    Ethics and Assurance Coordinator

    General Position Summary

    The Ethics & Assurance Coordinator will support the Ethics and Assurance Director to serve as the Mercy Corps Nigeria focal point for ensuring compliance with Mercy Corps’ Code of Ethics, policies, and procedures. He/she will support the Director to examine, review, and analyze records, reports, financial information, and management practices to ensure compliance with laws, regulations and Mercy Corps’ policies and procedures and will investigate potential violations of the Code of Ethics. The Ethics & Assurance Coordinator will work closely with the Ethics and Assurance Director to assist the country management team in developing, implementing and monitoring effective financial and operational controls over activities and offices to mitigate risk.

    Essential Job Responsibilities

    • Following Mercy Corps’ policies and procedures, Support the Ethics and Assurance Director in the internal reporting of any allegations of Code of Ethics violations, including fraud, corruption, bribery or human trafficking.
    • Support the Ethics and Assurance Director to maintain the country's Corruption Incident Register and liaise with the Headquarters Ethics team, and other teams as needed, in the resolution of all reported incidents.
    • Support the Ethics and Assurance Director to collect, analyse and document the results of investigations and communicate observations and recommendations with the collaboration of the Country Director and senior management team, as appropriate.
    • Liaise with program teams in implementing the country Complaints Response Mechanism (CARM). Respond to Code of Ethics violation referrals received through the CARM.
    • Support the Ethics and Assurance Director to assist the country management team in determining effective and efficient solutions to operational issues that ensure compliance with Mercy Corps’ policies and donor regulations; mitigate the risk of fraud or corruption and facilitate the achievement of program objectives.
    • Support the Ethics and Assurance Director to assist program, operations and finance teams with implementing standard procedures or, as necessary, developing and documenting enhanced procedures for high-risk program activities, in particular, those providing a direct financial benefit to participants (e.g. vouchers, cash distributions), requiring high-value procurement, or the distribution of in-kind goods.
    • Support in maintaining the country-level risk register to identify key risks and document strategies to mitigate these risks. Manage the quarterly update process and ensure communication of action plans.
    • Perform periodic internal control reviews of in-country financial, procurement, human resource, and logistics procedures in both the main country office and field offices. In coordination with program and monitoring and evaluation staff, conduct field reviews of program activities to ensure that adequate controls are in place and are functioning properly. Communicate findings and work with the relevant departments to correct weaknesses and improve controls as needed.
    • Development of monitoring plans for partners, including sub-recipients, key vendors and other partners that must adhere to ethics policies. In coordination with relevant teams, perform periodic compliance reviews of partners.
    • Support the Ethics and Assurance Director with the follow-up and resolution of external audit or Mercy Corps Internal Audit findings.
    • Perform other related special projects and duties as determined and assigned by the supervisor.

    Knowledge and Experience:

    • A B.Sc. university degree in finance, accounting or any other related field is required. MBA/MSc in a relevant field will be an added advantage.
    • ACCA, ICAN or other relevant qualifications are desirable.
    • Minimum of four (4) years working experience in a non-profit organization implementing international programs or other corporate organizations.
    • Minimum of four (4) years experience in internal audit, risk and compliance, internal controls or Ethics and Assurance.
    • Minimum of three (3) relevant experience in fraud investigation. Certified Fraud Examiner (CFE) or Certified Internal Auditor (CIA) are desirable.
    • Understanding of a wide range of ethics violations, including fraud, corruption, and human trafficking in humanitarian and/or development settings; Understanding of best practices in ethics management and accountability within INGOs, including best practices for investigations of ethical violations.
    • Good communication and interpersonal.
    • Computer skills in MS Office programs, particularly Word, Excel, and PowerPoint.
    • Good presentation skills.
    • Excellent report writing skills.
    • Fluent written and oral communication in English
    • Understanding of Hausa language will be an added advantage.
    • Willingness to travel to remote areas (deep field) for reviews.
    • Ability to work effectively with an ethnically diverse team in a sensitive environment.

    Data Management Officer

    General Position Summary

    The Data Management Officer (DMO) will be responsible for supporting the Senior Data Management Officer (SDMO) with all data management functions including data collection instrument development, data collection, data analysis, Tola data update, and preparation of internal and external DQAs. S/he will work closely with MEL and program teams in his/her routine tasks for data consolidation. S/he will be responsible for the validation of data verified by the MEL Officers at the desk and in the field under the supervision of the Senior Data Management Officer. 

    Essential Job Responsibilities

    Data Planning and Design

    • Support the Senior Data Management Officer (SDMO) to establish Data Quality and Management protocols, data plans and data procedures for BEGE and NE-NORE program.
    • Support in the design of digital data collection tools, and plan for primary data collection.
    • Support in the collection, and migration of data to/from a range of internal and external data management systems like Commcare, and ONA.
    • Support with the Manipulation and linkage of different data sets as required.
    • Support in performing database queries across multiple tables to extract data for analysis.

    Data Management

    • Support in the filing of data on Google Drive/Team Drive, as well as offline back-ups of BEGE and NE-NORE.
    • Support the allocation and management of data-collection devices, ensuring that data-collection needs are met across BEGE and NE-NORE.
    • Support with the development of the automated Indicator performance tracking table (IPTT) and Indicator plan matrix.
    • Support in the Record /compile, clean, analyze and maintain the program database ensuring one-on-one status update.
    • Support in the coordination of program data to generate and collect required information and data, ensuring accuracy and adherence to protocols, in the process of measuring results.
    • Support in the Monthly quality checks, and data verification of program data.
    • Support in the data entry on Tola for BEGE and NE-CORE.

    Data Analysis and Reporting

    • Support the Senior Data Management Officer (SDMO) in the analysis and timely dissemination of Post Distribution Monitoring and market price monitoring for Mercy Corps BEGE and NE-CORE Program.
    • Contribute to the development and coding of tools for assessments.
    • Contribute to methodologies for assessments, evaluations, and other MEL activities.
    • Work alongside the Senior Data Management Officer (SDMO) and MEL team to orient the programme and partner staff on qualitative and quantitative tools as per the activity’s need.
    • Work alongside the Senior Data Management Officer (SDMO) and MEL team to train the programme and partner staff on mobile data collection under the supervision of the MEL Coordinator.
    • Support the review of data on the IPTT, Indicator drive and Tola.
    • Support the (SDMO) with the Creation of a Program Dashboard with the use of Power BI

    Capacity Building 

    • Support the Senior Data Management Officer (SDMO) in the training of Mercy Corps staff on the use of MEL Technologies, such as ONA/ODK, Commcare, Power BI, Tableau, TOLA and Advance Excel.
    • As needed, support in the training and oversight of enumerators for data collection.

    Additional Tasks 

    • Support with other tasks as required by the supervisor.

    Knowledge and Experience

    • BA/S degree/HND in Computer science, Data science, research methods, statistics, economics, social sciences, project management and any other relevant field.
    • 3+ years of progressive work experience in Data management, Database management, and development programming required with proven use of program technology.
    • Excellent computer skills (especially Microsoft Office applications) and ability to use information technology as a tool and resource.
    • Demonstrated experience with ICT for MEL, building or coding mobile data collection forms into XLSforms, including experience with Open Data Kit platforms such as ONA/ODK.
    • Demonstrated experience and Knowledge in the use of at least one Data collection software (Commcare preferable).
    • Should possess advanced Excel skills, use of advanced Excel formulas, use of Pivot table, and building of interactive dashboards.
    • Should possess advanced skills in the use of Database software. MS Access, Azure, SQL
    • Should be able to use Power queries to transform data, building interactive dashboards with Power Bi.
    • Demonstrated experience and Knowledge in the use of at least one indicator management software e.g. TOLA-Activity, Monitor, DIS, DHIS and demonstrate use.
    • Demonstrated experience and Knowledge in DQA and MEL system assessment processes.
    • Should have good knowledge of a MEL Plan, indicator plan matrix, and Indicator tracking table.
    • Should have good knowledge of the data management processes for MEL.
    • Demonstrated experience and Knowledge in performing quality checks, and data verification.
    • Ability to summarize and simplify complex information and communicate it to the targeted groups.
    • Experience with data management including the ability to structure and collate data sets for ease of analysis preferred.
    • Good command of English writing skills.
    • Previous experience in northeast Nigeria or a similar context is essential.

    RRA Program Intern

    General Position Summary

    This Program Intern is based in Abuja, FCT with major responsibility in supporting the teams in record retention, initiating procurement requests, supporting focal point for documentation, securing approvals, and assisting the Learning and Communications Officer in day-to-day tasks. S/he will work closely with the Knowledge Management team to carry out tasks for the program ensuring delivery and accurate documentation of program files.

    Essential Job Responsibilities

    • Support the Learning and Communications team for Rural Resilience Activity in documentation and record retention in compliance with PM@MC minimum standard and manage the documentation of the sector for audit and donor compliance.
    • Liaise with finance, Operations, and Rural Resilience Activity offices to provide necessary program-related documentation when required.
    • Assist the Learning and Communications team on all administrative affairs in liaison with other relevant team members.
    • He/she will be a focal point for all the field demands to seek approvals, follow up with program support and program management/team lead on the approvals of Purchase Requests, Purchase Orders, and preparation of payment documents and follow up on approvals, reviews, procurement, and payment processes as per Approval Authority Matrix, and final submission to finance team for pay-out.
    • Maintaining all documentation relating to Rural Resilience Activity required ensuring accountability to the participants and donor.
    • Assist in organizing internal and external meetings/trainings for the Rural Resilience Activity and take notes of those meetings and disseminate them to team members and external audiences.
    • Folder management to keep program staff updated on all documents and make it possible for them to easily access required documents in google team drive.
    • Support in documenting lessons learned and success stories.
    • Any other duty when assigned.

    M&E and Database Assistant

    General Position Summary.

    The M&E ICT, Database Assistant will work with the MEL Unit as part of a team to operationalize and improve the MEL system, which heavily relies on a well-managed CIPP database. The Database Assistant is responsible for supporting Mercy Corps staff and local partners to regularly collect/ enter/ verify/analyze/ data and make timely database adjustments to measure the impact of Mercy Corps’ programs. S/he will directly work with the Senior M&E Officer & Senior MEL Manager who are the point of contact for all Mercy Corps field staff regarding M&E support needs and operational issues. The Assistant will also closely coordinate with the Program team, CLA Officer and Communications Officer to help ensure monitoring and evaluation data is accurately incorporated into all reports, learning and information products.

    Essential Job Responsibilities

    • Understand, maintain, and innovate an M&E system database (MIS) that improves Mercy Corps’ ability to inform program implementation, analyze data, and represent impact to USAID, the Government, colleague agencies, and communities themselves.
    • Support the M&E Officer to ensure all relevant program staff can utilize the database to analyze program information and results
    • Support the M&E team in the design, adaptation and maintenance of the MIS in conjunction with the Communications Officer to match strategic program or implementation change(s).
    • Support the facilitation of training on the use of a database, pivot tables and pivot charts to staff members that require it, or support on exporting to MS Excel for data analysis.
    • Ensure the database is live and accessible to field offices.
    • Support the review of data entries in the database regularly to troubleshoot and fix problems with data entry or integrity.
    • Document system database content, protocols and update manuals for smooth functioning.

    Implement the M&E Systems and Tools.

    • Work as part of a team to facilitate and support M&E operations including baseline, annual, and end-line surveys, regular monitoring, data collection and analysis, feedback and reporting according to the MEL work plan.
    • Support generation of data (tables/graphs/reports) from the database at regular intervals, ensuring reports/information are available for program implementation staff when required. Facilitate data analysis with the program implementation team as requested.
    • Conduct regular field visits to ensure all elements of the M&E system and database are being utilized effectively by all stakeholders, assessing and identifying breakdowns and areas that require clarifications and improvements.
    • Ensure field teams always have the most recent version of all M&E tools and documents.

    Staff Training and Capacity Building

    • Work closely with the Senior MEL Manager to develop and deliver staff/partner training, improving capacities in monitoring and evaluation and database management: data collection, entry, verification and analysis; and other identified needs.
    • With guidance from the Senior MEL Manager, he/she will follow up on training by mentoring staff/partners to develop identified technical skills one-on-one.

     Link M&E Results to Reporting

    • Support the review or edit of data in reports as requested and required.
    • Support the production of analytical summaries: graphs, charts, and tables as requested to fulfil reporting requirements
    • Conduct self both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its peacebuilding mission in Nigeria
    • Work closely with the CLA Officer to ensure that all learnings are documented and can be visualized.
    • Other duties as assigned and agreed upon.

    INFORMATION MANAGEMENT

    • Works with the M&E team to program all data collection tools on Commcare.
    • Work closely with the Senior MEL Manager to manage the Tola Data system.

    FINANCE & COMPLIANCE MANAGEMENT

    • Ensure compliance with donor and Mercy Corps regulations related to peace and conflict programming.

    SECURITY

    • Ensure compliance with security procedures and policies as determined by country leadership.
    • Proactively ensure that team members operate in a secure environment and are aware of policies.

    Ethics and Integrity

    All Mercy Corps staff members are expected to behave ethically and demonstrate highest integrity in their professional and personal life.     Knowledge and Experience

    • BA/S or equivalent from a recognized institution, preferably in Statistics, Economics, MS Access, IT/Database Management, or administration

    CIPP Program Officer

    General Position Summary

    • The CIPP State Program Officer is responsible for the day-to-day implementation of the program in the assigned state.
    • S/he will support the implementation of activities related to peacebuilding and conflict management with key actors such as farmers, herders, religious leaders, religious institutions, government institutions and other appropriate actors.
    • The Officer will support the facilitation and implementation of joint conflict prevention and PVE plans, and the facilitation of events related to advocacy and relationship-building initiatives.
    • S/he will also provide support to all other activities related to the USAID-funded CIPP Program and will ensure smooth, timely, and compliant implementation in the respective states.
    • The Program Officer will liaise frequently with implementing partners, community members, conflict actors, religious leaders, and represent Mercy Corps at relevant meetings in the assigned state.
    • The Program Officer will be directly supervised by the Program Manager, and work closely with other State-based Program teams, the Communications team, MEL team, GESI teams, Finance and Sub-awards teams, Operations team, Safety/Security teams to ensure that activities implementation are according to plan, schedule, budget and required quality.

    Essential Job Responsibilities

    PROGRAM IMPLEMENTATION

    • Support technical aspects of the peacebuilding and conflict management program by assisting with the development of activities concept notes, budget and agendas, and curricula as appropriate.
    • Facilitate and co-facilitate community meetings, events, and training as required.
    • Ensure implementation of activities is on time, target, budget and right quality.
    • Liaise with CIPP partner organizations and potential resource persons as needed.
    • Support the Program Manager in overseeing the performance of program implementation by partners and conduct frequent field visits to program sites.
    • Build strong relationships with key actors such as government MDAs, I/NGOs, CSOs, the private sector and the communities at large.
    • In collaboration with the MEL team, coordinate the implementation of relevant surveys, needs assessments, data and information collection for ongoing monitoring.
    • Develop activity work plans and manage day-to-day activity implementation in the state.
    • Ensure that program implementation is responsive to community needs, meets targets, and is carried out in line with best practices.
    • Establish and maintain effective program reporting, monitoring and evaluation systems (to track, analyze and report on results) for both internal and external use.
    • Integrate community approaches, protection mainstreaming, gender sensitivity and capacity building into all activities as appropriate.
    • Ensure effective community engagement to create enabling environment and ownership.
    • Submit weekly program updates including success stories to supervisor.
    • Update Program Issue Log, Risk Register and Incident Tracker as appropriate.
    • Ensure program filing system is in place, adheres to internal and donor regulations and filing is regularly maintained.
    • Adhere to all MC policies related to security, operations and transport/ logistics information related to programming.
    • Undertake all the required training by Mercy Corps, and other professional advancement courses.
    • Undertakes other assigned responsibilities that support all CIPP’s teams.

    REPRESENTATION AND COORDINATION

    • Intentionally engage with government ministries, departments and agencies (MDAs) to sustain acceptance and promote collaboration with CIPP’s interventions.
    • Represent Mercy Corps in the state at government, donor, NGO, and community meetings in close coordination with the Project Manager.
    • Coordinate activities with implementing partners, local government representatives, religious leaders, and other international and local organizations operating in the same state/geographic area, as well as with other Mercy Corps programs in Nigeria

    • Demonstrated and progressive ability for creative and flexible program design and implementation.
    • Ability to effectively represent Mercy Corps to key stakeholders.
    • Effective oral, and written communication and reporting skills in English language.
    • Medium to high level of communication and facilitation skills in Hausa language (and other appropriate local dialects) will be an added advantage.
    • Ability to work respectfully and effectively with socially, ethnically, and religiously diverse teams and groups in sensitive environments.
    • Possess internationally recognized professional certifications in project or program management, or a commitment to obtain the qualification in the early months of work.
    • Demonstrated attention to detail, ability to follow procedures, meet deadlines, and work independently and cooperatively with team members.
    • Experience managing community-based peacebuilding and conflict management interventions.
    • Strong training and capacity-building experience.
    • Demonstrated understanding of the conflict dynamics in Northcentral Nigeria.
