    Medical Director

    Reports To: Country Program Manager

    Job Summary

    • The Medical Director directly oversees all medical activities across all AHF- Nigeria supported facilities, covering all comprehensive sites supported by AHF in Nigeria, ensuring delivery of high quality standard of care for all patients through training, staff mentorship, supervision and adherence to SOPs and guidelines.

    Essential Duties & Responsibilities
    Leadership and Management:

    • He/she oversees AHF medical operations in Nigeria and supports the Country Program Manager to efficiently and effectively deliver quality clinical services in the country.
    • Provides technical support to the Treatment program and work with the Prevention lead to ensures linkage to treatment and care program through well-established processes of patient linkages and service integration
    • Attends key technical partners meetings and provides feedback to management.
    • Leads the development of treatment work plans for all sites.
    • He/she participates in staff need assessment, interviewing, and induction of new hired staff.
    • He/she participates in setting performance targets and staff appraisal and addressing concerns of employees under his/her supervision.
    • Supports the operations of the programs in the country to ensure efficient service delivery in each site/program area.

    Clinical Responsibilities:

    • Ensures standard quality of clinical services is delivered at all AHF supported sites.
    • Provides periodic comprehensive support supervision reports, adhering to the tools provided by AHF
    • Promotes the implementation of standard operating procedures for all activities relating to good clinical practice and ensures functional QI teams are in existence at site levels
    • Strengthens and ensures TB/HIV, PMTC1 ART and other integrated services are delivered in an integrated service delivery model.
    • Ensures effective patient flow in all sites, especially those with high volume of patients and coordinate periodic operations research to monitor performance and assure improved quality.
    • Identifies early warning resistance indicators and intervention strategies
    • Remains updated on current trends and standards in clinical management of HIV/AIDS and related illnesses
    • Participates in the elaboration/monitoring of annual targets and ensure that they are achieved in all regional sites
    • Is the point person for management of difficult cases

    Supervisory Responsibilities:

    • Provides technical leadership and mentorship to doctors, nurses, laboratory scientists, working in the different facilities in the country to ensure continuous growth and learning
    • Works with the program pharmacist to ensure that pharmacy operations are in accordance with good pharmacy practices
    • Identifies and promotes operational research at country level and builds capacity among the staff in case presentations and elaboration of scientific papers

    Education and/or Experience

    • Must be a Medical Doctor from a recognized institution.
    • Additional qualification in public health, family medicine or Health systems management, will be an added advantage
    • Minimum of Five years medical/health service experience preferred with a sound knowledge of basic medical disciplines to allow for accurate diagnosis and appropriate management of clinical problems.
    • Three years or more of recent experience with HIV/AIDS treatment; two years minimum of administration and program management experience with knowledge of clinical protocols and procedures in the management of HIV related diseases.

    Advocacy and Marketing Manager

    Reports To: Country Program Manager Based

    Job Summary

    • Work closely with AHF’s advocacy and marketing departments at global and bureau level to influence policy and implement advocacy initiatives with key focus on increasing access to treatment and testing, upholding the rights and dignity of people living with HIV, and strengthening stakeholder, partner and CSO relations.
    • Coordinate and manage the implementation of overall communication, PR/media relations and marketing strategies.
    • Adapt and activate new marketing campaigns and strategies to improve access to HIV prevention, treatment and care and promote AHF’s brand in Nigeria.

    Essential Duties and Responsibilities
    Advocacy:

    • Support the Country Program Manager to develop, implement and evaluate advocacy and policy change agenda and to promote the work of AHF at national level.
    • Plan, develop and monitor implementation of advocacy plans according to AHF mission and core values;
    • Identify and lead research into relevant development and HIV policy, write policy reports and briefings as strategic direction.
    • Advocate, integrate, improve communication experience exchange and partnership with NGO’s, CBOs, CSOs, AIDS control program at national and state level, PLHIV Groups, key stakeholders and other relevant institutions.
    • Coordinate and communicate AHF advocacy and policy change programs with national development networks, key decision and policy makers, and media;
    • Strengthen AHFs parliamentary engagements and participation in relevant Technical working groups at national and state level.
    • Provide information on funding opportunities to support advocacy and partnership work in the country;
    • Coordinate and assume responsibility for the timely compilation and submission of all project budgets and reports.
    • Represent AHF at meetings and conferences
    • Performs other duties as assigned.

    Marketing and PR/Media communications:

    • Assist in the development and Roll Out of country Marketing Strategies and Monitor its implementation in line with the organization’s strategy priorities.
    • Assist In the development, roll out and monitoring of all Marketing Strategy to promote public awareness/engagement, brand visibility, service referral and behavioral change.
    • Assist In the development and monitoring of marketing plans in line with country needs and specific campaigns.
    • Publicize organizational events and publications
    • Write and/or edit press releases, media advisories, Foundation news stories, op-ed pieces and other writing projects as needed
    • Pitch Foundation-specific and general HIV/AIDS and related news stories, articles and opinion pieces to print, online and electronic news outlets
    • Oversee AHF press conferences and media events and strengthen media relations through strategic media activations.
    • Manage AHF’s media monitoring agencies (print press clips, web, video and radio)
    • Work with the prevention manager to develop effective prevention messaging for dissemination.

    Education and Experience

    • Master's degree in Public Health, Law, Human Rights, Mass Communication, Community Development or any other relevant degree.
    • At least five years of experience in the successful management and implementation of civil society programs In Nigeria, and an understanding of the linkages between health and human rights in Nigeria.
    • Experience in advocacy program development and implementation.
    • Appropriate experience may be considered in place of a postgraduate degree.
    • Excellent understanding of HIV prevention messaging as well as use of media in HIY prevention.

    Monitoring and Evaluation Manager

    Reports To: Country Program Manager

    Job Summary

    • The Monitoring & Evaluation Manager will be responsible for the provision of leadership and guidance in the design and implementation of the function of Monitoring and Evaluation systems.
    • Responsible for the development of M&E plans and organizes internal systems to collect and analyze the data used to measure key performance indicators of programs, processes and activities.

    Essential Duties and Responsibilities

    • Provide leadership and guidance on program monitoring and evaluation to meet AHF global and Government of Nigeria reporting requirements.
    • Manage country level Monitoring, Evaluation and Reporting activities for AHF Intervention across all supported states in Nigeria.
    • Provide technical assistance to states and sites programs in the collection, analysis, reporting and use of output data for program improvement. .
    • Manage the country programs data reporting cycle to ensure high quality and complete data are sent to the Bureau/Global office on a periodic basis, or when required.
    • Monitor the progress of the program towards achieving targets and sha reprogram output data with the technical leads
    • Work in collaboration with states team to follow up on Monitoring & Evaluation activities at the program sites to ensure the promotion of data utilization by relevant end users.
    • Supervise Formative & Operations research, and other longitudinal studies in the country including development of study protocol and abstract.
    • Facilitate the provision of technical support to strengthen the country M&E activities and contributes to the development and review of appropriate data collection tools and procedures for all monitoring and reporting needs.
    • Work with the country, state office staff and government counterparts to provide support and guidance on program Monitoring and Evaluation of AHFs activities in Nigeria and its reporting requirements.
    • Facilitate timely reporting of the organization data reports to States & National Agency for Control of AIDS (NACA)
    • Provide support to sites in the state by interacting with site program coordinators, Managers, state M&E officers of SACA/SASCP, other Implementing partners and CBOs on needs and ensuring that these parties understand data reporting and can support these requirements.
    • Carryout routine monitoring visits to all project sites, including the conduct of Data validation and Data Quality Assessments (DQ.As) using official tools, preparation of monthly reports, and supportive supervision.
    • Manages the development and maintenance of computerized data capture of the program and provide technical assistance and training to the staff at the sites responsible for data entry.

    Education and Experience

    • Masters of Public Health (MPH) degree, preferably with specialization in the Epidemiology track.
    • Significant experience in Monitoring and Evaluation of international funded programs.
    • proven record of establishing M & E systems, designing and conducting evaluations and will have experience of a number of statistical software packages commonly used for data analysis.
    • Demonstrate competence in assessing priorities and in managing a variety of activities in a time-sensitive environment, and in meeting deadlines with attention to detail and quality.
    • Demonstrate computer skills in Microsoft Office Suite applications including Word, Excel, PowerPoint, SPSS, STATA, Epi-Info, Clintrial, OpenMRS and advance skills in the use of other analytical tools.
    • Experience providing and facilitating training; experience setting up training programs and workshops preferred.

    ART Clinician

    Reports To: Regional Medical Manager

    Job Summary

    • The ART clinician oversees the ART, PMTCT and prevention services of the AHF program at the facility level.
    • This position is crucial to the achievement of AHF Nigeria's programmatic targets and objectives.

    State Nursing Coordinator

    Reports To: Medical Director

    Job Summary

    • The state Nursing Coordinator would work closely with the State Coordinator/Regional Coordinator in ensuring smooth implementation of the ART service delivery in the state.
    • He /She will directly supervise the nurses’ cadre in providing topnotch HIV care, treatment and prevention programs.
    • Operational lead of the Nursing care and ART task shifting system within the state, by so doing implement high quality care in line with the direction of the Country office technical leads.

    • Provide comprehensive analysis of patient physical health statues in AHF supported facilities in the state.
    • Support the prevention coordinator and care team in implementing high quality PITC, Index testing, PNS (Other innovative facility based testing program).
    • Provides leadership to nursing team to establish effective linkages and referral of patients within and outside the facility.
    • Responsible for identifying training needs, conduct capacity building for health care workers in supported health centers.
    • Supports the process of developing/reviewing and adapting HIV Testing and Counseling, Blood and Injection safety USP, PEP training curricula and other documents to meet appropriate audience.

    Education and Experience

    • At least 3 - 5 years’ experience in HIV program management.
    • 1- 2 years’ experiences in core HIV Care team supervisory role

    Senior Nursing Officer

    Laboratory Scientist

    Reports To: State Clinical Coordinator

    Job Summary

    • To provide laboratory oversight in AHF supported sites and monitor adherence to standard laboratory protocols and guidelines. Involved in training, support supervision, mentorship, and team building exercises for laboratory staff.
    • Directly supervises laboratory technicians and other lab personnel on routine lab assays, demonstrates experience in running the Cyflow (CD4+), Chemistry and Hematology machines. Ensures implementation of laboratory services in line with approved QC/Q.A protocols at supported healthcare centres.

    Essential Duties and Responsibilities

    • Participates In planning and overseeing, supervision and monitoring activities for the laboratory function for all sites;
    • Provides routine and basic laboratory services for PLHIV attending the health facilities as required;
    • Oversees laboratory services provision, ensures standard, and current practices are in place for maintaining high quality laboratory services including calibration, standardization and maintenance of automated or semi-automated instruments following established procedures.
    • Ensures compliance and implementation of laboratory protocols for all lab technicians and assistance involved with the lab function; including maximizing the use of available resources.
    • Coordinates with all laboratory vendors (external contractors) and the sites to ensure that the process of handling patient samples and delivery of results is efficient and effective.
    • Participates in identifying training needs, capacity building, mentorship and team building exercises for laboratory staff; Participates in inventory control management for laboratory supplies and reagents under AHF Nigeria for all sites;
    • Ensures the compilation of monthly laboratory inventory at the supported Healthcare Centers.
    • Performs other duties as assigned by the supervisor.

    Education and Competencies

    • BMLS Medical Laboratory science; AIMLS
    • A minimum of three years post NYSC experience in a similar position.
    • Experience with handling semi or fully automated machines a must;
    • Must possess a valid license to practice as a Medical laboratory scientist
    • High analytical skills, quality control and basic knowledge of HIV laboratory monitoring.

    Pharmacist

    Reports to: Pharmacist/State Clinical coordinator

    Job Summary

    • Works to ensure implementation of pharmacy best practices, quality improvement of pharmacy services, rational drug use, and logistics management of anti-retroviral drugs and drugs for opportunistic infections in assigned clinics and outposts.

    Essential Duties & Responsibilities

    • Answers questions and provides information to patients and providers on drug interactions, side effects, adverse drug reactions, dosage, and storage of pharmaceuticals.
    • Counsels patients on medication adherence.
    • Maintains established policies and procedures concerning quality assurance, security of controlled substances, and disposal of hazardous waste drugs
    • Manages appropriate data collection, such as client name, prescribed medication and cost, to maintain pharmacy files, charge system, and drug inventory through mentorship of staff at clinics and outposts.
    • Performs a monthly stock count of pharmaceuticals at the clinic store and outpost stores;
    • Supervises the pre-dispensing of prescriptions for clients who are down referred to PHC sites;
    • Ensure completion and submission of accurate and auditable monthly drug reports from clinic and outposts.
    • Collaborate with the Pharmacist at the central office to ensure there is adequate stock of Pharmaceuticals at the sites.
    • Update Pharmacy Services Database on a monthly basis for assigned AHF sites.
    • Represent AHF Nigeria at State Drug logistics Meetings organized by the Ministry of Health.

    Education and/or Experience

    • Bachelor of Pharmacy Degree (B.Pharm.)
    • Experience in logistics management of drugs, preferably in an NGO
    • A minimum of 2 years of experience in a similar position
    • Master’s degree in Pharmacy or Public Health an added advantage.
    • Must possess a valid license to practice as a Pharmacist.

    Linkage Coordinator

    Reports To: Prevention Program Manager/State Clinical coordinator

    Essential Duties and Responsibilities

    • Contributes to the development, implementation, monitoring and evaluation of HIV referrals and linkage process at health facilities and community.
    • Ensures synergy of all referral processes & track outcomes to and from health facilities and communities.
    • Provides support to newly identified PLHIV on linkage processes, including assessment and mitigation of possible barriers to linkage.
    • Conduct integrated community outreaches-to ensure linkage of testing and treatment programs.
    • Ensures effective follow up by working closely with the H teams to facilitate follow up visits for HIV clients through home visit, phone call and text messages-adequately track process outcomes.
    • Establish and facilitate community support groups for PLHIV; work closely with NEPHWAN / other CSOs groups to achieve synergy at State, IGA, health facility and community levels
    • Facilitate the implementation of community adherence monitoring.
    • Ensures the effective implementation of Positive health dignity and prevention (PHDP) concepts-at the community level.
    • Works closely with Health care workers, CBO/ FBO partners to ensure patients are carried along the continuum of care/client retention.
    • Facilitate assisted referral for newly identified PLHIV between community and facility systems and ensure client retention within the health facilities.
    • Works closely with the testing teams to ensure patients are carried along the continuum of care/client retention.
    • Ensures the implementation of strategic HIV referral / linkage protocols at the AHF health facilities.
    • Contributes to capacity building for HCW5 and staff of CBO partners with respect to referral and linkage process.
    • Works closely with community structures such as the WDC, VHW, HC, COGs.
    • Ensure effective data management and supervise the process of appropriate data collection at the facility and community using appropriate data tools.

    Education and Experience

    • B.Sc, BA or any relevant qualifications or its equivalent.
    • 2-3 years’ experience in providing HIV related services at community and health facilities.

    Admin & Finance Officer

    Reports To: Operations Manager

    Essential Duties and Responsibilities

    • Supports planning, development and implementation of the program.
    • Supports implementation and adherence to the financial and operating policies and procedures.
    • Supports procurement and supply chain management of goods and supplies to supported health facilities and the program as a whole.
    • Supervises appropriate utilization of program vehicles; responsible for scheduling of program vehicles to field activities
    • Participates in the General staff meetings and other various meetings as assigned.
    • Provides administrative support to the County program:
    • Prepares monthly credit card, petty cash, and reimbursement reports for AHF finance department/ local accountancy firm;
    • Maintains and manages meeting calendar updates contacts database
    • Answers incoming phone-calls; oversee office voicemail, Collects and distributes incoming mail far range courier services when needed;
    • Oversees office supply inventory; orders as needed;
    • Develops and maintains filing system (mainly digital and also hardcopy when strictly needed);
    • Monitors vendor invoices & accounts payable;
    • Assist with visa applications (getting invitation letters);
    • Communicate with accountancy firm on payment of invoices and on reimbursement of expense reports;
    • Send original invoices, receipts and expense reports to the accountancy firm;
    • Coordinates standing and ad-hoc teleconferences and meetings; send reminders, maintains and distributes meeting minutes and action-item grids, Writes minutes for each one of the AHF teleconference meetings.
    • Provides administrative and logistical support for AHF’s Nigeria;
    • Review and update the operations manager on all WIP in the states.
    • Prequalify some cooperate vendors for procurement.

    Education and Experience

    • Bachelor's degree in Accounting, Administration, Finance, social sciences and other related field from a four year college or university;
    • Professional certification an added advantage,
    • Two years related experience in NGO Administrative and finance work.
    • Use of MS office (Word, Excel, PowerPoint); MS outlook, working knowledge of MS project preferred.
