    Market Value Chain Consultant

    Job description

    As part of its initial activities under this intervention, BIF aims to carry out different pieces of research to serve as early interventions so as to improve its understanding of the dynamics at both beneficiary and enterprise stakeholder levels within the dairy market, so that a market analysis and strategy (MAS) for BIF support to the dairy market can be developed. This particular term of reference (ToR) will focus on research into a viable model for milk collection, pasteurisation and transportation, which is a key part of the core functioning of the dairy market.

    BIF therefore intends to engage the services of a consultant(or group of consultants) to:

    • Undertake a comprehensive study reviewing the working milk collection model employed by Fiesland Campina in Fashola in the South West against failed models in Northern Nigeria such as that of Milcopal.
    • Bring to light details of successful models from countries with similar challenges
    • Identify clusters of pastoralists in Katsina and Sokoto States with the largest concentrations of dairy herds
    • Identify some major offtakers of this milk (i.e. yogurt processing plants etc.) within these states and quantify their throughput.
    • Make recommendations that will inform the development of a viable business model for milk collection centres, and of an adaptable cold chain innovation model.

    Scope of Work

    The scope of work is as follows:

    Milk Collection Centres

    1. Undertake a comprehensive study reviewing the working milk collection model employed by Friesland Campina in  Fashola in the South West against failed models in Northern Nigeria such as that of Milcopal
    2. Determine in particular what successful milk collection models are being tried in Africa regions and beyond that can be emulated with emphasis on the potential models being a ‘good fit’ considering the nature of Nigeria’s climatic, technological, technical and logistical  milieu
    3. Gather information on the pastoralists in Katsina and Sokoto States with large concentrations of dairy herds.
    4. Ascertain the major yogurt/milk processing plants within these states and verify their throughput requirement so as to justify off take and intervention in the MCC & cold chain services.
    5. Develop a business model for milk collection centres that would work in Northern Nigeria

    Cold Chain Systems

    1. Make recommendations for successful centres for pre-cooling, handling, processing and cold chain storage within Nigeria
    2. Identify and describe successful cold chain innovations that exist across the world that BIF can learn from.

    Deliverables

    Deliverables for this assignment will include:

    1. A detailed workplan for the delivery of this ToR within the timeframe specified below
    2. Submission of a draft report on Milk Collection Centres, including working and failed milk collection models; other models being tested in other areas which may prove successful in the context of Nigeria; information on pastoralists in Katsina and Sokoto States; and a proposed business model for milk collection centres (as detailed in points 1-4 of the Scope of Work above). This should be completed by 15 working days effective 26 October 2015
    3. Submission of a final report on Milk Collection Centres, incorporating any feedback from the BIF team, by 5 working  days effective 16 November 2015
    4. Submission of draft report on Cold Chain Systems, including recommendations and successful innovations which could be applied in Nigeria (as detailed in points 5-6 of the Scope of Work above). This should be completed by 5 working days effective 16 November 2015
    5. Submission of a final report on Cold Chain Systems, incorporating any feedback from the BIF team, by 5 working days 30 November 2015
    6. An executive summary of the two reports to be shared with relevant stakeholders for validation
    7. Full list of contacts established and meetings conducted throughout the assignment

    Consultant(s) Experience and Expertise

    Consultant must possess and be able to demonstrate the following:

    • At least a Master’s degree in the field of agriculture or its equivalent
    • At least 5 years’ experience of conducting research
    • A working knowledge of Industrial End Users and the dairy industry
    • Previous engagement with Industrial End Users and Processors is an advantage
    • Excellent communication, writing and computer literacy skills
    • Ability and willingness to travel across different states In Nigeria 

    Timelines

    The consultant is expected to carry out this assignment as outlined within 6-8 weeks from the date of contract agreement and signing.
