    Grants Manager_Global to Localization (G2L) Project.

    Job Summary

    CARE Nigeria is seeking a Grants Manager for its Global to Localisation (G2L) project to be implemented in Borno State, North East Nigeria. Integrated into the Program Support team and under the hierarchical responsibility of Finance Director, and also working closely with the Programme Director,, the Grants Manager works closely with the program and support departments, as well as the local implementing partner and the field teams.

    The Grants Manager will have overall responsibility for ensuring compliance with standard grants management policies and procedures, and also provides support to the G2L Project Manager for effective partnership.

    Specific responsibilities/tasks
    Provide overall operational grants management guidance support to the project

    • Monitor compliance with donor procedures and strengthen team capacities with regard to accountability tools and donor procedures
    • Proactively monitor the contractual obligations of the donor, from the signing of contract to closure and archiving, and ensure that contractual obligations are known and understood by all departments
    • Oversee the compilation of project proposals, reports and requests for contract modifications to be submitted to the donor and local implementing partner, on time and observing the highest quality standards
    • Coordinate with the project team and various units during the drafting of project proposals, reports and requests for contract modifications to be submitted to the donor or partner.
    • Presentation / strengthening of the use of donor accountability tools to the project team (in connection with respect for the project development cycle)
    • Coordinate donor audit activities in the field, in close collaboration with the various units in Maiduguri and headquarters
    • Centralize and prepare the documentation necessary for verifications during external audits, and the archiving of audit reports
    • Anticipate all programmatic deadlines so that quality project development is possible, as well as all donor contractual deadlines so that reports and / or requests for contractual modifications are carried out within the allotted time, while respecting the times for checking, re-reading and improving the versions required in the country Office and at headquarters

    2. Build the capacity of G2L CARE and Partner project staff on Grants management and general compliance

    Build the capacities of Program and Programme Support staff on the notions of donor accountability and disseminate priority points of attention relating to the grant in order to prevent the risks of ineligibility of actions / project expenses

    •Organize periodic training sessions for G2L and other sister project staff on best -practices related to donor compliance

    Relieve the Project Manager of donor accountability aspects and donor communications on contractual points (revision of contracts / MoU, control of compliance of reports / proposals, eligibility of expenditure, request for project extension

    Support the project to diversify its funding sources

    Work conditions:

    The position is based in Abuja with frequent visits to Maiduguri, particularly the local implementing partner’s office and project sites in MMC, Jere and Konduga to provide support on grants and compliance –related issues and update the Finance Manager, Senior Programme Director, Sector Lead and Project Manager on outcome of such visits. It is essential that the Grants Manager maintains active collaboration with the Finance and Operations team in the field to ensure proper technical support, implementation and supervision of grants and compliance issues by the project team. However, s/he will be required to travel to participate in planning meetings, training events and reporting activities in Maiduguri

    Minimum Qualification and experience:

    • The Grants Manager will have a suitable combination of experience and relevant trainings in the following technical and programmatic requirements for the post
    • Master in Business Administration/ Accounting, International Relations, International Development or equivalent
    • Good knowledge of the functioning of donor platforms, rules and procedures of various institutional donors
    • Mastery of project cycle management
    • Experience in reporting / project proposals with various donors and / or experience in project management funded by institutional donors (field experience required). Having had initial contacts with institutional donors in this context is a plus
    • Excellent writing skills, analysis and synthesis
    • Sufficient administrative / financial knowledge to understand / proofread financial reports / budgets
    • Knowledge of the operating context of North East Nigeria and experience with INGOs is a plus

    Qualities: Good planning, anticipation, organization and coordination skills to tackle a significant daily volume with many internal and external demands. Stress resistance. Great sense of diplomacy and experience of working in an intercultural environment. Team spirit, ability to unite and coordinate the members of a team without being the manager / hierarchical supervisor

    Languages: Excellent command of French and English
