    Programme Analyst, Sexual Reproductive Health and Rights (SRHR), Country Office - (NOB)

    The Position

    • The Spotlight Initiative Sexual and Reproductive Health and Rights (SRHR) Programme Specialist will be responsible for planning, directing and controlling the formulation and implementation of all Sexual Reproductive Health activities across all the pillars of the Spotlight Initiative in UNFPA Nigeria and provide guidance of SRHR activities of other implementing agencies. 
    • You will report directly to the Technical Coherence Specialist, under the overall coordination of the Maternal and Reproductive Health Advisor.

    Job Purpose

    • In a global organization, where many of our people are based in challenging environments, you will play a vital role in ensuring SRHR earmarking, inter-linkages and implementation of the new multi-UN agency EU-UN Spotlight Initiative project for UNFPA Nigeria.
    • The Spotlight Initiative is a new program set at addressing the SRHR needs of women and girls survivors or those at risk of gender based violence and harmful practices.
    • In collaboration with UNFPA SRHR and Gender/GBV units, Government counterparts, sister UN agencies and other partners, the project will work across various thematic areas for a comprehensive response to ending GBV and harmful practices.

    Main Tasks & Responsibilities
    You would be responsible for:

    • Providing strategic thinking, technical advice and innovative approaches to facilitating programme interventions and provide strategic support to achieve programme deliverables 
    • Elaborate and formulate corresponding topics to Sexual and Reproductive Health as part of Spotlight Programme across pillars, including technical guidance across Spotlight Project agencies.
    • Support innovative means to reach out to the larger women and girls population, and facilitate evidence-based advocacy campaigns for making social investments in: (i) women and girls and its participation in planning, designing and implementing policies and programmes at States and LGA levels; (ii) SRHR access. Facilitate the strengthening of capacity in the provision of SRHR information and services.
    • Guiding the process of delivery of SRHR technical assistance and engagement with partners
    • Contribute substantively to the harmonization and implementation of the SRHR activities of the various UN agencies in line with the UN reform, especially in relation to coordination of SRHR activities (Delivery as One).
    • Identify/monitor risks that could interfere with programme delivery and coherence; and design sustainable and practicable mitigation measures.
    • Ensure general effective management for all the project interlinkages of Sexual and Reproductive Health Program, including HIV and reproductive health including fistula across the pillars of the Spotlight Initiative cross-cutting issues in GBV – health, data, social norms, social protection, etc.
    • Ensure that activities conducted under one pillar/agency is of benefits to and from inputs by other interested pillars/agencies (cross-fertilization).
    • Facilitate women and girls’ empowerment and assess to SRHR, networks with government institutions to strengthen their capacity to collect, analyze and utilize data for advocacy and planning purposes respectively. Provide technical and facilitation support to youth and government partners to ensure the development of State gender policies, including sectoral strategies and programmes.
    • Support innovative means to reach out to the larger women and girls population, and facilitate evidence-based advocacy campaigns for making social investments in: (i) women and girls and its participation in planning, designing and implementing policies and programmes at States and LGA levels; (ii) SRHR access. Facilitate the strengthening of capacity in the provision of SRHR information and services.
    • Review respective findings and recommendations of the project pillars on similar or connected issues, with a view to ensure their internal as well as external coherence.
    • Within the limits inherent to the Spotlight Initiative Project objectives, procedures and means of action, develop and implement appropriate action and activities to promote its overall coherence and synergies.
    • Ensure the achievement of all objectives as planned, and look after the effective use of all financial resources of the projects within the Sexual and Reproductive Health and HIV programs in line with UNFPA policies and procedures.
    • Ensure that compatible frameworks are used for similar outputs from the various pillars (including technical notes).

    Manage Knowledge Management for the project:

    • Contribute to the production of consolidated Annual Work Plans (AWP) and annual reports
    • Support the collection (including through operational research) of lessons learnt and best practices that enhance the effectiveness of SRHR access interventions, disseminate to stakeholders, and advocate for scaling up of the SRHR integration programme.
    • Provide technical assistance to national counterparts in the formulation of policies and research to generate evidence on the issues of the Sexual and Reproductive Health
    • Support advocacy and resource mobilization efforts through production of analytical reports and publications on issues it considers of relevance for project coherence and quest for synergies in the Spotlight Initiative (project summaries, conference papers, donor profiles and participating in donor meetings and public information events)
    • Ensure compilation, analysis and publication of statistical and other data and materials supporting Spotlight Project SRHR interlinkages and document lessons learnt and participate in dissemination to relevant partners.
    • Develop actions for resource mobilization to support the work being done on Sexual Reproductive Health.
    • Carry out any other duties as may be required by UNFPA leadership.

    Qualifications and Experience
    Education:

    • Master's degree in Public Health, Medicine, Sociology, or other fields directly related to Sexual and Reproductive Health.

    Knowledge and Experience:

    • A minimum of 5 years of relevant and increasingly professional working experience in programme/project management of SRHR in the public or private sector.
    • Recognized expertise in Sexual and Reproductive Health.
    • Proven experience in working with women and girls’ networks and programme affiliated to the development and mobilization, and SRHR direct access and prevention.
    • Experience in working with government institutions and donor organizations.
    • Familiar with issues on population, gender, gender-based violence and youth.
    • Ability to work under pressure and excellent and human relation skills.

    Languages:

    • Fluency in English required. Strong capability to communicate clearly and concisely in both oral and written English will be an asset.

    Main Tasks & Responsibilities
    You would be responsible for:

    Ensuring an effective financial recording and reporting system for the spotlight Project:

    • Ensuring an effective financial recording and reporting system, internal control and audit follow-up and processes financial transactions in an accurate and timely way;
    • Assisting in the formulation of Spotlight project budgets;
    • Establishing and maintains contacts with government counterparts and implementing partners to ensure an effective and efficient collaboration;
    • Facilitating the conduct of HACT audits and ensures the development and implementation of follow-up actions;
    • Working closely with Programme and Project staff providing financial monitoring and analysis of projects and advising managers on expenditure trends and implementation rates.
    • Supporting the monitoring of programme financial performance for all project funds by providing necessary financial information and analysis, including implementation rate against indicators/results. Detects potential over-under expenditure problems and suggests remedial action;
    • Facilitating all payment requests, financial record-keeping and preparation of financial reports required in line with HACT financial rules and procedures;
    • Developing tools and mechanisms for effective monitoring of project budgets, coordinates compilation of financial data and provides accurate and up-dated financial information to UNFPA on a regular basis;
    • Integrating financial policies and procedures, particularly relating to National Execution (NEX), into standard operational procedures, and providing guidance and training to staff and project managers accordingly;

    Provide logistical and technical support to UNFPA programme staff and implementing partners in Programme Administrative Management:

    • Providing quality services in administration, procurement, communication and management of office equipment and infrastructure to internal and external clients mastering all relevant rules, guidelines, processes and procedures;
    • Taking a client-oriented results-focused approach to interpreting the rules, procedures and guidelines in service of the Country Programme
    • Providing logistical and technical support to UNFPA programme staff and implementing partners in Programme Financial Management;
    • Assisting in the organization of training activities, ensuring logistical and, where applicable, financial arrangements;
    • Monitoring the dashboard to ensure that any items requiring corrections are worked on a timely basis and serves as the focal point for completion of integrated accountability checklist.
    • Carry out any other duties as may be required by UNFPA leadership.

    Qualifications and Experience
    Education:

    • Bachelor's degree or Higher National Diploma in Public Administration, Accounting, Business, Economics, or other related field.

    Knowledge and Experience:

    • At least 7 years of relevant work experience in the same functional area;
    • Knowledge of UN Operational Rules and Regulations; direct working experience applying and handling UN Operational rules and regulations would be an advantage; 
    • Proficiency in current MS Office software applications and other accounting package is essential. Familiarity with ATLAS will be an asset.
    • Ability to work under pressure and excellent and human relation skills;

    Languages:

    • Fluency in English, both oral and written, is required.
