    ICLA Technical Assistant

    Job Description

    • NRC initiated country operations in Nigeria in June 2015 in order to respond to the critical and increasing needs in the country. NRC currently has a full team based in Yola Area Office, Field Offices in Borno and Adamawa states and a coordination office in Abuja. NRC is currently providing services across various sectors namely; Shelter and Non-Food Items (NFI); Water, Sanitation and Hygiene Promotion (WASH); Livelihoods & Food Security (LFS); Information, Counselling and Legal Assistance (ICLA), Education and Camp Management Camp Coordination (CCCM) in order to address identified humanitarian needs.
    • NRC will be implementing a grant focused on vocational training, livelihoods and peacebuilding in Plateau State. NRC is looking for an ICLA Technical Assistant for our Jos - Plateau State Office in east-central Nigeria. The purpose of the ICLA Technical Assistant position is to ensure effective day-to-day implementation of the ICLA project.
    • The ICLA Technical Assistant reports to the ICLA Coordinator-Jos.

    Responsibilities
    General Responsibilities:

    • Adhere to NRC policies, tools, handbooks and guidelines
    • Assist with the implementation of the ICLA project activities according to plan of action.
    • Responsible for organising and delivery of tasks in line with priorities and standards
    • Use initiative in day-to-day problem solving in line with agreed procedures, priorities and standards for ICLA

    Specific Responsibilities:

    • Support in organising and delivery of tasks in line with priorities and standards;
    • Engage in community mobilization and beneficiary engagement in project activities;
    • Contribute to the development/adaptation of training and information dissemination materials;
    • Support in the develop and implementation of quarterly and monthly implementation plans;
    • Prepare and develop status reports, including documentation of project achievements; deliverables.

    Detailed Description

    • NRC is looking for an ICLA Officer for our Jos - Plateau State Office in east-central Nigeria. The purpose of the ICLA Officer position is to lead in the day-to-day implementation of ICLA project activities under the supervision of the ICLA Coordinator.
    • The ICLA Officer reports to the ICLA Coordinator-Jos.

    Project Manager

    Country Office Background

    • The Norwegian Refugee Council has been working in Nigeria since June 2015, implementing Livelihoods and Food Security, Shelter, WASH, Education, Information Counselling and Legal Assistance (ICLA) activities to benefit internally displaced, returnee and host communities. NRC will be implementing a grant focused on vocational training, livelihoods and peacebuilding in Plateau State.
    • The Project Manager is responsible for implementing holistic and needs based programmes and representing NRC at coordination forums, as delegated by Area Manager. The Project Manager is a member of the Area Management Group.

    General Responsibilities

    • Management of technical staff including Coordinators and Team Leaders
    • Adherence to NRC policies, guidance and procedures
    • Contribute to the development of Country and Area strategies and initiate and participate in the development of relevant projects
    • Coordinate and manage project implementation including workplans, budget and other project documentation in line with proposals, strategies and donor requirements
    • Ensure that a capacity building plan for all staff is developed and implemented
    • Implement technical direction and ensure high technical quality of projects
    • Provide regular progress reports to the Area Manager
    • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
    • Liaise and collaborate with relevant local authorities and other key stakeholders
    • Ensure compliance with contractual commitments and implementation of key learnings from project implementation

    This position will be specifically responsible to:

    • Lead Project Cycle Management at area office level as per NRC standards including grants start-up, review and Closure meetings
    • Work closely with Area Support teams to ensure the delivery of project materials and contractual agreement are done in a timely manner
    • Contribute to the development of the Core Competencies strategies
    • Ensure systems for program quality control, monitoring and evaluation, and approach to identifying and acting on key learning in project implementation
    • Assist with visits and coordination with external stakeholders in coordination with the AM
    • Oversight of implementation of projects, including targets and budgets, in coordination with all project coordinators and team leaders
    • Coordinate with finance department to ensure effective and transparent project progress forecast
    • Ensure completion of work and development plans for all direct reports.
    • Coordinate quality and timely development of donor reports
    • Maintain the requirement level of performance capacity of local technicians, and identify the need for additional training.
    • Contribute to proposal development, identify donor needs and challenges, develop area protocol for decisions on funding opportunities
    • Regular visits to the area and sites of implementation for quality checks the of the ongoing and completed works, make correction and provide relevant recommendations.
    • In coordination with the Specialists and Area Manager, represent NRC in coordination meetings with local authorities, line ministries and government agencies and NGOs when required

    Required Professional Competencies

    • Minimum 3 years of experience from a senior level project implementation and management position in a humanitarian, recovery or development context
    • Experience in financial, asset and human resources management, budgeting and administration
    • Knowledge of at least two of the following program areas: cash-based interventions, market based programing, food security and livelihoods, education (vocational training), protection, peace building
    • Previous experience working in complex and volatile contexts
    • Documented results related to the position’s responsibilities
    • Experience developing proposals and project budgets
    • Knowledge about own leadership skills/profile
    • Written and oral fluency in English

    Context related skills, knowledge and experience:

    • University Degree (Bachelor's) in a Management, Development or a related subject, with a master’s degree preferred
    • Knowledge of the context in Plateau State
    • Experience with community mobilisation and engagement
    • Experience establishing relationships and coordinating with government and traditional leaders
    • Experience with community-based development and grants management
    • Able to train and manage teams for effective quality implementation (to listen, advise, support, solve conflicts, motivate, etc.)

    Role and Responsibilities
    The purpose of the ICLA Coordinator position is to ensure effective implementation of the ICLA project portfolio at area level. Under the supervision of the Project Manager, and with technical support and guidance from the ICLA Specialist, the ICLA Coordinator will:

    Generic Responsibilities:
    These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

    • Line management of ICLA project field staff
    • Adherence to NRC policies, guidance and procedures
    • Contribute to ICLA strategy development, project proposals and provide input on needs and gaps
    • Manage and implement delegated portfolio of education projects (activities, budget and project documentation) as delegated from Project Manager in line with proposals, strategies and donor requirements, and ensure high technical quality
    • Provide regular progress reports to Project Manager
    • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
    • Promote and share ideas for improvement and necessary changes in the activities
    • Ensure capacity building of project staff and transfer key skills
    • Liaise and collaborate with relevant local authorities and other key stakeholders
    • Promote the rights of Internally Displaced Persons/returnees in line with the advocacy strategy.

    Specific Responsibilities:

    • Have primary responsibility for implementation of the ICLA project activities, in line with proposals, strategies and donor requirements;
    • Develop and follow up on detailed project work plans, procurement plans, spending plans, and monitoring and evaluation plan;
    • Train and coach the project team on the technical aspects of the project.
    • Support teams in the identification, documentation, and reporting of concerns, and trends of the thematic areas of the ICLA project;
    • Coordinate with local authorities and represent ICLA in thematic/relevant coordination meetings at the local level;
    • Manage project budget and liaise with support teams as necessary;
    • Supervise the ICLA Officers and Technical Assistants;
    • Conduct regular field visits and provide progress reports to Project Manager and Area Manager; and
    • Carry out any other duties as delegated by the Project/Area Manager.

    Critical Interfaces:

    • Project planning and implementation: ICLA Specialist, Project Manager, Support Coordinator
    • Area operations: Area Manager, Support Coordinator, Logistics Coordinator

    Scale and Scope of Position:

    • Staff: Direct line management of 2 Project Officers and 4 Assistants, and indirectly responsible for Incentive Workers.
    • Stakeholders: UNHCR, Legal aid Council of Nigeria, Ministry of Lands and Survey, Ministry of Women’s Affairs, NEMA, SEMA, Local Courts.
    • Budgets: Area responsibility for ICLA project budget.
    • Information: GORS, ICLA Database, Monthly reports.
    • Legal or compliance: NRC Term of Employment, Donor guidelines and regulations.

    Competencies
    Professional competencies:

    • Degree in Law, Political Science, International Relations, or Social Sciences.
    • Minimum 3 years of experience in a humanitarian context.
    • Demonstrated expertise in local dispute resolution system in Nigeria.
    • Documented results related to the position’s responsibilities.
    • Fluency in English, both written and verbal.

    Context related Skills, Knowledge and Experience:

    • Ability to speak Hausa and one additional local language preferred.
