    Human Resources Officer

    Duty location: Maiduguri frequent field visit

    Report to: Human Resources Manager
    Duration: 12 Months with Possibilities of extension

    Purpose

    The HR Officer (HRO) manages every aspect of the employment process, including recruitment, contract management, onboarding, development, administration, separation, and exit. The HRO advises, guides, and supports employees and line managers in all HR and People Management matters within his/her Area of Responsibility (AoR).

     With the support and guidance of the HR Manager, the HR Officer (HRO) acts as a strategic partner, change agent, employee champion, and functional expert, supporting and contributing to the YIPDI operations. The HRO brings intelligence and insights on YIPDI(YIPDI) to line managers within his/her AoR and ensures YIPDI objectives are implemented within the Delegation´s strategic objectives (PFR), operational needs, the YIPDI Strategy, and local priorities and objectives.

    The role assesses and anticipates YIPDI-related needs and ensures integrated solutions are provided within the defined YIPDI processes and policies. The HRO is the main interlocutor supporting employees. With the support of the HR Manager, the HRO is the main interlocutor partnering with line managers on all YIPDI issues. S/he is responsible for the whole employee life cycle from recruitment to performance management, reward and payroll, career path, workforce planning to exit management, Diversity Equity and Inclusion, and staff health and well-being. Furthermore, the HRO plans, organizes, and controls the HR activities of the assigned AoR and ensures YIPDI policies and processes are applied.

    The AoR includes all HR and People and Management matters.

    Accountabilities & functional responsibilities

    • Ensures that staff-management policies are applied correctly.
    • Carries out administrative follow-up on HR-related issues (recruitment, daily workers management, training allowances etc.).
    • Is in charge of developing and implementing HR projects.
    • Supports the internal and external recruitment process.
    • Provides HR expertise to all levels of the organization.
    • In charge of the HR Administration of the Performance Management and Development (PMD)
    • In charge of the Day laborer/ Daily workers management framework and ensuring that it is implemented in line with the YIPDI’s policies
    • At any time, should keep the HR information confidential.
    • Ensure the implementation of the HR management framework with respect of the YIPDI’s principles, internal policies, and with local labor law.
    • Knows and promotes HR policies, procedures, and tools.
    • Advises staff and managers on any HR management issue.
    • Is aware of the objectives and activities of YIPDI.
    • Represents the employer before local authorities (Labor office, Social Security, etc.)
    • Works closely with the HR team and reports any HR situation to the national HROs.
    • Promote cultural, religious, and ethnic diversity, gender equality and fair treatment of YIPDI staff.
    • Is in charge or relaying the internal communication for staff, e.g., staff meetings, noticeboards, social events and databases of HR information.

    Desired profile and skills

    • Strongly motivated by humanitarian work
    • Able to work under pressure in a potentially dangerous environment

    Certifications / Education required

    • A professional diploma in Human Resources, a University degree in Public Admin, Business Management, International Relations, and or any related field of studies.
    • Good command (written and spoken) of English.
    • Computer literate, with excellent knowledge of Microsoft Excel and PowerPoint, a strong advantage.

    Professional experience required

    • 3-5 years’ experience in HR or a similar field.

    HEALTH AND SAFETY:

    • The role holder is required to carry out the duties in accordance with YIPDI Health and Safety policies and procedures.

    Capacity Building:

    • Identify learning and training opportunities for YIPDI staff and partners and work as a mentor and role model for junior staffs.

    Representation & Advocacy & Organisational Learning:

    • Ensure that YIPDI’s work is coordinated with efforts of other agencies and the Government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed.
    • Advocates for minimum standards of humanitarian relief and maintains in accordance with the Sphere Charter and YIPDI’s Code of Conduct.

    General

    • Comply with YIPDI policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities, fraud, and other relevant policies and procedures.

    Desirable

    • Previous experience within a humanitarian aid organisation is a plus.
    • Previous experience working within the context of North-East Nigeria
    • Knowledge of locally spoken languages will be an added advantage.

    The duties and responsibilities as set out above are not exhaustive, and the role holder may be required to carry out additional duties within a reasonable level of skills and experience.
