General Position Summary
- Mercy Corps is looking for WASH Officer (Engineer) who will be responsible for contributing to the effective supervision and monitoring of the planned infrastructure activities across the locations.
- This includes ensuring technical excellence, adherence to national regulations, and compliance with donor standards.
- The Engineer will also be tasked with preparing comprehensive progress reports and ensuring that project implementation is responsive to and aligned with the needs and priorities of the target communities.
- The WASH Officer must ensure the smooth implementation of program objectives according to approved work plan, adherence to budgets, and within a level of quality that can be measured through M&E interventions.
Essential Job Functions
The WASH officer is expected to conduct the following tasks and to produce a comprehensive field report including the following:
- Support procurement of contractors – bids evaluation, due diligence, documentation.
- Provide technical assistance in WASH construction activities including day-to-day monitoring / supervision of all infrastructure construction / rehabilitation works.
- Responsible for day-to-day quality checks and management of infrastructure activities, to ensure compliance and effective use of project resources, and suggesting results-based solutions to the program manager.
- Preparation of designs and BOQs of WASH infrastructures.
- Support the program manager in managing contractors by reviewing progress, measurement of works and ensuring adherence to contractual obligations and organizational policies and minimum standards.
- Support thetimely implementation of project activities per the agreed work schedule.
- Liaise with government and WASH stakeholders to ensure compliance with quality standards.
- Collaborate with WASHCOMs tomonitor and inspect the work prior to certification.
- Work closely with the communications team on the documentation and dissemination of lessons learnt, best practices and success stories from the project.
- Attendance of program update meetings and briefings.
- Contribute to the development of weekly / monthly / quarterly project updates / reports.
- Establish and maintain effective program reporting, document filing, monitoring and evaluation systems (to track, analyze and report on results) for both internal and external use.
- Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.
- Adhere to all MC policies related to security, operations and transport / logistics information related to programming.

Knowledge and Experience
- University degree in Social Science, Public Health, Environmental Health, Nursing, Engineering, or related field.
- Experience in WASH emergency programming with strong focus on community mobilization.
- Experience conducting hygiene promotion, training, NFI distribution, planning, and reporting.
- Knowledge of behavior change approaches and community engagement methodologies.
- Familiarity with Sphere and WASH Cluster standards.
- Strong understanding of gender, protection, and inclusion in humanitarian work.
- Experience working with NGOs in emergency response settings is desirable.

- With the insurgency affecting North East Nigeria and displacing millions of people, Mercy Corps is to implement a multi-sector response that covers Nutrition, Food assistance, Agriculture, WASH, Shelter and Protection to support the conflict-affected population.
- The nutrition response supports both nutrition sensitive and specific interventions that contribute to prevention, detection and management of malnutrition.
These include:
- Promotion of Maternal, Infant, Young Child Nutrition (via support groups, one-to-one counselling and community wide SBC for IYCF);
- Provision of supplemental Nutrition Assistance i.e. distribution of Fresh Food Vouchers, backyard gardening and poultry production aiming at improving dietary diversity among targeted households;
- Nutrition surveillance activities i.e. community nutrition screening, nutrition surveys and assessments aiming at monitoring the nutrition situation of targeted vulnerable individuals;

- The IYCF Counselor is responsible for providing a consistent and high quality technical support in relation to promotion/support of Maternal Infant and Young Child Nutrition (MIYCN), including counselling for optimal feeding Behavior and practices among women, infants and young children that seek care in the established IYCF supportive Spaces.

- Ensure day to day, one to one and group counselling for PLW regarding IYCF practices are conducted.
- Ensure health and nutrition educations are provided to caregivers and beneficiaries on (breastfeeding, complementary feeding, and hygiene, care of pregnant and lactating women, prevention of illness).
- Participate in formative assessment for key behavior and skill for IYCF and develop culturally appropriate and effective IEC materials and adopt it to the day to day counselling.

He /She will provide technical support for medical consultation, outreach EPI, health/ nutrition education, sanitation and child health as per standard protocols/ guidelines.
- He/ She is expected to provide supervision, technical assistance, build capacity of program staff and all OTP and TSFP related reporting.

- Ensure admitted SAM patients receive necessary routine medication, immunization is up to date, health and nutrition education
- Ensure admission and discharge criteria for SAM patients are respected as per the national CMAM
- Ensure referral of children with complicated SAM to SC and those with MAM are managed in the TSFP for appropriate nutrition
- Facilitate training and closely work with MOH staffs at Health centers within the catchment
- Organize daily, weekly and monthly overview and reports of consultations, EPI and health
- Ensure referral system and linkage between SC, OTP and TSFP services at community and at health facility

Background
- Mercy Corps Nigeria is transitioning to a fully digitized document management system. To support this process, various consultants will be contracted to carry out large-scale digitization.
- To achieve this, qualified consultants will be engaged to provide comprehensive scanning, digitalization and achieving documents.
Objective
The objective of this assignment is to:
- Digitize all physical organizational records from July 1st, 2017, to 31st December 2025.
- Ensure accurate indexing and naming based on Mercy Corps file naming standards.
- Improve document accessibility while maintaining strict confidentiality.
- Preserve institutional records in secure digital formats.
Scope of Work
The consultant/vendor will be responsible for the end‑to‑end digitization process, including but not limited to:
Document Preparation:
- Sorting and categorizing documents by department and type.
- Removing bindings, staples, clips, and repairing damaged pages.
- Eliminating duplicate or blank pages (where authorized).
Scanning:
- High‑resolution scanning of all documents (minimum 300 DPI unless otherwise specified).
- Color, grayscale, or black‑and‑white scanning depending on document type.
- Batch scanning for high-volume files.
File Formatting:
- Convert scanned files into searchable PDF format (OCR-enabled).
- Ensure files are readable, complete, and correctly ordered.
Naming & Indexing:
- Apply Mercy Corps’ official file naming convention.
- Assign metadata tags where required.
- Organize documents into structured digital folders reflecting department, year, and category.
Quality Assurance
- Perform multi-level verification to ensure:
- No missing pages
- Correct orientation
- Accurate naming
- Legibility.
Secure Storage & Delivery:
- Transfer finalized files into Mercy Corps designated storage system or secure server.
- Provide backup copies as instructed.
Physical Document Handling:
- Maintain strict chain‑of‑custody tracking.
- Ensure safe handling and return or secure destruction (if authorized) of original files.
Confidentiality & Data Protection Requirements
Because documents contain sensitive organizational data, the consultant must:
- Sign a Non‑Disclosure Agreement (NDA).
- Ensure all staff assigned to this project sign confidentiality agreements.
- Prohibit copying, sharing, or retaining documents.
- Restrict access to authorized personnel only.
- Use secure scanning workstations.
- Prohibit use of personal devices for project work.
- Implement secure data handling protocols aligned with international data protection standards.
- Failure to comply with data protection requirements will result in immediate contract termination.
Deliverables
The consultant shall deliver:

Consultant Qualifications
The consultant/vendor must demonstrate:
- Minimum of WAEC / NECO, OND, HND, Bachelor’s Degree, or current NYSC members
- Proven experience in large‑scale document digitization projects.
- Basic computer proficiency (Windows, file management, folder structures).
- Strong attention to detail.
- Ability to handle repetitive tasks with consistency.
- Experience handling confidential organizational or government records.

Timeframe / Schedule
The consultant will scan all Mercy Corps Nigeria Documents within a period of One (1) month
