    Monitoring and Evaluation Manager

    Roles and Responsibilities
    The Monitoring and Evaluation Manager, shall:

    • Ensure the maintenance of records of all types of data and information on project/SA activities.
    • Oversee the Monitoring and Evaluation department of the project /SA and coordinating the activities of the Management Information System (MIS) and M & E Units
    • Provide guidelines and guidance for the operations of the MIS and M&E units for them to meet the expectation of the Project/SA;
    • Liaising with the Local Government Review Committee (LGRG) and other Departments of the Project/SA for M&E purposes and working with the communities to ensure effective participatory monitoring and evaluation of CDPs and micro projects:
    • Consolidate annual budget and workplan for the department
    • Design field data collection and collation formats for the project/SA
    • Develop Terms of Reference and provide guidance for all M&E studies;
    • Liaise with the Operations and Finance and Administration departments to collect and collate data for tracking of key activities of the project/SA (budget performance, financial matters like costing/pricing of CSDP activities in the State, operations,etc) and
    • Provide cumulative records, analysis and statistics of activities over time to guide operations and provide information base for planning and future evaluation.

    Qualification and Experience

    • A university Degree in Social Sciences Agriculture, Statistics, Engineering Extension Services or Project Management, with at least Ten (10) years post qualification experience. Previous experience in project monitoring and evaluation shall be an added advantage.
    • Knowledge of Computer is mandatory

    Operation Manager

    Roles and Responsibilities
    The Operation Manager shall:

    • Supervise and coordinate the overall activities of the operation department;
    • Supervise the processing of application seeking project, State Agency (SA) funding and technical/management support;
    • Ensure conduct of desk and field appraisals and forward reports to the Project Management Committee for review based on set criteria;
    • Provide overall supervision of formulation and implementation processes of CDPs and micro projects by Community Project Management Communities (CPMCs);
    • Ensure the maintenance of records on all CDPs and micro projects on a continuous baas: and passing on such information to the Monitoring & Evaluation (M&E)department;
    • Ensure that requisite assistance are rendered to communities as and when required.
    • Liaise with relevant MDAs to provide technical and back-up support to communities.
    • Consolidate annual work plans and budget of the department;
    • Provide quarterly and annual projections for CDP and micro projects implementation.

    Qualification and Experience

    • A university Degree in Social Sciences, Agriculture, Engineering, Extension Services, Natural Sciences, Project Management and any other relevant Degree with at least Ten years (10) post qualification experience. Previous experience in rural development projects or extension services shall be considered as addition advantage.
    • Knowledge of Computer is mandatory

    General Manager

    Roles and Responsibilities
    The General Manager shall:

    • Exercise the powers and functions of the Project/Agency as provided for in the Project implementation Manual.
    • Be in charge of General Administration of CSDP.
    • Manage Project/Agency personnel
    • Be the Accounting Officer of the Project/Agency
    • Give approval for proposal of CDPs recommended by the Project Management Communities
    • Authorize expenditure in accordance with the annual budget and Work Programme of the Project/Agency as approved by Board of Directors (BOD).
    • Represent the Project/Agency in all its dealings with third parties at the level of Management
    • Engage in dialogue with donors and those capable of providing complementary technical and administrative skills and financial resources
    • Delegate his authority to the staff of the Agency to the extent necessary for the efficient performance of the activities of SCDP
    • Perform such other duties as may be required for the effective functioning of the Project/Agency
    • Ensure regular reporting and adherence to the Project/Agency reporting relationship with the Project Financial Management Unit (PFMU) Board of Directors (BOD), State Government, Federal Project Support Unit (FPSU), Federal Ministry of finance and the World Bank.

    Qualification and Experience

    • A university Degree in Social Sciences, Natural Sciences, and/or any other relevant Degree with at least Fifteen years (15) post qualification experiences in the public or private sector, fire of which must be at Management level.
    • An experience in the management of rural development projects shall be an added advantage.
    • Applicant must be a computer literate.

    Project Officer - Gender and Vulnerable Group

    Roles and Responsibilities
    The Project Officer- Gender and Vulnerable Groups, shall:

    • Develop an action plan for mainstreaming vulnerable groups and gender sensitive activities in the operation of the State Agency
    • Facilitate the preparation processes of CDP formulation Community level
    • Assist project team to incorporate appropriate vulnerable groups (including gender) issues into project activities
    • Assist in organizing training/or line ministries, LGA, LGRC and Operations Officers in mainstreaming vulnerable and gender issues in development activities.
    • Liaise with the Desk Officers in line Ministries to Identity mechanisms of incorporating vulnerable and gender issues into their programmes.
    • Identity and articulate opportunities for integrating social safety nets in project activities.
    • Prepare a quarterly report highlighting emerging issues from projects activities in mainstreaming vulnerable group/gender issues in development activities;
    • Provide input to the preparation of quarterly annual and requisite reports of the operations department;
    • Provide inputs to the costed yearly work programmes for the operations department;
    • Develop, maintain and disseminate a comprehensive knowledge base on vulnerable group perspectives to promote staff awareness;
    • Maintain links with and update knowledge of other relevant agencies programs on mainstreaming vulnerable groups into development agenda;
    • Design strategies for the encouragement of government and its agencies to be more supportive towards the cause of the vulnerable.
    • Responsible to the Manager, Operations
    • Any other duties assigned by the Manager Operations.

    Qualification and Experience

    • At least a first Degree in Social Sciences, Natural Resources Science, Rural Environmental Development, Agricultural Extension, with at least Five years(5) post qualification experience part at which must have been spent in CDD related areas.
    • Computer literacy experience in Gender/vulnerable Mainstreaming and Safety nets will be an added advantage.
