    Finance Officer

    Job Description

    • In anticipation of a grant from the Network of People Living with HIV/AIDS in Nigeria (NEPWHAN) under the Global Fund Global Cycle 7 (GC7) Community and Private-Public-Mix Expansion in TB and HIV Prevention, Diagnostic, and Treatment Services (N-THRIP) project, WACHEF is currently recruiting qualified professionals for the position of FinanceOfficer.
    • The Officer will be responsible for managing project funds, ensuring compliance with financial regulations, and supporting accountability and transparency in financial management.
    • This role requires contributing to the financial management and accountability of the organization, ensuring compliance with donor and internal financial regulations. 
    • The candidate will be responsible for budgeting, expenditure tracking, financial reporting, and maintaining accurate financial records. They will oversee fund disbursement for program activities, support audits, and ensure the transparency and efficiency of financial transactions. 
    • The role also involves preparing financial reports, reconciling accounts, and collaborating with program teams to ensure proper financial planning and resource allocation. The ideal candidate must be detail-oriented, analytical, and well-versed in financial management systems and reporting standards.

    Responsibilities

    • Prepare and manage project budgets in alignment with funding requirements.
    • Ensure financial resources are allocated appropriately for program activities.
    • Monitor project expenses to ensure adherence to financial guidelines and donor requirements.
    • Ensure timely disbursement of funds for program activities such as community engagements, advocacy meetings, and capacity-building sessions.
    • Maintain accurate financial records and prepare periodic financial reports.
    • Ensure proper documentation of all financial transactions, including payments for data collection, training, and advocacy meetings.
    • Ensure all financial activities comply with internal and external audit requirements.
    • Prepare financial reports for submission to donors, board members, and relevant authorities.
    • Oversee the procurement of necessary materials for program implementation.
    • Ensure cost-effective use of funds while maintaining transparency and accountability.
    • These roles are essential to ensuring effective implementation, data utilization, and community ownership of HIV/AIDS, TB, and Malaria interventions in Bauchi State.

    Qualifications

    • Must hold a BSc/HND in Accounting
    • Master’s degree and professional qualification is an added advantage
    • Minimum of one year relevant experience, preferably with an NGO/CBO/CSO.
    • Must have completed NYSC
    • Possess excellent oral and written communication, report skills
    • Must be a matured, motivated, problem-solving individual with high levels of initiative;
    • Strong interpersonal skills
    • Strong internal relationship management and analytical skills
    • Strong organizational skills and attention to detail
    • Demonstrate excellent written and oral communication skills
    • Demonstrate high level of initiative, diplomacy and tact
    • Excellent knowledge of computer software – MS Office (PowerPoint and Excel especially) and accounting software (QuickBook, Tally etc.)
    • Must be flexible and be able to work independently and as part of a team.

    Program / Monitoring & Evaluation (M&E) Officer

    Role Description

    • This role requires contributing to the program implementation and evaluation efforts of the organization, ensuring effective monitoring, data collection, and reporting of project activities. 
    • The candidate will be responsible for designing and executing M&E frameworks, conducting routine and periodic data assessments, and ensuring data-driven decision-making. 
    • The individual will analyze program impact, support reporting to donors and stakeholders, and facilitate knowledge-sharing within the organization. 
    • Additionally, the role involves coordinating advocacy efforts, engaging with community stakeholders, and improving program visibility through evidence-based communication.
    • The ideal candidate must be highly analytical, detail-oriented, and adept at using M&E tools for tracking project progress.

    Duties and Responsibilities

    • Educate PLHIV, AYPs, key populations, and community leaders on HIV prevention, treatment, related rights, and standards of care.
    • Sensitize healthcare workers on new laws concerning the rights and welfare of PLHIV and key populations.
    • Conduct community outreaches to raise awareness on Gender-Based Violence (GBV) and human rights issues.
    • Conduct mapping of health facilities and community data collection points.
    • Oversee routine quantitative data collection and client exit interviews.
    • Facilitate quarterly qualitative data collection through Focus Group Discussions (FGDs) and Key Informant Interviews (KIIs).
    • Engage and provide oversight to Community-Led Monitoring Teams (CLMTs).
    • Conduct routine advocacy and engagement meetings using CLM findings at the sub-national level.
    • Support awareness and mentorship on the use of the Community i Monitor application.
    • Participate and support NEPWHAN in the quarterly State Steering Committee and dissemination meetings.
    • Engage relevant decision-makers to promote laws against discrimination, stigma, and human rights abuses.
    • Support referral and linkage of GBV and human rights violation reports to NEPWHAN Community Resource Agents (CRAs).
    • Ensure proper documentation and tracking of client referrals for follow-up.
    • Ensure proper documentation and timely reporting of program activities.
    • Provide regular updates and reports to stakeholders and funders.
    • These roles are essential to ensuring effective implementation, data utilization, and community ownership of HIV/AIDS, TB, and Malaria interventions in Bauchi State.

    Qualification / Requirements / Skills

    • At least 2 years’ experience in relevant development work including community mobilization
    • Practical experience in implementation of project activities in either an urban informal settlement or rural set-up,
    • Ability to write concise and accurate reports to agreed deadlines,
    • Excellent interpersonal, networking and communication skills in English and local languages
    • Proficiency in the use of standard computer software, especially Microsoft Office
    • Ability and preparedness to travel and work in difficult conditions;
    • A motivated self-starter with initiative, flexibility and enthusiasm;
    • Oral and written communication skills.
