    Consultancy for Project Management (PMP) Capacity-Building Activity for Enrich Consortium Program Managers

    The ENRICH project operates as a multi-year, multi-partner, multi-sector humanitarian consortium requiring standardized, rigorous project management across all four LGAs and implementing five sectors. Program Managers in ENRICH operate within complex systems involving phased donor funding, logistic and supply-chain constraints, multi-sector integration, multi-stakeholder coordination, and high accountability requirements. Strengthening professional project management capacity is essential for maintaining performance, reducing operational risk, ensuring compliance, and supporting quality delivery across sectors. 
    The purpose of this assignment is to fully equip ENRICH Program Managers with PMP-aligned competencies, ensure their eligibility for certification and facilitate end-to-end exam processing until each participant completes the PMP exam. The intent is to institutionalize standardized project management methods that reinforce delivery discipline across the consortium

    Training Objective:

    The activity will achieve the following:

    • Strengthen practical competencies in project initiation, planning, execution, monitoring, control and closure.
    • Models relevant to humanitarian operations.
    • Improve risk, issue, schedule, cost, resource, procurement and stakeholder management performance.
    • Strengthen MEAL-linked planning, performance tracking and accountability frameworks.
    • Build coherent project management approaches across partners and sectors.

    Certification Objectives

    • Enable all 12 Program Managers to meet PMI eligibility criteria.
    • Process all PMI profiles, PMP eligibility applications and payments.
    • Register and schedule all PMP exams.
    • Administer or supervise administration of the PMP exam.
    • Provide exam readiness tools, mock exams and coaching until exam completion

    Geographical scope coverage:

    The training location will be delivered to the participants online covering the standard of the PMP training schedule. After the training period, the participants will take the exams physically in the approved PMP centers provided by the consultancy firm.

    Scope of Work:

    The contracted training institute will deliver a fully integrated package covering:

    Preparatory Phase

    • Conduct a needs assessment to map existing gaps in project management capacity.
    •  Context and programming realities, supply-chain constraints, 
    • MEAL integration, multi-partner architecture and donor compliance structures.
    • Provide a detailed training plan, curriculum, schedule and methodology. 
    • Collect participant data required for PMI eligibility processing.

    PMP Training Delivery

    • Deliver instructor-led PMP training aligned to the latest PMBOK standards.
    • Incorporate ENRICH-specific case studies: resource constraints, realignment cycles, risk escalation, pipeline pressures, TPM oversight issues and sector integration. iUse practical exercises, group work, real-scenario simulations and applied learning tools. Provide all manuals, handouts, slides, workbooks and practice materials.
    • Conduct regular knowledge checks and maintain attendance records.
    • PMP Eligibility, Registration and Exam Processing
    • Create or update PMI profiles for all participants.
    • Guide participants through PMP eligibility documentation. iReview and submit all eligibility applications. Process all exam payments.
    • Register all participants for official PMP exams.
    • Schedule exam windows accessible to participants’ locations
    • Administer the exam through authorized channels.

    Exam Preparation Support

    • Provide multiple mock exams. Provide exam coaching sessions. iProvide exam-focused revision materials.
    • Track participant readiness.
    • Post-Training and Certification Support
    • Analyze exam performance.
    • Provide individual performance summaries.    
    • Provide institutional recommendations on capacity strengthening.
    • Submit final report covering training delivery, exam outcomes, attendance, learning assessments and recommendations for ENRICH leadership.

    Evaluation Criteria:

    • Technical soundness.
    • Certification and qualifications of trainers.
    • Exam administration capability    
    • Value for money.
    • Organizational capacity and track record.

    Method of Application

    All interested consultants should send Expression of Interest electronically from Monday 4th February 2026 by 12 noon to 171h February 2026 to: supply@ng-actionagainsthunger.org

     with subject “CONSULTANCY FOR PROJECT MANAGEMENT (PMP) CAPACITY-BUILDING ACTIVITY FOR ENRICH CONSORTIUM PROGRAM MANAGERS.” in order to receive the full ToR.  

    Proposal without request of the full ToR will not be accepted. The prospective consultancy is expected to submit a brief methodology with concept note while responding to this expression of interest (EoI)

    NOTE: The sending of full ToR will commence from 5th February 2026 until the deadline of the submissions to all expressions of interest from prospective consultants and submission of proposals will be on or before 18th February 2026 by 5:00PM, Nigerian time
