Provision of Immigration Consultancy Services - Tdh Nigeria at Terre des hommes Foundation (Tdh)

Terre des hommes (Tdh) is a Swiss child‑focused humanitarian organization committed to protecting the rights and wellbeing of vulnerable children and their families. In Nigeria, Tdh has been operating since 2017, responding to the humanitarian crisis caused by conflict and displacement in the North‑East, North‑Central, and South‑West regions.

Tdh delivers life‑saving and resilience‑building support in child protection, education, psychosocial wellbeing, health, and water, sanitation and hygiene (WASH). The organization works closely with communities, local partners, and government institutions to strengthen protection systems and improve access to essential services. Through its programs, Tdh strives to ensure that every child grows up in safety, dignity, and hope.

In light of its operations, Tdh Nigeria regularly requires immigration and visa‑related services for expatriate staff, consultants, and official visitors. To ensure full compliance with Nigerian immigration laws and efficient visa processing, Tdh intends to engage a qualified and experienced Visa Consultant/Firm under a framework agreement.

Objective

The main objectives of the consultancy are to: 

• Provide timely, accurate and professional immigration, visa and permit processing services 
• Ensure full compliance with Nigerian immigration regulations 
• Keep Tdh continuously updated on application status and policy changes 

Scope of Services

The Consultant shall provide the following services on an as-needed basis:

• Processing of Regularization of Stay and issuance of Combined Expatriate Residence Permit and Aliens Card (CERPAC) 
• Renewal of E-CERPAC 
• Processing of Subject to Regularization (STR) visas R5A Category
• Renewal of Temporary Work Permit (TWP) visas 
• Renewal of ECOWAS Residence/Work Permits 
• Provision of any other related immigration or visa related services as may be requested by TDH from time to time 
• Follow-up and liaison with Nigeria Immigration Service (NIS) and other relevant authorities to ensure timely processing 
• Collection and secure delivery of approved passports, permits and other immigration documents to Tdh office or designated focal persons 

Resonsibilities of the Consultant: 

• Adequately perform all immigration consultancy services with professionalism and due diligence
• Provide routine updates to Tdh on the status of every application/file
• Respond to Tdh’s inquiries and communications without delay (within 24 hours maximum)
• Treat all documents and information as strictly confidential and as property of Tdh
• Return all original documents to Tdh immediately after completion of each service (unless otherwise agreed) 
•  Immediately inform Tdh of any changes in immigration laws, procedures or requirements that may affect ongoing or future applications

Responsibilities of Tdh : 

• Provide the Consultant with complete, accurate, and timely supporting documentation and information required for visa and immigration processing, in line with applicable requirements.
• Ensure that all information and documents submitted to the Consultant are authentic and compliant with Nigerian immigration regulations.
• Notify the Consultant promptly of any changes that may affect ongoing or planned applications, including but are not limited to changes in staff deployment, nationality, travel plans, or contact details.
• Review and respond to requests for clarification, additional documentation, or approvals within reasonable timelines to avoid delays in processing.
• Designate a focal person to coordinate with the Consultant, facilitate communication, and provide oversight on all immigration-related matters.
• Make payments to the Consultant in accordance with the agreed fee structure, and payment timelines under the Framework Agreement.
• Provide timely feedback on services rendered and notify the Consultant of any performance, compliance, or quality concerns.
• Comply with all applicable Nigerian immigration laws and internal organizational policies related to staff mobility and documentation.

Expected Deliverables

• Successful processing and delivery of requested visas/permits 
• Regular status reports (at least weekly for ongoing applications) 
• Return of all original documents immediately after service completion 

Requirements
Interested agencies must submit:

• A minimum of 5 years of relevant professional experience in providing immigration and visa services in Nigeria
• A minimum of 3 reference for similar service, preferably INGO’s
• Company profile 
• Financial proposal i.e. service fee/commission structure 
• CAC registration 
• valid Tax Clearance Certificate & SCUML
