Job Purpose
The Position holder will be responsible for the implementation of Human Resources policies and procedures, and the correct administrative management of staff working in the base/area according to HR Manager’s indications and INTERSOS procedures, to ensure legal compliance with local laws.
Responsibilities
HR policies, procedures and reporting
- Guide and support managers and staff on HR policies and procedures and monitor the implementation of the rules in line with the Internal Regulation and Labor Law
- Ensure the on boarding process for National Staffs (personnel documents, induction, orientation, etc.)
- Liaise with the HR Administration Officer and HR Manager to ensure that all contracts, i.e. employment, service, secondment and consultants, comply with INTERSOS policies, national laws and donors’ requirements and are archived
Management of National Staffs
- Ensure standard HR processes and provide support to line managers and (SMT) on staff’s management
- Guide and support managers and staff on HR policies and procedures and monitor the implementation of the rules in line with the Internal Regulation, Labor Law and standard INTERSOS policies
- Apply the decisions of the HR Coordinator and HR Manager on disciplinary measures in his/her area of competence
- Support the HR Manager and line managers in the performance management process (IRP) and ensure that all National Staffs are properly and regularly evaluated
- Support the SMT and line managers on staffs management and all HR aspects as required
- Monitor and promote Duty of Care initiatives for the staff and for their well-being
- Support the creation and maintenance of a positive work environment
- Implement the Compensation and Benefits Policy for National Staffs, conducting regular benchmark with other INGOs and actors in the country
- Ensure that all staff are properly briefed and/or inducted
- Assist the managers to draw up annual holiday planning and staffs’ shifts in order to forecast HR needs and to ensure HR availability for the project activities
Support, in close coordination with the Staff Development Manager and HR Manager, the managers in detecting training needs through consolidating staff’s performance.

Recruitment
- Ensure a fair and transparent recruitment process according to the Recruitment Policy
- Promote and advertise the job opportunities through the most suitable recruitment channels
- Ensure that all participants in the recruitment process sign the Conflict of Interests declaration
- Is responsible to review the CVs and Cover Letters and screen all the applicants according to selection criteria to provide a list of suitable candidates
- Maintain contact with candidates throughout the selection process to ensure efficiency
- Is responsible for scheduling interviews and/or tests with applicants who meet the specified criteria for the position as per the recruitment process and in close coordination with the line managers
- Recommend candidates based on their qualifications and skills
- Participate in final decision with HR manager and Hiring Manager
- Conduct reference and background check
Administration
- Execute administrative, legal related tasks and payroll procedures ensuring that all data related to monthly salary calculation of national employees in his competence are correctly collected (days off, unpaid leaves, sick leaves, overtime, etc.)
- Enter data into the DB and personal files and keep them up to date to facilitate HR processes management. Is responsible to collect all personnel documents and archive it
- Update local social security Tax office files to meet legal requirements and duties
- Make all administrative information available to the staff (posting, meetings, etc.)
- Support the HR Manager in translating documents into local language. Assists the HR Manager in meetings upon request
- Prepare and share statistical HR reports as requested
Representation
- Liaise with local authorities on HR matters upon request of the HR Manager
Accountability and safeguarding
- Strictly monitor HR management in line with PSEA (Prevention of Sexual Exploitation and Abuse) and Child Protection policies, Conflict of Interests and Internal Regulation.
- Serve as a focal point for reporting misconduct in the field area.
POSITION REQUIREMENTS
Education
- Minimum BSc/HND in Human Resource Management, Business Administration, Psychology, International Relations, Political Science, Economics. Master in HR Management desirable or related field.
- A Certification in Human Resources management is desirable.
Professional experience
- Minimum 3-5 years in HR Management in humanitarian contexts with INGOs/NNGOs
- Proven experience navigating the Nigerian labor market and local state-level authorities.

JOB PURPOSE
- INTERSOS is implementing protection interventions aimed at preventing and responding to crisis affected IDPS and population. The program emphasizes strengthening community-based protection mechanisms, providing direct case management and psychosocial support, and facilitating access to essential services such as health, education, and legal aid.
- Zamfara State, located in Northwestern Nigeria, has been severely affected by protracted armed conflict, banditry, and inter-communal violence, leading to widespread displacement, disruption of livelihoods, and weakening of social protection structures. Families have been disproportionately affected by the crisis, facing risks such as family separation, child labor, neglect, exploitation, gender-based violence, early marriage, and limited access to services.
- The recruitment of Psychosocial Support Officer is critical to ensure timely and effective delivery of case management services, strengthen referral pathways, and support the resilience and well-being of children and their families in Zamfara State. By engaging directly with affected populations and coordinating with relevant stakeholders, PSS Officer play a central role in safeguarding children and promoting durable protection outcomes in line with international child rights standards and INTERSOS’ core humanitarian mandate.
RESPONSIBILITIES
The Psycho-Social Support Officer will be responsible for the following tasks: Under the management of the senior protection officer, the PSS officer will coordinate with the community volunteers and the management in responding to the psychosocial needs of the crisis affected IDPS in Gusau in Zamfara State and work with the community volunteers to facilitate community-based activities, advocacy and sensitization effort that prevent, mitigate, and respond to risk for safety and wellbeing of the affected population Specifically:
- Assesses and plans response mechanisms that meet the needs of the affected population.
- Provides technical support and supervision for the implementation of PSS activities in line with current best practices to the community volunteers.
- Conducts individual assessments for the diagnosis of possible psychological disorders and the identification of a therapeutic intervention plan for identified people.
- Conducts capacity-building training on psychosocial support services and other safeguarding actions for community volunteers.
- Facilitates procurement and distribution of PSS materials at Gusau LGA.
- Close cases when the objectives in the PSS intervention plan have been met and no further needs have been identified.
- Coordinate community sensitization activities.
- Provides continuous psycho-social support via regular follow-up meetings, establishing a relationship built on trust and respecting confidentiality protocols.
- Contributes to regular reporting, programme, and proposal development, providing insight and analysis on PSS issues, challenges, gaps and best practices.
- Leads on distribution and ensure the distribution activity is in line with the best practice.
Planning and Coordination
- Coordinates with relevant partners and develop psychosocial strategies and referral services to meet different needs of the affected population.
- Coordinate with other partners to facilitate advocacy activities to improve the condition of the affected population.
- Monitors and ensures that the monthly FGDs are facilitated in coordination with community volunteers.
- Represents INTERSOS in community meeting as required and maintain a positive relationship with community leaders, local community structure and groups at various levels.
- Contributes/coordinates regular service mapping, updates to the service directory and support the development of referral systems with different service providers and the local NGO/CSO partner.
- Supports positive team dynamics and a healthy work environment where case workers feel comfortable and supported in sharing experiences, challenges, and feelings.
Reporting and Administrative
- Documents all general protection activities as per INTERSOS and donor reporting regulations and transmit these on a weekly basis for compilation.
- Supports the planning, implementation and reporting on all protection activities via weekly workplans, schedules and people management.
- Contributes in facilitation of procurement of program supplies
- Ensures timely payment of community volunteers by providing necessary support documents on timely.
- Oversees the proper and safe filing and archiving of PSS client files and activity reports files to maintain data confidentiality as per INTERSOS and international standards.
- Other Duties and responsibility
- Flags PSS and security issues and contribute to the identification of appropriate responses.
- Identifies and assists in the analysis of PSS trends in the overall caseload.
- Strengthens existing community-based PSS and peer support group activities, where such exist and help to develop them where none currently exist.
- Participate in external meetings and training on PSS issues, as well as case conferences with partners as needed.
- Identifies and reports gaps in the availability and quality of PSS service provision in the target areas.

Education & Professional experience
- Minimum of Higher National Diploma (HND) or equivalent in Social Work, Psychology, counselling, or related field.
- Proven 2-3 years’ experience working in an INGO, NGOs, and working with vulnerable children and families, preferably in a humanitarian or northwest community setting.
- Minimum 3 years of relevant work experience in psychology, social work, and counselling.
- Experience working in Zamfara or similar humanitarian contexts, or the northwest states, preferred. • Fluency in Hausa is required; knowledge of local dialects (e.g. Hausa) is an added advantage.

General purpose of the position
- The Head of Mission represents INTERSOS in the country and acts on behalf of the Director General, leading the organization’s response, including strategy design, planning resources, management and implementation of programs.
Main responsibilities and tasks:
Strategy and vision
- Is responsible for monitoring and analysing the political and humanitarian situation across the country and surrounding countries through established contacts and carrying out exploratory missions to identify potential fields of intervention. Design, propose, elaborate and develop new strategy of interventions in line with INTERSOS values and principles.
- Explore and present funding opportunities that integrate initiatives and leverage impact for the communities; support and direct fund-raising activities with institutional and private donors.
- Monitor donor’s priorities and intervention strategies in the country. Guarantee the strict observance and adherence to INTERSOS and donors’ procedures.
- Overview the development and implementation of projects and programs and through periodic visits to the areas of intervention, evaluate their evolution and quality as per internal and external standards and requirements, final results and achievements to ensure that organization’s technical and ethical standards are respected and objectives are achieved.
- Greenlight project proposals and response to emergencies to be submitted to HQ for approval. Evaluate potential emergency responses in the country and lead on developing additional programs in line with review and assessment results.
- Lead the detailed country strategy planning process and prioritising of actions and resources to achieve program objectives.
Representation and advocacy
- Represent the organisation and manage relations with the authorities ensuring smooth and timely implementation of planned interventions and safeguarding impartiality and independence.
- Follow up, guarantee and monitor government recognition procedures for the organisation in compliance with the host country formalities.
- Maintain a productive communication with donors and ensure that the assessed needs are communicated to impact on donors’ priorities.

People management
- Ensure that the senior management team is effective, mutually supporting and sufficiently involved in key decision-making processes.

Safety and security
- Hold final accountability for security, including development and validation of country security plan and ensuring adherence to procedures, monitoring of the context development, analysis and provision of recommendations.
- Regularly interact with the Regional Office and the Security Advisor on security issues.
- Hold final responsibility for any decision concerning security in the country.
Accountability and quality control
- In collaboration with the SMT is responsible to produce and submit the mission monthly activity reports.
- Continuously assess, analyse and evaluate the impact of the country program and operations, also through periodic visits to the areas of intervention, in collaboration with the Program Coordinator and MEAL.
