The Regional IT Officer is assigned to a designated hub office and will serve as an extension of the DC-based CIPE IT Team. Under the direction of the Director of IT at the DC office, the position will support the implementation of IT policies and procedures at a local level, lead technology implementation to support regional projects/programs, monitor and track cyber security risks, provide IT guidance, and offer training to regional staff. The IT Officer will collaborate with DC HQ IT and tailor technology solutions to align with local needs. The position will also provide budgetary input for programmatic funding opportunities and proposals.
The incumbent will work closely with the Regional Hub Director for functional collaboration and coordination. This position requires hybrid onsite/telework with 3 days weekly onsite presence at the office.
Key Responsibilities:
Collaborate with stakeholders (local & HQ) to capture technology needs for regional projects/programs
Identify solutions and lead implementations to meet those needs
Interface with local vendors developers in tracking project progress on applications development / enhancements, setup, testing, ensure that support SLAs are met
Support users with technical issues in collaboration with local vendors and CIPE IT / Helpdesk
Evaluate emerging & innovative technologies and deploy to support CIPE’s programming
Gather business requirements from stakeholders, requirements mapping and gap analysis to technology solutions
Procure technology products, manage vendors, quality assurance, and delivery
Assist in conducting cyber security and risk assessments for regional areas of operation, program planning and implementation
Monitor cyber threats, create plans for remediation and promote a strong security culture to mitigate risks to hub offices
Stay abreast of regional data protection and privacy regulations to incorporate into services and projects, and ensure compliance with applicable standards and laws
Develop and implement hub IT policies and procedures
Implement IT standards for equipment, networks, etc.
Update Field IT technical and operational documents and manuals
Track regional hardware and software inventory
Develop training materials and offer technical training to regional staff
Collaborate with Safety & Security team to implement access controls, CCTV.
Highlight and provide IT security information for high-risk travel situations or events.
Responds to critical incidents as required
Basic SQL querying and some system administration as required
Provide first level payment processing support for all payables and payment requests using CIPE’s ERP system (JAMIS).
Complete, track and manage payment instructions for transmission to the banks under supervision of finance manager.
Perform admin tasks such as entries in Financials systems, ensure payments are processed.

Qualifications:
Bachelor’s degree in STEM (science, technology, engineering, mathematics) such as BA/BS in information technology or computer science
PMP certification preferred
4 - 5 years of experience with supporting and deploying IT solutions, preferably supporting a region-wide effort across multiple countries
Experience in leading software development/implementation projects
Experience in applications analysis, configurations, administration, testing
Experience managing vendors for product development and delivery
Legal authorization to work in the hub country is required.
Proficient in O365 Apps, including SharePoint platforms
Knowledge of cloud technologies (AWS, Azure), software development lifecycle (SDLC), product development methodologies
Understanding of business process mapping and analysis Knowledge of SQL, database management and KPIs, tools such as MS Project, Jira, Confluence
Strong project management skills with ability to manage mid-sized technology projects
Ability to work with diverse stakeholders to manage timelines and deliverables
Customer service oriented and excellent communication skills
Attention to detail and the ability to work independently
Demonstrated strong critical thinking and analytical skills
Strong English language skills required
Experience networking with non-profit partners, donors, and community groups
Capable and committed to undertaking travel assignments at both regional and international levels
Strong conceptual, verbal, and written communication skills.
