Supply and Delivery of Livelihood Vocational Start-Up Kits (8 Lots) for 100 Beneficiaries in Borno State, Nigeria

Introduction

Transcultural Psychosocial Organization (TPO) Nigeria, under the Livelihood Support Programme – Borno State (funded by the United Nations Development Programme (UNDP)), invites sealed tenders from competent, reputable and financially capable suppliers for the supply and delivery of livelihood vocational start-up kits to support One Hundred (100) beneficiaries across eight (8) vocational trades in Borno State, Nigeria.

2. Scope and Lots

The procurement is divided into eight (8) Lots. Bidders may bid for one, up to a maximum of three (3) Lots per bidder. Each Lot will be evaluated and awarded separately to the substantially responsive, qualified bidder offering the best value for that Lot. The Lots are:

Eligibility Requirements

Interested bidders shall submit the following as part of their bid:

1. Certificate of Incorporation / Business Registration with the Corporate Affairs Commission. 
2. Tax Identification Number (TIN) and valid Tax Clearance Certificate for the last two (2) years (2024 and 2025).
3. Evidence of statutory compliance: PenCom (Pension), ITF and NSITF certificates, where applicable; and SCUML certificate (or evidence of application).
4. Company profile, including registered address, and evidence of at least two (2) similar supply contracts executed in the last five (5) years, with letters of award / completion.
5. Audited financial statements for the last two (2) years and/or a bank reference / solvency letter confirming financial capability.
6. Manufacturer's / dealer's authorization for branded machinery and equipment, where applicable.

Availability of Tender Documents

The complete Tender Dossier can be accessed using the link, free of charge, with effect from Thursday, 30 July 2026. Bidders may request the Dossier by e-mail to procurement@tpong.org, quoting the Tender Reference Number. Bidders who obtain the dossier are encouraged to send a brief e-mail with their company name and contact details to the same address, so that any addenda or clarifications can be sent to them directly.

Key Dates

This is a single-stage national competitive bidding. Each bidder shall submit its complete bid (comprising both the technical documents and the priced schedule together) in ONE (1) sealed envelope. The sealed envelope shall be marked with the Tender Reference Number, the Lot(s) bid for, the bidder's name and address, and the warning “DO NOT OPEN BEFORE THE TENDER OPENING”, so that a late bid can be returned unopened.

Completed bids must be delivered and deposited in the designated Tender Box at the Office of Transcultural Psychosocial Organization (TPO) Nigeria, No. 33 Baba Musami Street, Old GRA, Maiduguri, Borno State, Nigeria, not later than the deadline stated in the Key Dates below.

Bid Validity & Security

Bids shall remain valid for 90 days from the date of bid closing. In lieu of a cash bid bond, each bidder shall submit a signed Bid-Securing Declaration in the form provided in the Tender Dossier. The successful bidder shall provide a Performance Security of ten percent (10%) of the contract value upon award.
