    Priority Populations Advisor - Orphans and Vulnerable Children (OVC)

    Description

    • The Population Council is seeking to recruit an experienced professional for an anticipated USAID/PEPFAR project providing support to Orphans and Vulnerable Children (OVC) in Nigeria
    • The successful candidate will provide technical leadership to OVC programming for innovative interventions for priority sub-populations of OVC, such as Adolescent Girls and Young Women (AGYW) and children of key populations.

    Responsibilities

    • Assist the Technical Director to provide technical leadership and technical support for the design and implementation of evidence-based interventions and approaches related to priority sub-populations of OVC such as:
      • Empowerment strategies to reduce the risk of HIV for AGYW
      • Strategies and approaches to provide comprehensive services for children of key populations.
    • Support program efforts by providing guidance and hands-on support in conducting assessments, advising on partnerships and strategies
    • Ensure the day-to-day implementation of the work plan activities related to AGYW and children of key populations.
    • Develop program monitoring and evaluation instruments and associated operations manual
    • Contribute to monitoring and evaluation efforts and data collection.
    • Facilitate collaboration between government and NGO service providers and communities to strengthen referrals services and systems between these entities.
    • Represent the Council to and collaborate with relevant international development, donor and research institutions through relationship building, information sharing, and representation.
    • Facilitate, draft, and participate in the development of, and/or the timely completion/review of OVC technical reports, such as: monthly, quarterly, and/or annual reports and newsletters; strategic plans and work plans; and other ad-hoc reports, as required.
    • Stay abreast of state-of-the-art developments in quality and innovations related to OVC programming and social service system strengthening and share relevant information as appropriate.
    • Travel as needed to project sites for technical assistance, training, and supervision.

    Qualifications

    • Minimum of a Master's Degree in Social Sciences or Public Health with clear focus on gender, adolescent’s or women’s health issues.
    • Minimum of seven years’ experience in designing and implementing programs in Sub-Saharan Africa to address the health risks faced by AGYW and children of key populations (particularly regarding HIV and TB), and gender- related barriers to services and equality, preferably in Nigeria.
    • Proven track record of thriving as part of a team and fostering collaboration to achieve goals, meet milestones, and produce quality results.
    • Skills and experience in program monitoring and evaluation, including quantitative and qualitative methodologies.
    • A good understanding of the intersections between health, gender, and humn rights.
    • Comprehensive knowledge of the social welfare context and health system in Nigeria, and preferably in the South/SouthEast
    • Understanding of PEPFAR OVC programming priorities, strategies, and monitoring and evaluation tools and systems.
    • Excellent oral and written communication skills (including presentations) in English (professional level) required.
    • Willingness to travel regularly and in difficult circumstances.
    • Leadership qualities and ability to create synergies where applicable.
    • Excellent interpersonal skills and ability to work as part of a team.
    • Expert computer skills in Microsoft Office applications, including Word, Excel, Power Point and Outlook.
