    Gender Monitoring, Evaluation, Learning and Social Accountability Officer

    Job Purpose

    • The M&E officer will report to the Project Coordinator for the Gender Equality and Women’s Rights Project and will provide oversight and lead on the design, implementation, and operation of the M&E system for the GiZ Gender Equality and Women’s Rights project to be implemented in Michika and Guyuk LGAs of Yola, Adamawa State, Nigeria. She/he will oversee the monitoring, evaluation, analysis, and reporting of performance and results, providing regular project reports in a timely manner to the Project Coordinator and project team.
    • She/he will provide technical leadership, and support to the project team, oversee data management on gender-related analysis, report writing, and regular training of M&E field officers and/or subgrantees. She/he will conduct regular project data analysis with a gender-sensitive lens and identify methods to use results for program improvement. S/he will lead activity efforts to strengthen monitoring, evaluation, and performance reporting within the geographic area of activity.
    • This role will liaise closely with other support teams such as: Monitoring, Evaluation, Learning and Social Accountability Officer, Program Manager – Gender Justice, Project Implementing Partners, and GIZ’s M&E support.

    Key Responsibilities and Accountabilities

    The Monitoring and Evaluation (M&E) Officer’s primary responsibilities include:

    • Assist the Project Coordinator with the review and implementation of the M&E Plan for the project, including indicator definition, target review, reporting, database management, and developing M&E and/or performance monitoring plans.
    • Lead role in overseeing the development of tools for data collection, data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit-worthy.
    • Responsible for supporting the preparation and review of program reports in collaboration with program staff.
    • Manage research activities and ensure outcomes and lessons learned are integrated into the project and shared with relevant stakeholders.
    • Provide feedback to the Project Coordinator on project strategies and activities.
    • Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
    • Report monthly, quarterly, biannually and annual progress on all project activities
    • Design and manage gender-disaggregated beneficiary monitoring and database systems.
    • Collaborate with the project team and Communication officer to ensure proper and timely dissemination of visibility products and materials.
    • Lead on ensuring all project documentation (tools, templates, reports, research, and materials) is uploaded to the box in a timely manner.
    • Perform other duties as required.

    Partner Management:

    • Undertake periodic review of partners’ reports and ensure adherence to donor requirements, Oxfam policies and procedures on partner management.
    • Support capacity strengthening for partner staff on gender analysis and gender monitoring and evaluation.
    • Develop templates for partner activity reporting and ensure proper reporting and documentation.
    • Participate in partner Risk Management (PRISMA) and review meetings as required.
    • Participates in regular meetings with partner organizations to fully understand the context and operating environment; ensures that the working relationship between them and Oxfam is positive, open and conducive to the successful achievement of agreed objectives.
    • Monitors complaints received and response (follow-up) processes by developing and maintaining a tracking mechanism.

    Educational Experience & Competence Essential

    Essential:

    • First degree or equivalent in Gender and Development Studies, Social work, Demography, Political Science, International Relations, Sociology, Statistics, Humanitarian Studies, or other relevant qualification (MSc. is highly desirable).
    • Minimum of 2 years of “hands-on” working experience in designing learning, and monitoring systems on gender programs; gender analysis, report writing, and program work, including field experience and/or with institutional donors.
    • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/ or performance monitoring plans.
    • Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed method, and impact) and data collection and analysis using feminist methodologies.
    • Proven success in designing, implementing and operating project M&E systems from project initiation to closeout stages.
    • Strong analytical skills and experience using a computerized information management system (Microsoft Word, Excel, Statistical analysis software, field data collection tools ODK, Mwater App, Kobo Toolbox, GIS mapping, etc.)
    • Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and the interests of marginalized people in all aspects of Oxfam’s work.
    • Proven experience working with partner organizations and helping them develop their independent expertise and ability to deliver results, through effective capacity-building and learning and development activities.
    • Fluency in English and Hausa is required (Knowledge of Fulfude will be an added advantage).
    • Applicant must be national/local - must devote a minimum of 90 percent of the time to project activities to achieve expected outcomes.

    Desirable:

    • Knowledge of gender research, programming, and feminist methodology is highly desirable.
    • Knowledge and/or experience working with International Organizations.
    • Demonstrated ability through previous experience with data quality assessments and oversight, developing and refining data collection tools and analyzing data, and managing and providing ongoing training to M&E field officers and/or subgrantees.
    • Experience in planning and managing surveys and gender-related analysis.
