    Consultancy Service to Conduct Formative Research/Bottle Neck Analysis for Sanitation Marketing in 15 Communities in Jere, MMC and Konduga LGA of Borno State- Resilac II

    Action against hunger under the Lake Chad Inclusive Economic and Social Recovery 2 (RESILAC 2) project with funding from European Union & AFD in collaboration with Borno state Rural Water Supply and Sanitation (RUWASSA) is committed to improving access to sustainable sanitation in Konduga, Jere and MMC LGAs, Borno State, Nigeria. To effectively design and implement sanitation marketing interventions, there is a need to understand community sanitation behaviors, preferences, willingness to pay, supply chain dynamics and existing market barriers and opportunities through formative research.

    This research will guide the development of a demand-driven, market-based sanitation interventions that aligns with the cultural, social and economic realities of target communities, ensuring uptake and opportunities. It will also ensure that products, pricing, promotion and delivery channels aligns with what communities want and can afford, increasing the likelihood of latrine adoption sustained use.

    Geographical scope coverage: Jere, MMC and Konduga LGAs of Borno State.

    Sanitation and hygiene in Borno state, Nigeria, face major challenges due to the ongoing humanitarian crises,environmental hazards like flooding and limited infrastructure. Access to sanitation is severely limited in many parts of the state, especially in IDP camps, rural areas and conflict affected LGAs.

    Open defecation remains a critical issue as of recent report, only 2 out of 27 LGAs Biu and Shani have declared Open Defecation Free (ODF).

    Consultant Qualifications

    • Advanced degree in Public Health, Social Sciences, WASH, or related field.
    • Minimum 5 years of experience conducting qualitative and quantitative research, preferably in WASH and behavior change.
    • Strong experience with sanitation marketing, social marketing, or demand-side WASH interventions.
    • Should be a resident of Maiduguri and have excellent knowledge of the humanitarian and development context in Northeast Nigeria.
    • Proven analytical, facilitation, and report-writing skills.
    • Fluency in English; proficiency in Hausa and understanding of Kanuri and Shuwa is desirable.
    • Experience working with humanitarian organizations or NGOs is an added advantage

    The consultant will carry out the following tasks:

    • Desk Review of existing WASH assessments, KAP studies, CLTS reports, Sanmarkevoucher SOP and relevant SanMark literature.
    • Develop a detailed research plan, methodology, and tools (qualitative and quantitative).
    • Conduct fieldwork in selected communities across Jere, MMC, and Konduga LGAs
    • Focus Group Discussions (FGDs)
    • Key Informant Interviews (KIIs)
    • Household surveys
    • Market actor interviews
    • Analyze data and prepare a comprehensive report with actionable recommendations.
    • Facilitate a validation workshop with key stakeholders to present findings and co-develop next steps.
    • Submit a final report including data analysis, findings, recommendations, and annexes.

    Proposal without request of the full ToR will not be accepted. The prospective consultancy is expected to submit a brief methodology, financial offer and expected output with concept note while responding to this expression of interest (EoI)

    NOTE: The sending of full ToR will commence from Monday 21 October 2025 until the deadline of the submissions to all expressions of interest from prospective consultants and submission of proposals will be on or before 6 th November 2025 by 12:30PM, Nigerian time
