to be in the car unless permitted by the line manager and fill the discharge of liability form. No non-MSF items allowed to be in the car.
    • To attend the briefing before any movement and the debriefing after coming back from movement and tells his observation during the trip.
    • Ensure MSF identification is won by passengers and visible in the car.
    • Ensure the communication tools in the car are functioning before any movement.
    • Ensure the car movement sheet is signed by staff/passenger who used the car.
    • Follow the drivers’ rosters and be earlier in the workplace to Check the car, equipment, the first aid kit availability and ensure all is ok for the movement.
    • Report to the mechanic or the line manager any up normal issue with the car before movement.
    • Been responsible for the security water and food in the car during movement.
    • With advice from mechanic, to be aware of the service A, B, C for the vehicle.

    Requirements 

    • Education Secondary education, Valid driving license. Good knowledge of local roads in Borno state
    • Experience • Essential 2 years minimum of previous driving experience
    • Desirable experience with specific vehicles that is 4x4 Landcruiser
    • Desirable Experience with MSF or other INGOs
    • Language English and Hausa, Spoken and Written

    Cook / Cleaner

    Main Purpose

    • Execute, according to hygienic standards, housekeeping, cleaning and tiding up activities in order to ensure public and staff private areas are in good condition.

    Job Description

    • Carry out the preparation of meals for staff.
    • Always follow all hygiene standards and security rules.
    • Control stock of food to ask for anything needed on time and prepare shopping list and make purchases if required.
    • Ensure meals to be served on time.
    • If applicable set table before every meal and clean it up after each meal.
    • Ensure cleanliness of all facilities, utensils and equipment.
    • Ensure the provision of drinkable water during the day and when she/he leaves cleaning, filling the filter and empty bottles, changing batteries if necessary.
    • Look after all equipment provided.
    • Keep an inventory of MSF kitchen utensils and equipment, i.e. plates, glasses, cutlery, cookware, etc., and ensure its integrity.
    • Report all important information (lost, robbery, damages, deterioration, incident, etc.).to superior.
    • Plan weekly menus in consultation with food box manager, ensuring variety and balance.
    • Go to the local market or shops to purchase fresh food items as needed.
    • Properly store food and ingredients to avoid spoilage or contamination.
    • Support in meal preparation during meetings, visitors' stay, or special events as requested.
    • Clean bedrooms, bathrooms, toilets, and other rooms in MSF houses.
    • Sweep and mop the floors regularly.
    • Do the laundry, iron clothes, and perform other housekeeping duties.
    • Check that toilets and wash areas are well stocked with necessary supplies.
    • Keep all premises securely locked (doors and windows) when required.
    • Ensure sufficient water supply in kitchens, bathrooms, and other areas at all times.

    Requirements

    • Education: Secondary education and course on cooking desirable.
    • Experience: 2 years' experience as a Cook with MSF or other INGOs.
    • Language: English and Hausa Languages Fluently written and spoken.

    Radio Operator

    Main Purpose 

    • Operate the VHF and HF radios in order to ensure quality and confidential radio communications for the operational needs of the mission/projects, in accordance with the MSF security policy and rules.

    Responsibilities

    • Operate the HF and VHF radios, avoiding using any sensitive or security-related information and following the MSF security rules.
    • Ensure that messages are well copied/passed to all people concerned.
    • Record the messages in the radio logbook.
    • Respond to radio contacts from other approved organisations and forward on the information via this channel.
    • Make radio contacts with reference bases (capital and/or field) according to communication rules/schedules.
    • Forward all information concerning the security of the teams to the Project/Capital Coordinator.
    • Monitor and register any movement of people, vehicles, helicopters, aeroplanes and cargo (departure,  arrival, number of passengers, route taken, standard contact points) and inform the line manager of any delays.
    • Ensure radio frequencies (HF and VHF) quality and transmission capacity. Install and program frequencies in all types of radios when necessary.
    • Register the loan of handsets to all staff and follow up on a regular basis.
    • Check that the equipment is working properly and immediately inform the line manager of any damage/loss/theft.
    • Supervise and monitor the VHF radio allocation book (handsets).
    • Maintain in clean and tidy conditions the equipment, communications room and premises.
    • Install, operate and perform preventive maintenance checks on assigned equipment.
    • Maintain and supervise HF & VHF battery status in good maintenance conditions.
    • Provide basic radio training when necessary to MSF staff.

    Requirements

    Storekeeper

    Main Purpose

    • Executing the stock management activities (receipt, storage, and issuance to projects or other departments of medical supplies, food items, spare parts, tools, equipment and/ or other logistics materials), according to the line manager’s instructions and MSF standards and protocols, in order to ensure the overall functioning of MSF activities.

    Job Description

    • Supervising materials and goods orders and dispatch in order to ensure its rational use.
    • Receiving orders and deliveries, identifying and reporting potential discrepancies against cargo manifest or others. Stores materials in accordance with the system in force in order to ensure continuous availability.
    • Updating and/or creating stock cards for all stock items immediately after reception of goods. Checking the received cold boxes and controlling the cold chain-monitoring card
    • Storing materials in accordance with the system in force in order to ensure continuous availability ensuring that all items are well organized and correctly stored, well protected, fully identified and easily accessible (cleanliness, security, access, etc.).
    • Preparing orders on time before sending goods, and packs (according to transport means) weighs and labels freight with corresponding shipping number, destination, number of shipping units, waybill number, weight and mode of transport in accordance with the line manager’s instructions
    • In conjunction with the line manager, performing physical stock counts in accordance with the frequency previously defined. Following up stock levels with regards to alarms thresholds, stock out and expiry dates.
    • Controlling warehouse limited access to authorized personnel and ensuring doors and other exits are secured.
    • Immediately informing the line manager of any problems arising in the course of the work, particularly with regard to damage, loss, attempted break-ins or theft in the warehouse
    • Assisting the line manager with preparation of the stock reports

    MSF Section/Context Specific Accountabilities
    Warehouse management at THE MSF-OCBA base:

    • The storekeeper is responsible for managing the base's inventory: logistics store, food stock, fuel stocks, building materials or equipment stored in the compound.
    • The storekeeper is responsible for making, the physical reception of all cargo ships delivered to the base (project orders, local purchases, returns of equipment). He verifies that the quantities received correspond to the quantities mentioned in the packing list. If there is a problem, he immediately notifies the Logistics Supervisor.
    • At each fuel reception, he must check the quantity, and the quality (density, no water or other substance) delivered.
    • At each cargo reception, he updates the stock cards

    Delivery from the base and health facilities:

    • The storekeeper must deliver materials to MSF staff or external workers employed by MSF, based on internal requisition documents duly signed by the applicant's Supervisor and Log manager.
    • The storekeeper must control the loan of tools and equipment to MSF staff or external workers, following the procedure decided by the logistics Manager, in any case, by always having a discharge signed in writing including the list of loaned tools, the date of loan and the date of return.
    • Storekeeper prepares delivery for the Office, Guesthouses, based on the requisitions established by Logistics Supervisor/ Log manager and approved.
    • Any delivery must be accompanied by an acknowledgement specifying the products delivered and quantities, this acknowledgment will be countersigned by the person receiving the delivery and archived by the storekeeper.
    • Refuel cars and record the information in the stock cards.

    Warehouse maintenance and monitoring:

    • The storekeeper must ensure that all doors and windows are locked when leaving the warehouse.
    • The storekeeper is responsible for ventilation and vector control in warehouse, and the cleaning of warehouse must be carried out under his supervision.
    • The storekeeper must ensure that fire safety equipment is in place and operational at each warehouse level.

    Administrative tasks - The storekeeper must:

    • Keep stock records of all MSF resources upto date at all times.
    • Classify and archive all documents justifying the movements (IN/OUT) of resources.
    • Notify the Logistics Supervisor if an item falls below the minimum stock written in the stock card.
    • Make an inventory of the resources under his responsibility, with the Logistics Supervisor, every month.

    Requirements 

    • Education: Secondary education and Diploma in Warehouse Management related studies
    • Experience: 2 years experience as storekeeper
    • Language: English and Hausa Languages Fluently written and spoken
    • Competencies: Commitment to MSF Principles, Behavioural Flexibility, Stress Management, Results and Quality Orientation, Teamwork and Cooperation, Service Orientation.
