    Gender and Disability Inclusion Officer

    Reports To: Gender Specialist.

    Applicant MUST be an indigene of Zamfara State and willing to reside in Anka LGA for the duration of the project. 

    Due to the urgency of the position, GPON has the right to recruit a candidate who matches the required profile before the above deadline.

    ROLE PURPOSE:

    The Gender and Disability Inclusion Officer will support the SCI-FER project  team and provide technical support to guide and inform gender disability-inclusive programming through an “integrated approach” in project locations. 

    The Gender and Disability Inclusion Officer will support in mainstreaming gender and disability as cross-cutting themes for all the programmatic activities. S/he will ensure gender and disability is integrated into the results-based management frameworks, strengthen and support disability inclusion, apply gender equality strategies and facilitate gender equality capacity strengthening for field teams via training and tool development. S/he will not only ensure SCI-FER programmes are disability-inclusive and gender sensitive but aims to provide support to make such programmes become gender sensitive. 

    Under the guidance of the Gender Specilaist, the Gender and Disability Inclusion Officer will ensure that gender issues identified in the proposal are addressed, and that activities are responsive to the needs of girls, boys, men and women; and also, that all materials and trainings are inclusive. 

    KEY AREAS OF ACCOUNTABILITY:

    Programme Implementation, Coordination & Management:

    • Lead capacity building for SCI-FER staff and partner organizations members on gender and disability inclusion, including developing initiatives to make existing learning environment gender-responsive and inclusive for girls, boys and other marginalized children in the project states.
    • Guided by gender analysis, the Officer will support in advocacy to identify and support stakeholders in developing mechanisms to address policy and system barriers to girls’ education. 
    • Coordinate project activities between thematic areas and other implementing partners.
    • Conduct regular gender analysis, support community mapping and safety audits to identify and address access and financial barriers to girls’ education in the states.
    • With support from the programme team, formulate key gender messages and targets from lessons learned, assessments, research and evidence gained through project implementation.
    • Contribute to the development and implementation of FER objectives and initiatives, both short and long term, encompassing a wide range of issues with a gender lens.
    • Acquire information and understanding of key gender issues in the country particularly in the project states focusing on boys and girls (e.g., GBV, SHR etc.) and adapt strategies as necessary.
    • Ensure a focus on gender equality, gender mainstreaming and disability inclusion in all components of project implementation.
    • Develop and facilitate gender and disability inclusion components in training materials, needs assessment and other project tools and resources.
    • Ensure accessibility of gender responsive IEC materials developed on the project.
    • Support GPON to identify and address the intersectionality of gender and disability in project planning, implementation, monitoring, and evaluation.
    • Perform other tasks, as required, to ensure the smooth running of the organisation

    MEAL

    • Support tracking of gender and disability-inclusive and disability-specific project indicators.
    • Support MEAL team in disability data collection, analysis, and reporting.
    • Ensure consultation of beneficiaries with disabilities in project implementation, evaluation, and learning.
    • In collaboration with the MEAL team, collate and disseminate regular project disability inclusion reports.

    Human Resources Management and Development:

    • Working together with the SCI-FER Team to identify learning and development needs of the project teams and develop specific plans to address the learning needs. 

    Internal and external engagements

    • Develop and maintain a network of external contacts with key individuals in the state, NGO sector, civil society and the media particularly working on gender issues and participate in gender working group meetings, which may include providing oversight.
    • Engage the relevant gender and disability stakeholders at State levels in support of the project cycle management.

    Safeguarding

    • Ensure that the gender component of project complies GPON’s safeguarding policies 
    • Work with the project safeguarding officer to ensure that all gender and inclusion activities have a safeguarding risk assessment and mitigation measure in place

    QUALIFICATIONS AND EXPERIENCE

    Essential Criteria

    • First degree or equivalent in Social Science, development studies, gender & development or equivalent combination of relevant training and experience. Advanced degree will be an added advantage
    • At least 3 years-experience implementing on issues of gender and inclusion, including adolescent sexual reproductive health across either development, humanitarian or refugee setting.
    • Proven experience in supporting the designing, implementing, and evaluating disability-inclusive and gender-transformative social and behaviour change communication interventions.
    • Experience in supporting the implementation of disability-inclusive and gender-transformative approaches in any context.
    • Ability to work independently and collaboratively in a team setting with minimal supervision.
    • Specific knowledge of international development, disability inclusion and gender equality issues; experience engaging children and other community members on gender equality issues desirable.
    • Demonstrable understanding of applying the principles of the Convention on the Rights of Persons with Disabilities in project cycle management.
    • Excellent planning and organizational skills with the ability to multi-task in a fast-paced work environment

    Level Of Contact With Children

    High contact- the job responsibilities of this position require the post holder to have very frequent contact with children. It is expected that children shall be protected at all times.

    Salary and conditions: NGN 600,000 – NGN800,000. The income will be subject to statutory deductions as per applicable Nigeria laws. The employee is responsible for the tax returns.

    Internal Audit and Compliance officer

    Applicant must be an indigene of Kastina State.

    The Opportunity

    For the next 8 months, GPON with funding support from ECW-SCI, will be implementing an Education in Emergencies project in Zamfara and Kastina states, focusing on improving education in emergencies and protection outcomes for IDPs that involves timely and responsive protection monitoring, capacity building for government, education mainstreaming and stakeholders, awareness-raising on SGBV, case management, and child protection. 

    The intervention aims to guarantee that all individuals-men, women, boys, and girls, including internally displaced persons (IDPs) and persons with disabilities-receive life-saving integrated responses, ensuring their safety within their communities and timely support in case of harm. GPON will deliver comprehensive services encompassing education in emergencies, child protection, gender-based violence (GBV), and protection coordination, advocacy, and information for the affected populations under First Emergency Response to the Displaced Population in Zamfara, Sokoto, and Katsina States, Northwest Nigeria funded by Education Cannot Wait and jointly implemented under consortium led by SCI.     The Internal Audit and Compliance Officer will:

    • Oversee and execute the internal audit function.
    • Lead the compliance unit to ensure adherence to organizational policies, donor requirements, and regulatory standards.
    • Provide independent assurance on the adequacy of risk management, governance, and control processes.

    Key Responsibilities

    Internal Audit

    1. Develop and implement an annual internal audit plan based on a risk assessment of GPON’s operations and activities.
    2. Conduct periodic audits to evaluate the adequacy and effectiveness of internal controls, compliance with policies, and operational procedures.
    3. Review financial records, operational processes, and program activities to ensure accuracy and integrity.
    4. Prepare detailed audit reports with findings, risks, and actionable recommendations for improvement.
    5. Monitor the implementation of audit recommendations and provide periodic updates to the Executive Director and Board.

    Compliance

    1. Ensure GPON’s activities align with organizational policies, donor regulations, and applicable legal standards.
    2. Conduct compliance reviews of key organizational processes, including procurement, financial management, and human resources.
    3. Develop and maintain a compliance framework, including policies, tools, and processes to mitigate risks.
    4. Serve as the focal point for donor audits and external compliance reviews, coordinating responses and actions as required.
    5. Provide training and capacity building to staff on compliance standards and best practices.

    Risk Management

    1. Identify and assess risks within GPON’s operations and programs, recommending mitigation strategies.
    2. Develop and update the organization’s risk register, ensuring proactive monitoring of key risks.
    3. Provide strategic advice to leadership on risk management and control improvements.

    Governance Support

    1. Support the Board and management in strengthening governance structures and processes.
    2. Ensure the organization adheres to statutory requirements, including tax and regulatory filings.

    Deliverables

    • Comprehensive internal audit reports and compliance reviews.
    • Annual internal audit plan and risk assessment.
    • Updated compliance framework and risk register.
    • Training sessions and workshops on compliance standards for staff.

    This ToR sets the foundation for identifying a skilled professional to ensure GPON maintains high standards of accountability and compliance in its operations.

    Qualifications and Experience

    1. Bachelor’s degree in Accounting, Finance, Business Administration, or a related field. A Master’s degree is an advantage.
    2. Professional certification such as ACA, ACCA, CISA, or CIA is highly preferred.
    3. Minimum of 5 years of relevant experience in internal audit, compliance, or risk management within a non-profit or corporate setting.
    4. Strong knowledge of donor regulations, including USAID, EU, and UN agencies.
    5. Demonstrated experience in developing and implementing audit and compliance frameworks.
    6. Excellent analytical, report-writing, and communication skills.
    7. High level of integrity, professionalism, and ethical conduct.

    3. Proficient in using audit management and accounting software.
